Intriguing flip-flops on SEZs: On paper, they are scrapped.
But final outcome is mired in manoeuvres

NEW DELHI, January 2: Gopal Pillai, Secretary, Union Commerce
Ministry and ex-officio chairman, Board of Approval of SEZs:
"There is no provision under law to recommend
de-notification. They (state governments) have no locus
standi to withdraw the notification. The Centre is not
concerned with compensation to the developers either. It is
an issue between the state government and the parties We
are not concerned Notified SEZs have become legal
entities Investment exceeding Rs 500 crore has already
been made by Meditab How will the state government
compensate the developers?  Developers may even approach
the court."

Same day, almost on cue: Cipla executive (Meditab is a Cipla
subsidiary) to TV channels, "We have already spent 500
crores."

New Delhi, Jan 3: "Union commerce minister Kamal Nath today
assured Goa CM Digambar Kamat that the Centre will not impose
any SEZ on the state and is ready even to review those that
have been notified."

Same dateline: "Goa CM Digambar Kamat brushed aside the issue
of compensation to companies, whose proposals were
approved Why are you asking for compensation? ... They
are too big companies... What work have they done there?"

What does the reader make of it all? Logically, Digambar
Kamat has the backing of the Centre. After failing miserably
in Gujarat and Himachal Pradesh and, earlier, in Madhya
Pradesh, Jharkhand and Uttar Pradesh, the Centre cannot
afford to risk losing Goa. And that being the situation,
Kamal Nath coolly made his major domo the sacrificial goat? Or
did Pillai shoot his mouth to please Cipla, the Rahejas and
Piramals?

There are, we believe, three stages in the approval of SEZs:
approval-in-principle, final approval and notification.

It smacks of colonialism for the Centre to state, as Pillai
did, that compensation for scrapping a SEZ is a matter
between the states and the concerned industry, when, as is
the case in Goa, SEZs will only marginally benefit the state
in terms of revenue.

IN deed, they will generate employment, which will result in
a massive influx of migrant labour, both at the bottom and
top levels; they will harm local ecology, obliterate large
areas of agricultural land, and, in the name of housing for
SEZ -- specific requirements, build luxury apartments and
malls for importing high-spending, hi-fi socialites and
wannabes -- an insufferable tribe that is already polluting Goa.

SEZs were a mirage that enticed Pratapsingh Rane when he was
chief minister. Kamal Nath stamped him into doing it. He
covertly played the role of a broker to his favourite
industrialists and tempted a seasoned politician, who, in the
1980s, when he assumed power, developed Goa as no other CM
had done.

He was one of the earliest computer buffs of Goa and he would
go out early in the morning on long walks, come back and
enter in his PC new ideas and observations. Until Churchill
Alemao, who wanted to be no more than sports minister,
plotted his downfall and became the CM himself, albeit for
just 19 disastrous days. Then on, development and corruption
became synonymous, whichever party or amalgam of greedy
politicians wrested power.

Take a hard look at the reply given by CM Digambar Kamat on
July 23, 2007 to a starred question No 19 tabled by Manohar
Parrikar MLA for Panjim and Dilip Parulekar, MLA for Saligao
-- a reply that, for whatever reason, evoked the interest of
only one newspaper, Deccan Herald, which ran a long
eye-opening story on it.

What was the reply? Fifteen SEZs had been recommended to the
Board of Approval of the Union Ministry of Commerce, of which
till that date (23/07/07) seven had been approved with an
employment potential of 3.12 lakh employees over five years
in various categories.

Earlier, the Goa government had formulated its SEZ
policy.Seven applications had been approved: Meditab
Specialties; Peninsula, a Piramal company as were two other
approved SEZs -- two for bio-tech parks, one at Sancoale, the
other at Verna; and one for gems and jewellery at Verna;
Rahejas two, both for IT/ITES at Verna, and D V Salgaocar
IT/ITES at Socorro, IT/ITES of the seven approved, three were
notified.

Interestingly, Infotech Corporation, Goa had on that date two
pending applications ("forwarded to GOI for approval") for
the IT Habitat, at Taleigao, and one at Socorro. At some
point in time, the IT Habitat ceased to be an SEZ and became
a separate legal entity.

  On paper, all SEZs have been scrapped, including
  the three that had been notified. But one is still
  to know the final outcome. What seems obvious is
  that there are on-going political maneuvers. One
  rumour is that two or three MLAs are ready to
  resign if paid Rs 5 crore (Rs 50 million, or $1.25
  million) each. In which case, BJP would not stake a
  claim to take over, but

With the police, public and government crackdowns on the infamous rave 
tourism scene in and around Anjuna, parties have almost stopped. Local 
families are struggling to redefine their village in order to keep 
attracting ordinary tourists. Instead of re-organizing the rave scene in an 
ecologically sustainable way, the crackdowns have exacerbated Anjuna's 
problems. Now commercialisation, excessive competition and a growing influx 
of wealthy urbanites will further homogenize what is on offer for tourists 
in Goa. Critique of tourism should focus on the economics, therefore, and 
not on the erosion of a past imagined to be pure from external influence.

Dr Arun Saldanha is Assistant Professor of Geography at the University of 
Minnesota since 2004. He received his Ph. D from the Open University, UK, 
and studied Media Studies in Brussels. Dr Saldanha is author of Psychedelic 
White: Goa Trance and the Viscosity of Race (2007). He is currently working 
on a project relating to the beginnings of Dutch colonialism.

In the Executive Body Meeting of the Goa State Chess Association, it was 
decided that the Goa State Chess Championship to be conducted by the 
Porvorim Chess Club will be FIDE rated event for the first time in the 
history of Goan chess. President Salgaocar said that this landmark decision 
was to enable more upcoming young players from remote areas throughout Goa 
to get a chance to obtain their initial FIDE rating and save them from 
exorbitant entry fees when they play outside Goa. 'Parents spend thousands 
of rupees playing in outstation tournaments' he added stating that this will 
be a golden opportunity to earn their rating in their own 'home turf'! With 
a FIDE rating, the kids will also get a chance to get higher seeding in the 
National age group championships. The additional cost to be borne by the 
Association was well worth it as per the consensus of the GSCA members 
present.

It was also decided that the National 'B' will be held at Zambaulim from the 
15th to the 25th of September. Various committees for smooth conduct of this 
tournament were drawn up. This tournament will be a norm event for the first 
time in Indian chess and the presence of several Grandmasters and 
International Masters will add to the increasing profile of chess in Goa, it 
was opined.

The Executive Body also placed on record their appreciation for M/s Monginis 
and Mr. Datta Naik who have come forward to sponsor Bhakti Kulkarni and 
other upcoming Goan players. 'We hope that many more corporate sponsors come 
forward to support Goan chess', the Body noted in their resolution.

Where are all the prints of Nirmonn, Amchem Noxib etc gone?

Are they sitting in Maharastra Film division archive?

Can any body comment on this please?

 I remember, in 1980s, anyone could hire those films with 16mm projector (see
pic below)  Nirmonn/amchem Noxib films etc (3 or 4 large reels) from MS Caro
Near Vidya Niketan Building, Margao.

Also, I think, Goa dept of information and publicity were also helping out to
show the films in the villages for free with the same original quality.

Sometimes, as said before, those illegal copies/CDs found at Pipal Kata Margao
were far more better quality than the DVDs currently being produced. 
Moreover, those films were also shown on Goa Doordharshan (via Bombay) will
original quality.

What is more disappointing is the price tag i.e. Rs.300 which is too high as
compared to the quality of the video. 

I thought,  with the advance digital technology etc one could do wonders.

I even thought the colour film (BM) which was first produced more than 10 years
after the B&W films like Nirmonn, Amchem Noxib etc would be much better than
the previous DVDs produced by the same producers of the above Konkani Films but
it was even worst.

I simply don't understand the reason behind such poor quality DVDs and the
price tag.

In his review, Mr. J P Pereira, in Navhind times today said.. ..
But with a dearth of Konkani feature films the producer of the video (1977
Buerantlo Munis) recording could have taken trouble to digitally remaster the
contents of the DVD as the video and audio are of poor quality.

Just a thought which is often in my mind, but find very less time to put it 
on paper.

Everybody in Goa educated that's you as well & non educated are being led to 
believe that any development in Goa will affect the cultural/moral fibre of 
Goa.

Mankind what you see today has evolved from what was from ages, all moral, 
cultural fibres also changed to what it is today. So all of us have to 
accept change or else be left behind as dinosaurs. Change is universal cause 
if you do not change we may land up being prehistoric animals and finally 
extinct.

Basically, looking from the outside I feel most educated Goans living in 
Goa, are too narrow minded and have a 'superiority complex' and look like 
'frogs in the well'. Their minds are in 'automatic gear' and want to oppose 
any new concept when introduced be it the floating casino on River Sal or 
the SEZs or the opposition to the Brazilian troupe for the Carnival sans the 
dancing girls. Whereas the average Goan is taken for a ride by scrupulous 
politicians who have succeeded to use mass support & more often than not use 
'muscle power' of the unemployed youths to create deep pockets of personal 
wealth. Most of the leading politicians are a 'bunch of criminals' who can 
get away with daylight murder as well. They too will oppose all the above 
mentioned as they look at opposition as a potential source of income and not 
with any idea of safeguarding the interest of Goa.Then we have the so called 
Mathany Saldhana that you consider a hero. If you think he is conscientious

The image of Goa today as red in the papers appears to be a zone where no 
company of repute would like to invest in, if this happens all the educated 
Goans will either have to leave and find professional satisfaction & growth 
elsewhere, while those left behind will be forced into surviving by hook or 
by crook, these are the seeds of revolt, criminalisation and may be in the 
not too far future, our culture will soon evolve into an uncivilised world. 
Most criminals are forced into due survival of their near & dear ones.

Very well said, Reena! I don't go thru every post on this list these
days as I used to do earlier, but the following post from Roland
caught my eye. Then I saw your post appended to it and I said 'bravo'!

Someone had to hold the mirror to this rabidly arrogant bigot who

Goa - blessed by the Gods

Goa's scenic beauty and rich cultural heritage attracts many tourists, yet 
many visitors are unaware of some hinterlands and verdant pockets of Goa. 
Each taluka of Goa is unique and has its own distinct character.

The Sahyadhri Khand mentions that Goa was created when Shri Parshuram shot 
an arrow in the Arabian Sea and ordered it to recede.

Along with him he brought many Rishis (sages), out of which, seven meditated 
near the confluence of five rivers for seven crores years. Pleased with the 
Rishis, Shri Mahadev appeared on Earth and granted them a boon. The Rishis 
requested him to stay on this Earth so that even the other people could 
worship him. The boon was granted and since then, Shri Mahadev resided in 
Goa by the name of Shri Saptkoteshwar.

The Bhojs, the Chalukys, the Shilahars, the Kadambs, the Vijaynagars ruled 
over this "Punnya Bhumi". The dynastic rule in Goa can be traced from the 
4th century AD upto the 16th century. Each dynasty's worship of a distinct 
deity, new cultural forms and food habits were easily assimilated in Goa's 
soil and remained for years to come.

A beautiful temple of Shri Saptkoteshwar in Narve in the taluka of Bicholim 
is a testimony to many historic events of Goa's past.

The Kadamb dynasty's rule is considered to be the "Suvarn Kaal" or "Golden 
Period" of Goa. They worshipped the Shri Saptkoteshwar and the Kadamb king 
Jaikeshi Dev I, in the 11th century, even had the name of this deity 
inscribed on the coins during his rule.

A beautiful temple of Shri Saptkoteshwar of the Kadamb period existed on the 
island of "Dipwati", today's Diwar. The invasions of the Turks (probably the 
Bahamanis or Tughlaqs) ruined this temple. The legend in Narve mentions that 
the temple was reconstructed in Diwar by Madhav Mantri of the Vijaynagar 
dynasty. This legend is asserted on copper plates of Madhav Mantri dated 
1391AD found outside Goa. The temple ruins in Diwar today speak volumes 
about its past. A water tank with carved niches on its walls is all that has 
remained of that glorious structure.

During the Inquisition period, the "Ling" was kept on a barbican of a well. 
The marks of the copper vessel can be still seen on it. It was rescued by 
Narayan Surya Rao Sardesai and was kept in a laterite cave in Narve in 
Bicholim taluka.

An attempt was made by the great Chatrapati Shivaji from Maharashtra, to 
free Goa from foreign yoke in 1664 AD. He ordered a new temple to be built 
in 1668 and established a contribution of 600 Honns (a type of currency).

This inscription still exists on the wall of the Mukhmandap of the temple 
today.

Our political leaders call on citizens to close their eyes, and have good 
feelings! In the recent past, BJP government has made a startling 
announcement, "India Shinning". That, which was said to be shinning, was in 
reality rust, (poverty, illiteracy, corruption, religious intolerance) but 
they said, "never mind, you feel good!" The "feel good drug" is being sold 
by all the political parties, and in no way does it alleviate the misery of 
the masses. It only serves to increase the peddlers' sins of looting from 
the bounty.

By what method do we measure progress? The present congress government in 
Goa is dillydallies with its citizens by introducing "Feel good drugs" in 
the form of SEZ, IT- parks, Housing Zones, etc. All the while, the basic 
infrastructure is in a deplorable state. The hellish roads in Goa barely 
lead people to their destination, electricity plays hide and seek, and our 
taps are crying for water because they are dry and thirsty. All this, 
despite our being blessed with rains above average.

Our present PWD minister declared his objectives to save Goa from the 
corrupt ones, but we failed to realize that he, himself, administered to us 
a dose of "feel good drug". Time speaks volumes! Currently, his vision has 
narrowed to the point that he sees the whole of Goa through the eye of 
Navelim constituency. Is he serving Goa, or is he saving his seat for the 
next election? Who will decipher that for us? Meant time, he calls for goans 
to have good feelings.

How long will it take us to come out from under this drug, and act as 
responsible citizens? Our good nature is being exploited by our own people, 
and we are left in the dark. The time has come for us to rise above the 
ordinary mire, take a stand, and honorably shine before men with our good 
deeds, for all to witness. Good feelings do not make actions superior. It is 
good deeds that will produce the sought after good feelings.

MUMBAI: If you've not had a carbon-neutral New Year's eve, you still
have a chance to offset your environment degrading greenhouse gas
emissions like carbon dioxide (CO2) which arise from your daily travel
by car to work and usage of comfort-enhancing durables like
air-conditioners.

Take a cue from what Emmanuel D'Silva, Antonieta Noronha and Narendra
Jindal have done to get a zero-carbon footprint. They do not own big
industries which belch out greenhouse gases that are harmful to the
environment.Nevertheless, as individuals they are concerned about
their daily lifestyles contributing in some way or the other to the
aspect of climate change.

They have calculated their carbon footprints and offset them by
donating money to a cause of growing trees whose seeds can generate
biofuel.

Carbon footprint is the total quantum of carbon emissions of an
individual or a household as a result of air travel, car travel, usage
of electricity and other household appliances. There are many ways by
which individuals could reduce these emissions and offset them, like
planting trees, switching to compact fluorescent lamp (CFL) bulbs, or
simply by purchasing carbon credits from the voluntary market.

D'Silva, who is an environmental economist, has a chock-a-block travel
schedule throughout the year. Of his total carbon footprint of 25
tonne of CO2 per annum, 24 tonne of CO2 comes from travel alone. To
offset this, he donates Rs 10,000 to a village to plant trees.

Said D'Silva, who has previously worked as a staff economist at World
Bank in Washington, DC: "I believe that individuals should take
responsibility for the pollution they generate from their cars,
flights, and general lifestyle. It is not enough that we pay for the
emissions, we should also take steps to reduce our carbon footprint."

D'Silva, who advises individuals, companies and NGOs on how to reduce
their carbon footprint, has changed his household lights to CFL bulbs.
He has set up a vermicompost pit in his housing complex in Mahim where
he recycles about 1.5 tonne of waste every two months.

For Antonieta Noronha, headmistress, Our Lady of Perpetual Succour,
Cortalim, Goa, the usage of petrol per week is 16 litres. She travels
11 km everyday by car, and feels guilty about the emissions generated
in the process. "To offset my carbon footprint, I donate around Rs 600
per year to a village which grows biofuel trees. This makes me feel
better, as otherwise I was polluting the atmosphere," said Norohna.

The calculations used here: An emission factor of 0.00222 per litre of
petrol. For diesel, the emission factor is 0.00228 to get one tonne of
CO2.

Jindal, a manager (department of supervision), Nabard, too has
calculated his carbon footprint. His usage of petrol runs into 35
litres per month. This, along with his other household emissions,
comes to an around one tonne of CO2 per annum. In order to offset his
carbon footprint, Jindal contributes Rs 250 per annum to the cause of
planting biofuel trees in a village in Andhra Pradesh.

One could also calculate carbon footprint on electricity consumption
based on the following calculation: The emission factor for the
Southern grid is 750 tonne of CO2 emissions for 1 million units of
electricity consumed. There are many carbon footprint websites which
help calculate carbon footprint.

Recently, Sage-India sent me a review copy of their book 'Alternative
Schooling in India'. Needless to say, it's a book I enjoyed immensely.
Self-description: "This book brings into focus the innovative methods
of learning in many Indian schools. It sheds light on schools that
make the learning process fun for the teacher as well as the taught,
in contrast to the whirl of examination-oriented learning in
mainstream schools."

In a separate section, that offers a diretory of alternative schools
in India, I came across quite a few institutions. In Andhra, Bihar,
Gujarat, Karnataka, Kerala, even Ladakh, Maharashtra, Delhi, Orissa,
Pondicherry, Rajasthan, Tamil Nadu, Uttarakhand, UP and West Bengal.

Somehow Goa just doesn't figure. Would anyone know how the
institutions here that offer "alternative" education rate nationally
and beyond? Thanks for your inputs. FN

Regarding NDTV, it is funded by Gospels of Charity in Spain which supports 
Communism. Recently it has developed a soft corner towards Pakistan because 
Pakistan President has allowed only this channel to be aired in Pakistan. Its 
Indian CEO Prannoy Roy is co-brother of Prakash Karat, General Secretary of 
Communist party of India. What else can you expect from a media which is highly 
biased.

RESPONSE: It is alleged that Catholic Goaneters have donated USD 5

Firstly, Goanet has always been a diverse community. The numbers, i.e. 10,000 
members, verify that. 
Secondly, apart form paranoia, I would also suggest that you must have super 
natural powers. How else could you deduce that a person is a Hindu or 
Christian? By his name?  Either that or you are falling into the same trap that 
a ten year old falls into when s/he deduces that, "Hey, her name is Sheela, she 
is a Hindu."

Man, you are really confused. 
Goanet has never been a post board for births or deaths. These posts do not

I am not surprised. 
You admitted that even after spending 20 years in the USA, you still felt like 
a foreigner. Looks like you have carried that insecurity back to India. While 
the majority of Indians see the country as a mosaic of different religions and 
of different beliefs living together, you have a craving to label and isolate 
your neighbour. Your favourite label is Muslim, followed by Marxist. You even 
go to the extent of labelling my Hindu brothers as 'ghatis.'  This is something 
you must have picked up from US politicians as I am told they label people like 
you as "macacas." 


One last thing, it gives you great pleasure to capture and post pictures of 
people relieving themselves in public places. Are the pictures in themselves 
smug comfort for you? Do you want to do anything to help these poor people? Or

Mopa needs sound planning*

 Philip S. Thomas

 Some useful details of the ICAO report about Dabolim and Mopa have appeared
in the local English media recently. Ostensibly the report is, indeed, about
the two airports together. In fact, it acknowledges that both airports may
be needed on "social and economic grounds". It is silent on the issue of the
government's political credibility since the latter has openly backed the
idea of a two-airport tango with little or no clue as to how to proceed. The
report confirms our worst fears that Goa is sought to be stampeded into
going in for the old Mopa project in an unjustified way. The signs are
clearly visible in a series of surprising conceptual flaws in the ICAO's
approach.

 First and foremost, ICAO neglects to address the issue of the Union Cabinet
's Resolution 2000 which mandates the closure of Dabolim civil enclave once
Mopa is functional. Ostensibly based on the 150 km separation rule, this
resolution may have been at the instance of the military under the guise of
enhancing the viability of a greenfield airport project for private
developers. The rule is currently under active review and may be relaxed
across the board. Goa should monitor the outcome closely before jumping onto
the ICAO plan. But Resolution 2000 will be an obstacle till it is reworked.

 The next flaw is in the use of the term "dual airport system" in
conjunction with the tell-tale warning about the commercial and financial
risks of "splitting air traffic". The issue arises if both Dabolim and Mopa
are considered as "international airports". This was the source of the
original plan for Mopa, designed as a replacement for Dabolim, not as a
supplement. Once it was clear that both airports need to co-exist, ICAO
should have recast the plan for Mopa in 2006 to function as a smaller
regional airport (albeit with the vision and design provisions for modular
enlargement over time according to traffic growth). Instead it still talks
of a $325 million project (up 40% from $225 million in 2005) even though
capacity has supposedly been halved (from nearly 12 million to 6 million).

 In India it is easy to fall into the trap of "dual airports" because the
pent up demand for airport infrastructure induces us to think that every new
airport has to be an international airport. But in the rest of the world
every new airport is not an international airport from Day One. The
distinction usually applied is between "primary airports" and "secondary
airports" which, therefore, constitute "multi-airport systems". For vital
historical and practical reasons, Dabolim must be retained by Goa as a
primary airport to the maximum extent possible and Mopa should be designed
as a secondary airport, at least at the outset.

 In this connection, it is unfair for ICAO to single out the Goa government
for preparing an "airport development strategy" while overlooking the role
of its own client, the civil aviation ministry at the Centre. But it is a
good wake up call to all of us in Goa if the state is to avoid being
stampeded in unwanted directions. Goa cannot expect others to divine its
fundamental interests in aviation without participating pro-actively in the
planning process.

 ICAO missed out on all the necessary parameters because it got side-tracked
by the nominal military element of Dabolim. It is "plane wrong" in saying
that "the primary use of Dabolim is for military purposes". On the contrary,
the Navy never misses an opportunity to play to the gallery by (a) proudly
proclaiming that it uses "only 16%" of weekly runway time for purely
military purposes and (b) suggesting that congestion could be easily reduced
if airlines made use of all the night hours. This inadvertently confirms
that Dabolim was originally a civilian airport and still continues to be
primarily a civilian facility even though it is controlled by the military
since Liberation. It is like a sheep in wolf's clothing.

 The fallacy in the Navy's stance is that all hours are the same. In fact
the hours blocked by the Navy are peak (morning) hours for national air
traffic. What are available to airlines at Goa are mostly off-peak hours (in
the afternoon) and non-peak hours (at night). The latter may be useful only
for international airlines from the west and for domestic low cost carriers
(if concessional airport rates and low ATF sales taxes are charged). Indeed

Apartheid in S. Africa was not created to keep the races apart. It was created 
to keep the wealth in the hands of the whites. Every excuse, including quotes 
from the Bible, were used to justify apartheid. It is the same in the US. The 
country went to war when the South was deprived of their God given right to own 
slaves. When George Bush went to invade Iraq, he asked the most popular 
preacher to stand by his side and shout, "God is on our side."


"Gospel values" are going to be used by politicians in the future too. The 
white mans party, opps, the Republican party has a Baptist preacher and a 
Mormon bishop in the race for President. As a church goer, I am sure you are 
contributing financially for the Sunday Church experience. I can assure you 
that part of those contributions are used to promote "gospel values" on the 
political and economic stage too.


Lastly, I find it strange that someone like you with an 'open mind' has not 
asked your Sunday preacher the above question. I hope my explanation helps. Now 
I need some help from you. Do you know of any Hindu's who use religion for 
political purposes? Please don't try and weasel out of this question.

Dear Dr. Santosh,

It is difficult to get the absolute Truth about conversions  ...and
re-conversions or shuddikaran  taking place in India, and not just
in the tribal belts. There is foreign funding on both sides of the
divide as there is a sizeable NRI population emotionally involve in
this system of perpetuating religions at all costs. It is more about
social engineering than about religion  just as it was for the
colonialists.

Coercive conversions, thankfully , are an exception rather than the
rule in India of the third millenium. Information flows are more
responsible for this change  than any change of heart ;-)

At least from 1540 onwards, and in the island of Goa before that year, all the 
Hindu idols had been annihilated or had disappeared, all the temples had been 
destroyed and their sites and building material was in most cases utilized to 
erect new Christian Churches and chapels. Various viceregal and Church council 
decrees banished the Hindu priests from the Portuguese territories; the public 
practices of Hindu rites including marriage rites, were banned; the state took 
upon itself the task of bringing up Hindu orphan children; the Hindus were 
denied certain employments, while the Christians were preferred; it was ensured 
that the Hindus would not harass those who became Christians, and on the 
contrary, the Hindus were obliged to assemble periodically in Churches to 
listen to preaching or to the refutation of their religion."
 
"A particularly grave abuse was practiced in Goa in the form of 'mass baptism' 
and what went before it. The practice was begun by the Jesuits and was alter 
initiated by the Franciscans also. The Jesuits staged an annual mass baptism on 
the Feast of the Conversion of St. Paul (January 25), and in order to secure as 
many neophytes as possible, a few days before the ceremony the Jesuits would go 
through the streets of the Hindu quarter in pairs, accompanied by their Negro 
slaves, whom they would urge to seize the Hindus. When the blacks caught up a 
fugitive, they would smear his lips with a piece of beef, making him an 
'untouchable' among his people. Conversion to Christianity was then his only 
option." 
 
The Goan inquisition is regarded by all contemporary portrayals as the most 
violent inquisition ever executed by the Portuguese Catholic Church. It lasted 
from 1560 to 1812. The inquisition was set as a tribunal, headed by a judge, 
sent to Goa from Portugal and was assisted by two judicial henchmen. The judge 
was answerable to no one except to Lisbon and handed down punishments as he saw 
fit. The Inquisition Laws filled 230 pages and the palace where the Inquisition 
was conducted was known as the Big House and the Inquisition proceedings were 
always conducted behind closed shutters and closed doors. The screams of agony 
of the culprits (men, women, and children) could be heard in the streets, in 
the stillness of the night, as they were brutally interrogated, flogged, and 
slowly dismembered in front of their relatives. Eyelids were sliced off and 
extremities were amputated carefully, a person could remain conscious even 
though the only thing that remained was his torso and a h
 ead.
 
Diago de Boarda, a priest and his advisor Vicar General, Miguel Vazz had made a 
41 point plan for torturing Hindus. Under this plan Viceroy Antano de Noronha 
issued in 1566, an order applicable to the entire area under Portuguese rule :
 
"I hereby order that in any area owned by my master, the king, nobody should 
construct a Hindu temple and such temples already constructed should not be 
repaired without my permission. If this order is transgressed, such temples 
shall be, destroyed and the goods in them shall be used to meet expenses of 
holy deeds, as punishment of such transgression." 
 
In 1567 the campaign of destroying temples in Bardez met with success. At the 
end of it 300 Hindu temples were destroyed. Enacting laws, prohibition was laid 
from December 4, 1567 on rituals of Hindu marriages, sacred thread wearing and 
cremation. All the persons above 15 years of age were compelled to listen to 
Christian preaching, failing which they were punished.
 
A religious fatva was issued on the basis of the findings of Goa Inquiry 
Commission. It stated,"...Hereby we declare the decision that the conventions 
mentioned in the preamble of the fatva as stated below are permanently declared 
as useless, and therefore prohibited".
 
Prohibitions Regarding Marriages
 
-The instruments for Hindu songs shall not be played.
-While giving dowry the relatives of the bride and groom must not be invited.
-At the time of marriage, betel leaf packages (pan) must not be distributed 
either publicly or in private to the persons present.
-Flowers, or fried puris, betel nuts and leaves must not be sent to the heads 
of the houses of the bride or groom.

Ah, those hatching, matching and dispatching stories from the Goa are
so quaint,   they bring tears, laughter and nostalgia all at once...
thought living through often leaves a life-long scar!!  In continuing
the exchange of stories, I have a match-making story that involves two
central themes in Goan village life: a bottle of feni and the annoying
and persistent match-maker or soorik-kaar.
This incident took place in Bombay Dhobitalao (true story and narrated
by the two potential-grooms)... in the kood-district (around
Baastani-Kyani restos). I lived in the area as a student at St-Xaviers
College and for my doze of Goa, crossed the street in the evening and
there was Goan village life in full bloom...the parade of 'auntys'
included.
My friends Kaji, a tailor by profession and very charming and
talkative (and a year away from getting hitched) and Simao, a
'special' taxi driver, quiet in a devilish way, were being pursued by
a match-maker to come 'see' the bride. The match-maker was persistent
and at some point, had mentioned to the brides-father about Kaji, the
tailor with potential. My friends were not interested in this girl and
avoided the match-maker.
One day, the sooirk-kaar begged them ' just come and view the bride'

planning, they decided to inter-change their names...Simao was a man

Simao was Kaji and Kaji
The evening started well they said. The vookol-to-be was presented and
out came some pattis. Then the vooklecho paai brought out the feni
bottle. Which went down smoothly and the evening looked good...and
in keeping with the tempo, the paai brought out a bottle of
scotchwhich is when the evening hit a bump.
My friends, by now 'happy' and fired-up and with an eye firmly on the
bottle than the potential-bride forgot they had inter-changed their
names. Confusion ensured. The vooklecho paa caught onand the sober
vookol-to-be was in tears.
The trio were quickly shown the door and for the longest-time, the
soorik-kaar never came to the Baastani-Kiyaani corner again.

Kaji was married the following year; Simao, I am not sure. They both
passed on I head; their adventures and laughter are ever so present
under the oak tree which was the meeting place in Dhobitalao.

Marshall thanks for putting your views about Christian Missionaries in India.
If any country which needs most of it is I think our neighbour Pakistan where 
missionaries have not spread their roots like they did in India. Pakistan badly 
needs service, preechings of Missionaries looking at present scenario there & 
it will be nice if MISSIONaries succeed in their MISSION there. They should 
start  there mission looking for tribal areas in Pak. Definitely they will find 
another Orissa or North-East over there.
Also some missionary schools dont allow Hindu girls to put on Bindi(one that is 
placed on forehead). Your own words go wrong here about freedom of religion.

  I have done this reply at speed but please will you help me to discover with 
some precision, how many migrants have moved into Goa in say the past five 
years to be deemed excessive, "unacceptable and undesirable." Also, the 
occupational range (if possible) of the ever so despised migrants? Are the 
wealthy migrants seeking to invest in Goa also despised, unacceptable and 
undesirable especially as they inevitably make life pretty hard for local Goans 
to purchase properties for themselves because of inflated prices?
   
  In most countries and across countries, migrants always move in search of 
jobs. Over 200 million are doing so right now internationally.There is 
interesting statistical data illustrating the parallels between the 
availability of work and the numbers attracted to such work. When jobs decline, 
so is there a reduction of migrants and vice versa. Is this not also true for 
Goa but allowing for some variance in this general rule because of the pleasant 
ambiance of Goa? 
   
  I can say with some certainty that new migrants into the UK (as also in 
America) have kept the economy buoyant and that the economic surplus generated 
by them is very considerable as we have in the UK, a large mainly indigenous 
underclass without appropriate skills and not attracted to work of any kind. 
Today, this figure is some 2.6 million (out of 24 million potential workers) 
living on disability benefits with our governments for years recognising the 
bogus element in this huge figure but seriously failing to deal with it apart 
from letting more immigrants to do the many available jobs that indigenous 
people refuse to do. Government and employers also find new immigrants 
attractive to keep wages down of course.
   
  So on this last point, please, will you enlighten me with some hard facts 
that, there is not some parallel between the UK and Goa on the migrant issue 
even though there is a safety net of welfare benefits at this end that actually 
'permits' some not to work and thus live on benefits for a generation or two? 
Is it not true that appropriate indigenous labour with the right skills is not 
available in Goa for a variety of reasons, thus creating a vacuum for migrant 
labour to fill? I have no axe to grind on this issue but economic and 
sociological determinants re the direction and intensity of migrant populations 
do not seem to tally with the picture presented about the migrants in Goa in 
some of your posts. I merely seek to be enlightened on this seemingly vexatious 
issue. So, in my ignorance, I simply ask if in the short term, the issue of low 
skill migrants eking a living in Goa is not resolvable by making proper 
sanitary and residential provisions available to them instead
 of perhaps demonising the very people who are definitely helping the economy?

You quoted Romans 2:14, which says. "For when the Gentiles, which have not
the law, do by nature the things contained in the law, these, having not the
law, are a law unto themselves." Which, to you and me, implies that the
conscience is the voice of God. If people were perfect, this would be true.
But what about sin? Sin is an infinite offense against God. We, humans
cannot atone for our own sins, since we are finite beings. In the Old
Testament, people offered animals as sacrifices for the emission of sins.
Sin cannot be atoned for without blood being shed. Even in the New
Testament, God's plan was put into action when His only Son, Jesus Christ,
the pure, spotless lamb, without blemish, had to suffer, die and shed his
blood for us! Having a clean conscience will help one lead a good life, but
will not atone for sins already committed. There's only one way to atone for
sins. Jesus Christ. If all the 'sound' doctrine of other religions is the
'seed of the Gospel', what about the not-so-sound doctrine of the same
religions? A corrupted Gospel is no Gospel at all. And, since you brought in
the term 'Gospel' here, it would be relevant to note that the central theme
of the four Gospels (Matthew, Mark, Luke, John) is 'repent and believe (in
Jesus Christ)', not merely 'live a good life'.


You also said, "Those who do not have explicit knowledge of Jesus will not
have explicit faith, but God's activity in them, to which they can
positively respond. God's Grace is always there according to his saving
plan. God wills salvation of all humankind (cf.1 Tm 2:4)".

Well, if it is that simple, what about the Narrow Gate, that Jesus spoke
about?
Matthew 7:13-14: Enter through the narrow gate. For wide is the gate and
broad is the road that leads to destruction, and many enter through it. But
small is the gate and narrow the road that leads to life, and only a few
find it. You mentioned 1 Tim 2:4, which says, ""This is good and acceptable
in the sight of God our Savior, who desires all men to be saved and to come
to the knowledge of the truth".

Is it God's will that all people be saved? Yes! Of course, I agree, because
the Bible says so. But does that mean/imply that all will be saved? Many
people believe so. And they say that since it is God's will, it will be
accomplished. Hence everyone will be saved. This is a nice, quick and
convenient approach, but to me it sounds very simplistic and incomplete
because it doesn't take into account all relevant scripture. The
Salvation-for-all crusaders quote their way to a foregone conclusion by
picking and choosing certain scriptures and combining them to form an
implied conclusion. This is where error could creep in. And the view that
everyone will be saved, seems to be an erroneous view.

Are God's desires always accomplished? No. They're not. God's desire is that
people do what is right and not sin. "To do righteousness and justice is
desired by the Lord rather than sacrifice," (Prov. 21:3).  But people still
sin despite God's stated desire. Was it God's desire that Adam and Eve
rebel? Nope. What about David committing adultery? It was not God's will.
Yet, they did the things God didn't want. God desires that everybody repents
(Acts 17:30); but not all do. As we see, God's will is not always done. What
God wills and what He permits to happen are two different things. He doesn't
want sin to exist, but allows it to, and makes a provision for it in His
sovereign plan. It doesn't imply that God is responsible for sin. It implies
that He permitted it. Infact He used it for the glory of His purpose. For
eg, the people who plotted Jesus' death! It was a conscious attempt to
murder. Yet, God permitted it to happen, and used it for His Glory.

"For truly in this city there were gathered together against Thy holy
servant Jesus, whom Thou didst anoint, both Herod and Pontius Pilate, along
with the Gentiles and the peoples of Israel, 28 to do whatever Thy hand and
Thy purpose  predestined to occur," (Acts 4:27-28). Didn't they sin in
condemning Jesus unjustly? Of course. Didn't Gpd allow it to happen? Yes He
did. BUT, did God make them sin? Nope, since God doesn't tempt anyone.
(James 1:13). But God, in His greater wisdom and sovereignty predestined
them to do what they did.

God is in total control of history. It goes where He directs it. Though God
doesn't like sin, He allows it to happe

At last subscribers of Goanet are saying what is best described by the
Marathi expression that I acronym ATM [in roman script ;-)] "Ati ti'thay

far.

 I wonder what the KKK Dot-buster types thought of "brown" Rajan when he was

No I was not joking.

I find it strange that all the Goans who get their panties in a knot when
Goan women are stereotyped as promiscous, and Goan men as drunks, in
Bollywoood movies, don't find anything wrong with an editorial that
characterises Goans as only, "serving food and drinks to tourists for a
living, then getting on their motorcycles and going to their own bars".

Now there's nothing wrong with serving drinks to tourists but there's lots
more to Goa than just tourism. That is the point the editor seems to have
missed.

two CMs in two states [of mind and politics] ... not a definition of a Goan!
;-)

If one is decribed as a person who serves ...and then gets served in return
... why think of an International 96 or a Marathi 36? A farmer who grows
rice is served the Von-Xit at neighbours party. So what is wrong in being a
waiter [or a hotel executive] and enjoying a buffet dinner at a party or
being dancer on the river cruises and going to the disco with one's gal or
being a bartender and going out for a drink with friends?

In a special year end issue tagged "60 revolutions", INDIA TODAY has a
write-up titled "Moutful of Sky" by one Malini Bhupta, probably a journo.
This is in contrast to many other similar ones by respected figures in the
respective industries. Her article is about "low cost airlines".

She begins by the fairly legendary (perhaps mythical) story of how Air
Deccan began. For good measure she says Capt Gopinath convinced Delhi babus
to "sanction two new airports"  in Tier II towns like Hubli (KA) and
Vijaywada (AP). She goes on to say "The government also slashed sales tax on
ATF from 80% to 4% and abolished landing and parking charges for small
aircraft." This may be to justify Air Deccan's claim to be a low cost (not
just low fare) carrier. But it seems she may be confusing and mixing up
central government with state government.

Then she says that till the entry of Air Deccan et al "the industry was
stagnating at 8-10 million passengers a year. Today over 71 million Indians
fly within India every year". Deccan only enetered in 2003. An eight fold
growth in 4 years? That's a whopping nearly 70% compound annual growth rate!

Later she says "From 10 million domestic passengers annually till (sic) 2002
to 71 million in 2007. the journey of Indian aviation blah blah blah".  This
works out to a more modest 48% p.a. But it still seems somewhat inflated. I
can go along with the 10 million in 2000 or 2001 but 71 in 2007 seems too
high.

What takes the cake are her references to Goa. "With low cost carriers
flying into Goa, the tourism industry in the state has changed completely.
Today there's no such thing as 'off-season' ... Singh [of Spice Jet] says
'Almost all airlines have started flights or increased their services
between Goa and other cities..." At last count only about 10 cities (out of
80 in India) are connected to Dabolim, to my knowledge. What is the journo
talking about?

>From personal experience I can say Spice Jet discontinued  its
Goa-Bombay-Ahmedabad flight way back in March 2007. And while the
Ahmedabad-Bombay-Goa flight remained in operation, the one I travelled on
was terminated in Bombay (for technical reasons, though the plane seemed
very new) and we had to wait for a few hours for another flight from Bombay
to Goa. Other people also confirmed this practice of Spice Jet of pulling
Goa flights out, perhaps to consolidate the passenger load on fewer planes.
In one recent case a different airline cancelled its Ahmedabad-Goa direct
flight at the last minute and one had to re-book on the next day's flight.

The moral of the story: Take things from even reputed publishers with a big
pinch of salt. Another thing is, India is the undisputed world leader in its
"air farce". Airline scheduling has taken on a whole new meaning out here.

Hi Frederick
   Just a quick point. I think the title "alternative" schooling is perhaps 
inappropriate/misleading as the work is undertaken in mainstream schools. What 
you describe would be deemed to be "progressive" schooling as opposed to 
traditional (mainly rote) learning. In the UK, this transition began in the 
1960s and it can be an absolute joy to see happy kids learning in classrooms in 
schools that would not be recognizable to traditional teachers and parents. 
However, the need for resources can be considerable and there cannot be 50 to a 
class as in many Indian primary schools. At most times, the classroom is a 
workshop for numbers never exceeding 30 and often fewer, with varied activities 
simultaneously and where transmissive teaching by the teacher is fairly  
minimal. Above all this approach promotes creativity and originality so 
essential today. However, it is not all plain sailing. By way of an example, 
many of the highly educated immigrants to the UK and America, in seeing
 informal as opposed to formal learning in schools, and because they are so 
steeped in traditional learning, they sometimes send their kids back to India 
or wherever for a rigorous "proper" education rather than accept learning 
through play. Indeed, Selma had articulated this kind of point in a post about 
a year or so ago on Goanet.

At least from 1540 onwards, and in the island of Goa before that year,
all the Hindu idols had been annihilated or had disappeared, all the
temples had been destroyed and their sites and building material was
in most cases utilized to erect new Christian Churches and chapels.
Various viceregal and Church council decrees banished the Hindu
priests from the Portuguese territories; the public practices of Hindu
rites including marriage rites, were banned; the state took upon
itself the task of bringing up Hindu orphan children; the Hindus were

was ensured that the Hindus would not harass those who became
