Dears,

Here are three newspaper reports that I found while looking on the Web for the 
"Special Correspondent" report entitled "Why did Oscar, Patricia and Ritu 
resign?" in the Herald dated 05 August, 2008. 

The above cited report is an excellent PR [the other seven following letters go 
unwritten]job done for the Establishment,obviously not without a little help 
from its friends in the Task Force, who were trying to pass off Prof. Edgar 
Ribeiro's formulation discussed on 12 June, 2008, in the Maquinez Palace office 
of the Task Force as a GBA proposal. The whole reference to Taluka PDAs has 
been wonderfully glossed over. Absolutely no mention is made that SPATIAL 
Planning [read Land Use Planning or LUP/SUP] will be TOP-DOWN as it is now, 
with the TCP Board deciding what you can do with your land and the Billage 
Panchayats can have the last word . as long as it is "YES!"


We will see that on another day. Right now read what the High Court is saying 
about the proliferation of marinas, casino and mining jetties in the Mandovi 
river, the slow pace of setting up of the three coastal police zones [Siolim, 
Marmagoa and Betul] with jurisdiction in CRZ and EEZ "zones" along the entire 
110 Km coast in Goa, INCLUDING the beaches, and the river front, and what 
Dr.Wilfred deSouza, Mathany Saldanha, Snjeev Raiturkar, Ethel Lobo, Adv. Jatin 
Naik and Paul Fernandes have to say on a common platform. It is reported that 
the CWC has acknowledged that the GBA has woken up to a bright new dawn with 
the presentation on Goa TCP [Amendment] Act, 2008.

PANAJI: The high court of Bombay at Goa on Monday directed the government to 
file an affidavit and inform whether the Coastal Regulation Zone notifications 
were violated while constructing private jetties in the state. 

The court passed the order on a petition filed by Gopal Atmaram Parab 
challenging the construction of private jetties. During the hearing, it was 
brought to the notice of the court by the respondents that there are 55 such 
private jetties in the state. Subsequently, the court has asked the government 
to check this claim. 

The government has to verify whether the private jetties have permission from 
the Goa Coastal Zone Management Authority.

Coastal police slow on setting up force

PANAJI — The state authorities seem to be moving at a snail’s pace on setting 
up a force to defend its 105-km coastline though terror groups are targeting 
the country with increasing regularity and Goa being one of the likely targets.
It must be noted here that the Centre has approved an outlay of Rs 1,653.50 
lakh under Coastal Security Scheme for the period from 2005-06 to 2009-10. 
Further, it has already released funds under Coastal Security Scheme during 
2005-06 to a tune of Rs 37.05 lakh, according to the Ministry of Home Affairs.
But the present number of coastal police stations is three with the stations at 
Siolim, Betul and Marmagao harbour and the first two functioning out of former 
police outposts and the total manpower being three officers, 17 head constables 
and 79 police constables. A proper Siolim police station is still under 
construction.
The force also has all of four motorised canoes, one each being stationed at 
Siolim, Betul, Panaji and Agacaim. “The process to modernise and enhance the 
force is on,” defended the superintendent of police, Mr Om Prakash Kutchadkar 
informing that the Centre has sanctioned 9 new boats. Sources said that the 
order has already been given for their construction.Mr Kutchadkar also argued, 
“This is a dual jurisdiction and it is our responsibility along with the Coast 
Guard,” but admitted that the Coast Guard concentrates more on the high seas 
due to the increase in the size of the country’s economic zone. When asked if 
the drug trade for which Goa has become infamous helps terrorism, the SP said 
that till now no such link had been found but asked the public to be alert and 
to report any such incidents to the police. The initiative is part of the 
central Coastal Security Scheme for reinforcing infrastructure in coastal areas 
which will be used for
 patrolling and surveillance in nine states and four union territories. The 
scheme was approved in January 2005 for implementation in 5 years from the year 
2005-06 with an approved outlay of Rs 400 crore for non-recurring expenditure. 
The areas covered under the scheme are Gujarat, Maharashtra, Goa, Karnataka, 
Kerala, Tamil Nadu, Andhra Pradesh, Orissa, West Bengal, Puducherry, 
Lakshadweep, Daman and Diu and Andaman and Nicobar Islands.
The first installment (50 per cent) of the funds for construction of buildings 
has been sanctioned wherein the State Police Housing Corporations are executing 
the project in the states except in Goa where the PWD is the executing agency.

Dear Editor,

It is truly distressing and unfortunate for Goa that the
personal ambitions and uninformed dogmatism of some individuals has led to
the present dissension within the Goa Bachao Abhiyan, and the resignation of
its Convenor Dr. Oscar Rebello.   This bodes ill for the future of Goa,
which was beginning to assert the right of the common citizen to be
consulted by the Government before any major project was approved.  The
spirit of the GBA was consistent with the requirements of the 73rd. and
74th. amendments to the Constitution of India.   The GBA was unique in
consolidating the common aspirations of the people in respect of the
utilization of the State's physical, economic and social resources.   Not
withstanding the opposition of some individuals to the GBA being a part of
the Chief Minister's Task Force for preparing the process for the Regional
Plan for Goa 2021,  it was a great advantage that the GBA was represented in
the Task Force.   The GBA should have taken advantage of this opportunity to
influence the thinking of the Task Force.   With the resignation of Dr.
Oscar Rebello and his two substitutes on the Task Force, the GBA has lost
this opportunity.

On the one hand, we have been demanding the right to be
consulted in the planning process; but on the other hand, the egoistic
attitude of a few individuals has discredited the GBA both in the eyes of
the Government as well as in the eyes of the common citizens.   They will
have to bear a heavy burden of responsibility for their selfishness and
short-sightedness.  Dr. Oscar Rebello is quite right that the GBA should
offer clear and indisputable alternatives to the Government in the thinking
of the Task Force.  If individuals cannot provide such alternatives (in
writing), they should at least refrain from dragging the GBA into a state of
incoherence.   For all his limitations, Dr. Oscar Rebello represented the
wider consensus of the citizens.  By the vicious attacks against him on the
internet (as reported in the Press) and by making his position as Convenor
uncomfortable, these individuals have compromised the future of Goa.  To
state publicly that individuals come and go, but that the GBA should carry
on, is both crass and  intolerable.   People who make such statements reveal
the dark side of their twisted personalities.   Dr. Oscar Rebello has quite
obviously been made a scapegoat by these selfish elements.  His departure
will be a great loss to the movement.  The real issue before us is not the
personal contribution of Dr. Rebello, but the devious and insidious
manipulations by a few individuals who think that they can do better.   

It is truly a very regrettable development in the 'people's
movement' of Goa.

PANAJI: Two state-of-the-art laboratory machinery have been installed at
the Goa Medical College and hospital (GMC) in Bambolim. 

The Minister for Health Mr Vishwajeet Rane commissioned the Rs 1.5 crore
machinery at the hospital. 

The instruments from Abbott Healthcare System to be operated by the
pathology department of GMC are fully computerised and automated for
quick and accurate results, an official release issued here stated. 

The diagnostic tests which include cardiac profile, lipid profile,
fertility makers and other related tests are conducted with the help of
integrated Abbott system. 

This modern equipment would help to get faster diagnostic tests and
treatment to the needy patients, Mr Rane said. 

The Government is endeavoring to provide better healthcare facilities to
the people in the state. Necessary staff will be recruited in GMC and
hospital to cater to the needs of patients, Mr Rane added. - PTI

Thank you  Dr. U.G. Barad for stating that you contributed  Rs.50/- for the 
grand Citizens' Initaitive debate on Goa University. that was almost 10% of the 
total contribution of Rs.510/- announced by Floriano Lobo.

 The next time someone pesters him to organise an event, I have suggested that 
he ask for at least Rs.2,000/- in advance ... unutilized balance returnable if 
the Audience contributes substatially to covber the costs.

Today, 5th Aug. is Patoyo day in Velsao.
Some friends of mine from Velsao came to us with freshly made hot hot patoyo or 
patollio and also 'Fole' see pics

Where as at Cansaulim (which is on 6th Aug. I thinK) it is popularly known as 
'Choramchi Neidade' 
Each Church/village has it own date for neidade or patoyo.  But Cansaulim is 
well known all over Goa as 'Choramchi Neidade'  

Those days, even now (i think) Cansalkars used to steal 'Konnsam' from nearby 
fields.  They used to cut it and make 2/3 large bunches and then put it in 
ground (in 2/3 holes) as if pady grown there - This place is traditional place, 
usually close to the church. Next morning the Church priest would come here,  
bless it and then cut with sickle.  Every one used to take home one blessed 
'Konnos' each and then put it on display on the wall (Entrance hall), usually 
on top of wall calendars etc.
What they did with that Konnos, I don't know.  For that matter, once could even 
find 'Rama Chutti' from the Palm Sunday and a candle from Feb. 2 fiest OL of 
Candelaria (Kandiechi Saibinn).


Neidade is also konw as 'novem' (new) in some places.
I think Neidade = Novidade

I have a cousin whose name is also Neidade (Netty or Natividade)

Hi Cesar,

Hope the following brief I picked from the Indian high Comission in New Zealand 
(Wellington), will help in answering some of your questions raised.

I have also attached a copy of the visa that is pasted on the NewZealand 
passport. This visa allows to to enter India for an indefinite period and one 
does not have to apply for an Indian visa everytime one travels to the homeland.

Highlights of the Scheme

The Constitution of India does not allow holding Indian citizenship and 
citizenship of a foreign country simultaneously. Based on the recommendation of 
the High Level committee on Indian Diaspora, the Government of India decided to 
grant Overseas Citizenship of India (OCI) commonly known as 'Dual Citizenship'. 
Persons of Indian Origin (PIOs) of certain category as has been specified in 
the Brochure who migrated from India and acquired citizenship of a foreign 
country other than Pakistan and Bangladesh, are eligible for grant of OCI as 
long as their home countries allow dual citizenship in some form or the other 
under their local laws.

2. Persons registered as OCI have not been given any voting rights, election to 
Lok Sabha/Rajya Sabha/Legislative Assembly/Council, holding Constitutional 
posts such as President, Vice President, Judge of Supreme Court/High Court etc. 
Registered OCIs shall be entitled to following benefits:

(i) Multiple entry, multi-purpose life long visa to visit India;

(ii) Exemption from reporting to Police authorities for any length of stay in 
India; and

(iii) Parity with NRIs in financial, economic and educational fields, except in 
the
acquisition of agricultural or plantation properties.

3. Any further benefits to OCIs will be notified by the Ministry of Overseas 
Indian Affairs (MOIA) under section 7B(1) of the Citizenship Act, 1955.

4. A person registered as OCI is eligible to apply for grant of Indian 
citizenship under section 5(1)(g) of the Citizenship Act, 1955 if he/she is 
registered as OCI for five years and has been residing in India for one year 
out of the five years before making the application. 

BROCHURE ON OVERSEAS CITIZENSHIP OF INDIA (OCI)

1. Eligibility criteria:

A foreign national, who was eligible to become citizen of India on 26.01.1950 
or was a citizen of India on or at anytime after 26.01.1950 or belonged to a 
territory that became part of India after 15.08.1947 and his/her children and 
grand children, provided his/her country of citizenship allows dual citizenship 
in some form or other under the local laws, is eligible for registration as 
Overseas Citizen of India (OCI). Minor children of such person are also 
eligible for OCI. However, if the applicant had ever been a citizen of Pakistan 
or Bangladesh, he/she will not be eligible for OCI.

2. Application form and procedure:

A family consisting of spouses and up to two minor children can apply in the 
same Form i.e. Form XIX. The form can be downloaded from the link 
http://www.indianembassy.org/newsite/oci.asp. The following documents shall be 
enclosed with each application:

1. Three additional stamp size photographs.
2. Proof of citizenship of applicant (s)

3. Evidence of self or parents or grand parents

(a) being eligible to become a citizen of India at the time of
commencement of the Constitution; or
(b) belonging to a territory that became part of India after 15th August, 1947; 
or
(c) being citizen of India on or after 26th January, 1950
these are:-

(i) Copy of the passport (or)
(ii) Copy of the domicile certificate issued by the
Competent authority (or)
(iii) Any other proof (or)
(iv) Affidavit

4. Evidence of relationship as parent/grand parent, if their Indian origin is 
claimed as basis for grant of OCI.

5. Proof of fee payment US $ 275 for each applicant or equivalent in local 
currency (US $ 25 or equivalent in local currency for each PIO card holder). 
The fee has to be paid in the form of cash/Money Order at the counter or 
Cashier's cheque by mail. 

6. PIO card holders must also submit a copy of their PIO card. 

The application form completed in all respects along with enclosures should be 
submitted in duplicate to the Indian Mission/Post of the country of applicant's 
citizenship or where he/she is not in the country of citizenship to the Indian 
mission/post of the country in which he/she is ordinarily resident. If the 
applicant is in India, he/she can apply to the Foreigners Regional Registration 
Officer (FRRO) at Delhi, Mumbai, Kolkata or Amritsar or Chief Immigration 
Officer (CHIO) Chennai or to the Under Secretary, Citizenship Section, 
Foreigners Division, Ministry of Home Affairs (MHA), Jaisalmer House, 26 
Mansingh Road, New Delhi-110011. 

3. Procedure for granting registration:

After preliminary scrutiny, if there is no adverse information available 
against the applicant, the Indian Mission/Post shall register a person as OCI 
within 15 days of application and the case shall be referred to the Ministry of 
Home

On July 31, 2008, India concluded the birth centenary celebrations of Damodar 
D. Kosambi, a Goan polymath who ranged from mathematics to genetics to 
numismatics to history and archeology, making a significant contribution to 
each.
 
In Goa, where Kosambi was born, the Vice-President of India  Hamid Ansari 
inaugurated a ‘festival of ideas’ in his honour, which featured speakers like 
sociologist Meera Kosambi (Damodar’s daughter), historian Romilla Thapar, rural 
journalist P. Sainath and labour activist Vivek Monteiro, all of whom were 
greatly influenced by Kosambi. 
 
The celebrations also highlighted the role of Kosambi’s father Dharmanand, a 
Buddhist scholar of Sanskrit and Pali, who greatly contributed to his 
achievements: he provided the son with a Harvard education (although he could 
not himself afford to study beyond Std.V in Marathi), he introduced him to 
Marxist literature and demonstrated that Sanskrit and Pali scripture reflected 
divergent social values.
 
Dharmanand Kosambi was the son  of  Damodar Shenoy from Sancoale, a village 
near Mormugaon. He hoped that Dharmanand would study Portuguese and  become an 
escrivão da comunidade ( government scribe ) which was at that time a well paid 
job. But he was unable to master the language and in any case after reading 
school boys’ book on Buddha he was determined to study Buddhism in depth. But 
he was relegated to the position of a glorified padekar (coconut plucker ) in 
his own father’s coconut plantation. At the age of 16 he was given in marriage 
to a daughter of the Laud family of Chikali, a marriage he did not approve of  
in principle, but he had no say in the matter. Soon after  Dharmanand’s first 
child, a daughter, was born, his father died and Dharmanand decided to leave 
his family for a while to study Buddhism. 
 
Dharmanand  travelled to Pune to seek the advice of the great Sanskrit scholar 
Dr. R. G. Bhandarkar on the best way to study Buddhism. But Bhandarkar tried to 
persuade him that Buddhism was dead in India and not worth studying. Instead, 
he urged him to study Sanskrit and join his Prarthana Samaj, a movement of 
reformed Hinduism which he had launched.  Dharmanand studied Sanskrit in Pune 
but did not give up his goal. When he thought he had  studied enough Sanskrit 
he walked all the way to Varanasi begging alms on the way like a true Buddhist 
monk but was disappointed to find no reputed teachers of Buddhism and was 
instead directed to Nepal, to where he trekked  accompanied by some Nepali 
Gurkhas.  But in Nepal he found a distorted form of Buddhism. He was advised 
that to find the pristine form of Buddhism he was after  he would have to go to 
Sri Lanka which he proceeded to do. He was admitted to Vidyodaya University 
there where he studied for three years and was ordained a Buddhist monk in 
1902. Here he studied Pali and Sinhalise translating texts from the former into 
the latter. Here he changed his surname from Shenoy to Kosambi. Apparently, 
they are the only Kosambis in Goa, India or the world. From there he went to 
Burma and undertook a comparative study of Buddhist texts in the Burmese 
language.
 
After spending seven years abroad and in Calcutta where he taught Pali, 
Dharmanand felt homesick and returned to his family in Goa  during the Durga 
Puja holidays in October 1906. When he went back to Calcutta, he did so with 
his wife. His son Damodar was born on July 31, 1907. Dharmanand was hired by 
the Maharaja of Baroda to write one book a year for him, provided he lived 
within the then Bombay Presidency, whereupon he shifted  to Mumbai where he met 
Dr. James Wood from Harvard University  who invited him to Harvard to help edit 
and translate the Buddhist text Visudalhi Marg into English.  He took his son 
to Harvard where they roomed together and the son was enrolled in the local 
school. 
 
Dharmanand  had four extended stints at Harvard where Damodar also studied, 
earning a Summa Cum Laude degree in Mathematics. Dharmanand  learnt Russian at 
Harvard and used it to teach Pali  at Leningrad University in the th

Babush Monserrate is back in the Congress-led Government on his own terms. 
After swearing in was over, he is reported to have said, "My stand on the IT 
Habitat wont change. There is no question of joining Congress." So we now have 
an unattached member  elected on UGDP ticket in the Government.

If anyone had doubts about the sincerity of the Digamber Kamat-led Government 
of Goa, they must be dispelled.

If Arvind Bhatikar can still call Atanasio Monserrate as "Taliban de Taligao" 
that would be courageous.

In the meanwhile, some of the policemen who damaged Babush Monserrate's house 
on 19 February, 2008 night may well be put on duty to guard it.

Many a person will find his words coming back to haunt him  starting 
tonight.  

Adv. Dayanand Narvekar detractor will rejoice. However, I dare say he was a 
better man than many who are left behind in the cabinet.

If the Finance, IT, Law and Judiciary Minister in a year old Government had to 
make way for Babush Monserrate the message is clear, no one is forever.

The CM has said he will retain the Finance Ministry. I can imagine the fate of 
many if Babush is given the portfolio of Law and Judiciary.

In any case there are bound to be some re-alignments now.

Like it or lump it . hats off to Babush.

It is a very difficult proposition as each one's contribution cannot be 
compared. Some of them like Dr Jack Sequeira were a product of their times.Abbe 
faria and D D Kosambi achieved their greatness outside Goa on hypnotism and 
research. Angelo da Fonseca was an artist extraordinary who painted Christ in 
Indian themes much before Vatican II.Cardinal Gracias was the tallest goan in 
the Church who commanded enormous respect the world over and in the Indian 
government.Suman Moolgaokar was instrumental in making Telco what it is 
today.Manohar Sardesai carved his name as a poet. My view is not to rate them 
but to respect each of their contributions and hold them as role models for our 
youth to emulate.

When Bear Stearns, the fifth largest US investment bank was being run on by its 
creditors resulting in bringing the 85 year old company on its knees, the duo 
comprising of Chairman of the US Federal Reserve Mr. Ben Bernanke, along with 
the US Treasury Secretary, Mr. Mark Paulson came out with a package to bail out 
the bank, what is now famously known as the Paulson Plan. 

 

Overnight they trashed out a plan, by which the Federal Reserve would lend US 
tax payer money to Bear Stearns competitor, JP Morgan Chase and allow it to buy 
Bear Stearns, for a fraction of the value. Last checked the same duo was busy 
convincing US lawmakers to pour some more US taxpayer money to bail out Fannie 
May and Freddie Mac the beleaguered U.S. mortgage-finance companies. 

 

With so much financial socialism being done by the US this time, one may argue 
that the American style capitalism has got it confused this time. However, the 
trend is clear, the US Government is setting a precedent that it will bail out 
every institution affected in the US sub prime crisis in order to protect the 
economy of their country. 

 

Closer home, late last year our own duo of Indian Finance Minster along with 
the RBI Governor, in order to tame inflation, has been regularly intervening in 
the rupee exchange rate by artificially encouraging a stronger rupee by selling 
US dollars, so as to discourage exports in order to tame inflation. 

 

However, in the recent bout of inflation the same duo having realized that 
tweaking the rupee every time and ignoring fiscal deficit might not be the 
correct way to tame inflation, so the focus this time has been aggressively 
raising interest rates, increasing CRR so that they suck out money from the 
economy in the hope that they will subdue demand. 

 

Every Government wants to work for the people of the land, even if it means 
changing the rules and taking on the forces of Globalization, free markets etc. 
However, when it comes to protecting Goans, the government of Goa is always 
found wanting to make a strong case. If at all they decide something in the 
interests of the people, it is only a result of a reactive compromise solution 
only after the people have revolted. 

 

Even while making the case, Goan leaders usually get cornered by the Central 
leaders, then everybody starts referring to the rule book that says that Goa is 
a free place and nobody can be stopped from settling here. 

 

Yes it is true! Technically we cannot stop legitimate people from settling in 
Goa. Then how cum the US or for that matter our own Central Government, go 
about their regulations, if it is in the interest of their own people. The rule 
book says US Government is a capitalist country and is not supposed to spend 
tax payer money in saving private investment banks like Bear Stearns. 

 

The rule book also says subsidies should be phased out fast and market forces 
should decide prices and yet in order to be competitive the US is yet to 
eliminate farm and energy subsidies. Back home, the Indian rupee is partially 
convertible, that probably explains the RBI intervention, but the Indian 
Government is not supposed to interfere in free trade by banning exports of 
food commodities to other countries in the name of food security. However, in 
the broader interests of the people the government does just that, even if it 
means taking on the forces of powerful countries crying foul.  

 

If the Government of USA or our own Central Government takes action in the 
broader interests of its economy and its citizens, this action should itself 
tell something to the Government of Goa. The idea of protecting the local 
population in this era of globalization might sound an obsolete idea and yet 
most governments do just that. 

 

One classic example of Government which chose to ignore the local population is 
Bombay, and today we can all see why the locals of Bombay have not progressed 
among other communities in Bombay. 

 

Agreed some communities lived in Bombay even before Mahrashtra was merged with 
Bombay, but can anyone explain why the locals of Bombay inspite of living in 
the City That Never Sleeps are always caught napping and letting opportunities 
pass them by. Why do the locals of Bombay always have to fight for their place 
in the sun? Why do they hardly exist as members of the Bombay Stock Exchange, 
or for that matter the more popular Bollywood.

 

Over time their leaders have failed them. Instead of preparing them to meet 
competition from other communities head on, most of their leaders protected 
them with short term measures by reservations of jobs. Instead of focusing on 
good education, which by the way was available in plenty in Bombay, they were 
misled that job opportunity is their right and they shall have it without 
education, even if it meant burdening the company that hires them.

Move could backfire, as many Cong MLA's openly revolt against Chief
Minister Digambar Kamat

Panjim: Goa's politics has reached another new low, if that was
possible. Babush Monserrate, charged with attempt to murder and arson,
when he and his goons attacked the Panjim police station, ransacked it
and injured 32 policemen, has been sworn in as a minister in the Goa
government, in a desperate and shameful bid by the Congress high
command, to protect the Digambar Kamat government in Goa.

The swearing ceremony was attended among others by the top brass of
the police and administration, who are also privately enraged and
shocked by this development.

Imagine the predicament of Director General of Police, who told
reporters after the incident on February 19, "This is for the first
time in my 40 years of career that I've seen a mob attack the police
station. What's the difference between this and a Naxal attack if the
police is targeted?". Despite discussions, they insisted that the PI
be transferred immediately. Then the MLA, along with his goons,
attacked our station, including the female staff."

In fact Monserrate, when asked after the swearing in ceremony, whether
he regretted the incident, remarked, "I do not regret that incident. I
do not regret any incident."

But Monserrate's induction has come at a price. The Congress was
forced to extract the resignation of Law and Finance Minister Dayanand
Narvekar, one of the seniormost ministers, in order to accommodate
Monserrate, since there is a cap on the total number of ministers that
Goa can have.

Narvekar was asked to step down after he was formally charged with
fraud in the ticket gate scam during the India-Australia one day
international match in Goa.

The security personnel turned around 15,000 spectators who had valid
tickets away from the gates from the 30,000 capacity stadium, which
was already full to its capacity, because of the sale of fake tickets.
Narvekar was the head of the Goa Cricket Association when the
ticket-gate scandal happened.

However, these reasons are merely political excuses for a much larger
game with its medley of characters. Nothing new in Goa's ever-running
political circus. Monserrate, widely known for bringing down
governments and forming them, almost brought down the Digambar Kamat
government six months ago and supported his bete noire Manohar
Parrikar, only to retreat tactically and support Kamat again, when the
toppling bid failed.

Far from being declared an untouchable, the Congress actually welcomed
him back in its fold and promised him a cabinet berth. That promise,
unfulfilled so far, has finally been honoured, but out of sheer
desperation.

Goa Unltd. has learnt that for the past three weeks, there have been
hectic behind-the-scenes parleys to topple the Kamat government. This
exercise has been led by Health Minister Vishwajeet Rane, the son of
former Chief Minister and the present speaker of the Goa assembly
Vishwajeet Rane. Babush Monserrate was present in most of the parleys.
There were at least two specific ones at Vishwajeet Ranes residence at
Miramar and at a popular Goan restaurant "Mums Kitchen". Members of
the NCP, the MGP, current allies of the government were present in
these meetings where it was openly decided to ask for a leadership
change and bring back Pratap Singh Rane, or failing which, topple the
government and try for an alternate government. Junior Rane, in fact,
rushed to Delhi, a day after the meeting at Mums Kitchen to lobby with
the High command to replace Digambar Kamt with his father as Chief
Minister. This move hasn't yet paid off.

Importantly, the restaurant meeting was attended even by three
congress MLA's including Pandurang Madkaikar, who was recently dropped
from the cabinet. Madkailkar told Goa Unltd., "Most of us want a
leadership change. I went and clearly told the Chief Minister that I
won't support him since he dropped me from the cabinet. If there is a
leadership change, this government will continue. If not, who knows…"

In fact, Madkaikar along with two other Congress MLAs Victoria
Fernandes and Shyam Satardekar are the three soft targets for the
opposition, who expect them to resign from the party, in the event of
a major toppling bid.

This is, therefore, going to be Kamat's biggest challenge. The threat
from the NCP and the MGP aside, his own MLAs have raised banner of
revolt. A very senior MLA and a former power minister from South Goa
told Goa Unltd., "I too went to the Chief Minister and told him very
clearly that he wasn't performing and had lost the confidence of most
MLAs. Even though I do not support Pratap Singh Rane, there is no
option but to bring him back."

Kamat's only hope is the Congress High Command which has so far stood
by him and is not keen to get Rane back since it would send wrong

These amendments are basically worse than RP 2011. It gives govt
complete exemption from everything. Basically all kinds of houses,
tourist resorts can be built as long as there is a fig leaf of some
project for namesake such as IT park, or food park or Football academy.

This needs to be stopped immediately.

It is truly distressing and unfortunate for Goa that the
personal ambitions and uninformed dogmatism of some individuals has led to
the present dissension within the Goa Bachao Abhiyan, and the resignation of 
its Convenor.  

COMMENT: Averthanus is NOT a a member of the GBA Core Group and he makes a 
patently UNINFORMED comment as if it was the Gospel truth.

 This bodes ill for the future of Goa,
which was beginning to assert the right of the common citizen to be
consulted by the Government before any major project was approved.  The
spirit of the GBA was consistent with the requirements of the 73rd. and
74th. amendments to the Constitution of India.   The GBA was unique in
consolidating the common aspirations of the people in respect of the
utilization of the State's physical, economic and social resources. 

COMMENT: It is incorrect to use the verb WAS. The GBA is still alive and made a 
presentation on 02 August, 2008, a full 24 hours after its Convener reportedly 
"resigned". The Task Force sources have stated to the TOI that they are not 
aware of any resignation. 

  Notwithstanding the opposition of some individuals to the GBA being a part of 
the Chief Minister's Task Force for preparing the process for the Regional Plan 
for Goa 2021,  it was a great advantage that the GBA was represented in the 
Task Force.  

COMMENT: CM's Task Force or Goa's Task Force, dear Averthanus? I doubt anyone 
will deny the "advantage" though they may dispute as to who got the advantage.

 The GBA should have taken advantage of this opportunity to influence the 
thinking of the Task Force.   With the resignation of Dr. Oscar Rebello and his 
two substitutes on the Task Force, the GBA has lost this opportunity.

COMMENT: The Task force was appointed on 04 October, 2007 and was to have 
finished its work by 15 March, 2008. It was later extended to 31 May, 2008. No 
further extensions are known to have been notified in the Official Gazette. So 
when was this OPPORTUNITY to influence the thinking of the Task Force supposed 
to come?

On the one hand, we have been demanding the right to be consulted in the 
planning process; but on the other hand, the egoistic attitude of a few 
individuals has discredited the GBA both in the eyes of the Government as well 
as in the eyes of the common citizens.   They will have to bear a heavy burden 
of responsibility for their selfishness and
short-sightedness. 

COMMENT: Like Prince Charming, Averthanus should go around with this "egoistic" 
shoe and see which Cinderella it will fit. He may be surprised that it does not 
the sisters in the hall ...but fits someone in the kitchen, far away from the 
media glare. The only burden these individuals will bear is of hard cash 
and I am NOT talking of Oscar. He is just the fall guy ...like Babush 
Monserrate was of the Regional Plan 2011! If Babush was really responsible, why 
has he been taken into the Mango Man's cabinet today? Tell us why, dear 
Averthan!


 Dr. Oscar Rebello is quite right that the GBA should
offer clear and indisputable alternatives to the Government in the thinking
of the Task Force.  

COMMENT: Oscar could have practiced the words of the Mahatma, "BE the CHANGE 
you want to SEE." Using four-leter words is but a poor substitute.

If individuals cannot provide such alternatives (in
writing), they should at least refrain from dragging the GBA into a state of 
incoherence.  

COMMENT: Et tu, Brutus?

 For all his limitations, Dr. Oscar Rebello represented the wider consensus of 
the citizens.  By the vicious attacks against him on the internet (as reported 
in the Press) and by making his position as Convenor uncomfortable, these 
individuals have compromised the future of Goa. 

COMMENT: Compromised is the operative word used by many on the otherside, too.

 To state publicly that individuals come and go, but that the GBA should carry 
on, is both crass and  intolerable.  

COMMENT: Has the GBA died after the Solar Eclipse of 01 August, 2008? Is the 
TRUTH so crass and intolerable, Averthan?


 People who make such statements reveal the dark side of their twisted 
personalities. 

COMMENT: Do you have someone in mind, Mr. Self Righteous?


  Dr. Oscar Rebello has quite obviously been made a scapegoat by these selfish 
elements.  

COMMENT: You are hundred percent right about Oscar being made the Scapegoat. 
Who was the one who confessed his sins on Oscar's head before leading him to 
the wilderness that he is in now ...via the Press.

Old Yiddish proverb: "It is a sin to stumble over the same stone TWICE." I 
honestly thought Oscar was smart enough to learn his lesson on Statehood Day 30

Will appreciate if Goanet can mail this to obtain  clarification on OCI  and  
PIO
Which is better for a frequent traveller.?
 
My main question so far has not been answered by anybody. It is following:
 
If one holds foreign passport like that of US, Canada, UK, Portugal, Australia
etc…. one can freely travel to most of these and other countries  without 
obtaining visit VISA from the respective consulates /embassies.
 If one holds Indian passport than one must obtain visit VISA .
 
Now the problem is  that  if you are holder of any of the above foreign passport
and an OCI visa sticker on it then can you enter any of these countries without 
visa?.
 
It seems people holding foreign passport with OCI visa sticker were not allowed 
 entry by emigration authorities at the airport. They were told that since you 
are an Overseas Citizen of India(OCI) holder you require VISA to enter the 
country.
 
Since some people are frequent travelers and what is said is true then one will 
prefer
to have PIO then OCI since PIO is a separate entity and does not show on the 
foreign
 passport.
The advantage of OCI is only when one travels  to India.
 
Example:A Portuguese and an UK passport holder with OCI visa sticker was 
not allowed entry in Australia because of his OCI visa sticker. He was told to
obtain visit VISA like any other Indian citizen.
If this is true then we must request the Indian Govt. not to fix OCI visa 
sticker
on the foreign passport.
Can anyone clarify whether he had this experience whilst traveling with OCI.

[Goanet] Appending professions before names

I have been observing one pecularity particular to goans i.e. appending their 
professions before their names eg. Advocate..., Engineer ..., Architect 
Besides of course the sundry doctors whether of medicine or philosophy or plain 
honorary. No where in the rest of India is there such a standard practice 
except for doctors which is understandable. Can someone throw light about this 
practice? Is it a way to display class or superiority?Generally those who 
cannot command respect demand respect by displaying their qualifications in 
matters not connected with their subject.

[Goanet] Induction of Antansio (Babush) Monserate a thorn in CM's nest

With the resignation of the Minister for Finance Mr Dayanand Narvekar (58),  
today, the CM Mr Digamber Kamat (54) and MLA Margao had clandestinely  
succeeded in his game plan of "silencing" the senior MLA's from the the Party 
who either posed or would pose a threat to his reign.

Earlier it was Mr Pratapsing Rane (69) who was made the Speaker, then followed 
by Ms Victoria Fernandes (74) who was "silenced" then it was Mr Churchill 
Alemao (58)  whose " silence " was purchased with a quid pro quo that he gets 
the PWD portfolio and a ticket for his beloved daughter Ms Valanka for the 
Mormugao Parliamentary seat in May 2009 if he " forgets" MOPA 

There is no doubt that Dhargalim  ( Scheduled Caste reserved seat ) MLA Mr 
Manohar (Babu ) Azgaonkar (54) a "thorn in Mr Kamat's cabinet (who wields 
considerable influence in Margao ) will eventually face his extinction 
alongwith the Dhargalim seat which under the notified delimitation of 
Constituencies will vanish as Pernem Taluka will have just two constituencies 
Pernem (SC) and Mandrem and there is no guarantee that Mr Kamat will lobby for 
a ticket for him.

Thus Mr Kamat would have had a team below the age of 54 years as on 2008. 
But today's induction of Mr Antanasio (Babush) Monseratte (46)the "unattached" 
member of the Goa Legislative Assembly from Taleigao clearly a direction from 
the High Command has come as a thorn in Kamats designs.

Left to Mr Kamat notwithstanding the fact that Mr Monserrate did indeed help 
the Kamat Governments survival in July 2007 when Mr Kamat faced a an upheavel 
from his own rank and file he would have preferred to induct Mr Madkaikar (44 
years )  de novo instead of the "enfante terrible" Mr Antanasio (Babush) 
Monseratte.

This is all the more evident from the fact that three months ago cases filed 
against Mr Somnath Zuarkar the ex-MLA of Taleigao were declared as closed 
apparently to re-juvenate him for the next hustings anticipating that Mr 
Antanasio (Babush) Monseratte could well be charge-sheeted for his attack on 
the Panaji Police Station on 19th February, 2008.

For Mr Monseratte charge-sheet or not he banks heavily on the Nationalist 
Congress Party (NCP) the MGP the Independent the "gang of six" who could change 
the fortunes of the INC in the coming months.  But Mr Vishwajit Rane too will 
have to do some "tight rope walking" to appease Mr Monserrate to pursue his 
ambitions of becoming a CM with Senior Rane helping him before term end or the 
Parliamentary elections if the ocassion warrants.

The senior INC MLA's would be ready to do his bidding if Kamat pursues his 
agenda further.  Though there is no immediate threat until the coming Budget 
session.  But clearly for CM  Kamat he has sleepless nights until the election 
of the Pale assembly seat declared vacant after the death of its sitting member 
Mr Gurudas P Gaonkar, and in the event the UPA Government goes for early 
Parliamentary elections after the Nuclear deal is signed late September, 2008.

Until now the portfolios have not been decided despite loose talk of reshuffle 
of portfolios.

In any case knowing full well that the resignation from the Cabinet of Mr 
Narvekar may not go down too well with the fishing community to whom he belongs 
and the solid Catholic vote bank he commands in Tivim Aldona and now Penha de 
Franca (Porvorim) the newly carved Constituency under the delimitation Mr Kamat 
has clearly stated that he was only "following the directions of the High 
Command" 

It is a fact that Mr Digamber Kamat has never ever had a one to one meeting 
with the INC High Command according to sources who spoke to this writer from 
New Delhi this evening and it was always decisions conveyed by the High 
Priestess Madam Sonia Gandhi the UPA Chairperson thro' her emissaries looking 
after the Goa desk Ms Margaret Alva and now Mr B K Hariprassad.

Interestingly the BJP led Opposition Mr Manohar Parrikar (55) too heads a team 
of young MLAs, hence wittingly or unwittingly both Mr Diagambar Kamat and 
Parrikar would prefer a younger team for their political survival in the 
Assembly.

It may be of interest to note that the older lot were unseated Dr Wilfred De 
Souza Mr Francisco Sardinha Mr Luizinho Faleiro and Mr Subhash Shirodkar at the 
2nd June 2007 hustings again a master plan of Mr Kamat though he claims to be 
God's choice to the INC led coalition in the State.

[Goanet] Scarlett murder case: Goa court issues notice to police

 Panaji, Aug 5 (PTI) A court here today issued notice to police
following a complaint filed by a Goa-based NGO against Fiona Mackeown,
mother of deceased British girl Scarlett Keeling for allegedly
neglecting her daughter.
The notice has been issued to Anjuna police inspector and also to the
state and the matter will be heard on August 11.

Utt Goenkara, a Goa-based NGO, had filed complaint against Mackeown
for not taking care of her daughter and demanding probe into her role
in leaving Scarlett alone in the beach on the fateful day.

Scarlett's bruised body was found floating at Anjuna beach on February
18 after which the state police arrested two locals for allegedly
drugging, raping and murdering the teenager.

The NGO has also demanded that Mackeown be made primary accused in the
case leading to Scarlett's death.

It had filed complaint with the Goa Children's Court under the Goa
Children's Act, 2003.

Aires Rodrigues, who has filed the complaint on behalf of the NGO, has
asked the Children's Court to direct CBI to investigate her role in
leaving her 15-year-old daughter in the company of a stranger. PTI

PANJIM, AUG 4 — What were the issues that caused Dr Oscar Rebello to
resign as Convenor of the Goa Bachao Abhiyan (GBA), and his colleagues
Patricia Pinto and Ritu Prasad to step down as the GBA's
representatives on the Task Force for the Regional Plan (RP) 2021?

According to informed sources, the core group of the GBA had
differences over what was meant by preparation of RP2021 with public
participation as envisaged by the 73rd and 74th Constitutional
Amendments, which prescribe that bodies of local self government— like
municipal councils, panchayats and zilla panchayats— should play a
major role in developing these plans.

No precedent

The problem is, nowhere else in the country have regional plans been
formulated according to these amendments, so Goa would have to work
out a model from scratch. Earlier, during initial deliberations of the
Task Force, the GBA had proposed that a pilot study be conducted in a
few villages and municipalities, to develop a procedure for this
consultation.

But the bodies chosen for the purpose -- the Council for Social
Justice and Peace and the Panchayati Raj group -- were not registered
societies, and therefore not eligible to receive government funds
directly. Finally, the Peaceful Society at Marcaim offered to come
forward and receive the money on their behalf. But while the
government wanted audited accounts of the project funds, the Peaceful
Society said it would have to submit audited accounts for the society
as a whole to the Registrar of Societies at year-end, and could not
give accounts with original bills to the government for just this
project, or it stood to lose its registration. In the melee, the pilot
project fell through.

After a major hiccup in between, when the GBA core group 'rejected'
the recommendations of the Task Force in his absence and Dr Oscar
offered to quit, the differences were patched up and the GBA team in
the Task Force got down to work in earnest once more.

Broadbased planning

They prepared a detailed note for the Task Force. It noted the
difficulties in implementing planning methodology according to the
73rd and 74th amendments, since the socio-economic Five Year Plans,
which should be the basis for the preparation of the Regional Plan,
have already been formulated top-down, rather than bottom-up, till
2012.

They therefore proposed a detailed consultative process for
broadbasing the RP 2021 provisions, by requiring the Task Force, in
the true spirit of democracy, to explain the plan proposals to the
people at the grassroots level through the local bodies, and by
incorporating a 'Taluka Committee' into the planning process.

Taluka Committee

Considering that there are 189 panchayats, 14 municipal councils and
one municipal corporation in the State that the taluka committees
would need to consult with, it proposed to extend the time for public
to submit comments and objections about the plan to four months
instead of two.

It is also laid down that the physical planning and land utilisation
made up to 2021 should relooked at after 2012, when the next Five Year
Plan is drawn up, hopefully through the 'bottom up' process. The RP,
it said, should necessarily have to be relooked at every five years,
since the time span for socio economic plans and physical planning
were not in sync with each other.

Two-tier plan

Unlike earlier, the RP2021 would have two levels of plans (1) Regional
Plan and (2) Settlement Plan (SP). The RP would be a broad framework
based on which settlement plans at municipal and panchayat level would
be prepared by the concerned local body within that local area, which
would be meshed together at the taluka level by the taluka level
committee.

The RP would not be used as a 'surface utilisation map', which meant
that no change in land use would be permitted at this level, as was
done in the past. Rather, the onus would lie on the
municipality/panchayat and the people of the area to get involved in
steering the development of their city/village in the right direction,
based on the broad parameters set out in the RP, and within the
Development Plan Regulations (DPRs) of the State.

Village-level approvals

It mandated a positive interaction between the people at the
grassroots level, the municipalities/panchayats at the local level,
the taluka committee, and the Town and Country Planning Department and
the state government at the highest level.

I take this opportunity to extend my Hearty Congratulations! to the organizers 
GNAT for the job well done.  There will always be short falls to point out as 
no one is perfect in such a mighty Organization.  The Organizers deserve the 
credit for what they have done and achieved.  There can never be 100% results.  
It takes years to build but destruction can be done in seconds.  There will 
always be constructive and destructive criticism.  The Organizers must be 
strong and determined to carry on such herculean task for the noble cause of 
Goa and Goans. It was, indeed, a very hard task for the Organizers who deserve 
all the praise and due credit for their accomplishment.  Being an organizer of 
Events as the President of Goan Welfare Society - Kuwait for several years 
where one is restricted in various ways and assisting evacuation of Goans 
during the occupation of Kuwait by Iraq in difficult times,  one is fully aware 
how hard it is to organize and an Event specially of that magn
 itude.  The workshop in particular was a novel idea and it could benefit for 
many of our Goans to open up their eyes for their better tomorrow.  The only 
shortfall was the poor response according to my eye.  The Sons of the soil 
failed to take the advantage of the same.  The organizers must work in 
coordination with all the Goan Clubs/Associations/Village Clubs etc so as to 
make it reach to every son of the soil.  My hats off to Dr. Kevin Saldanha, 
wife Mrs Saldanha with whom I had the chance to interact for a short while but 
seen them in action.  One could see each and every worker on their toes 
assisting them to the fullest.  I do not recall all the names but certainly 
cannot forget Bosco D'Mello in the lime light playing silently his active roll 
so also Francis (President) and his wife, if not mistaken, Clera.  My hats off 
to Mando Mogui specially flown from Goa, the Goan culture and art lovers for 
their superb performance capturing the hearts of all.
 
May God Bless them all for having linked the Hearts, Minds and Souls of Goans 
in Canada apart from the visiting dignitaries.

My understanding is that if you are of Indian origin and qualify to apply for 
this then you only get an OCI.
 
If you are of non-Indian origin (and married to a person of Indian origin) you 
only qualify for a PIO.

Dear Marshall,

A person referring to himself or herself as "Dr. XYZ" is sure to be suffering 
from INFERIORRITY complex ... or is a first generation learner, justifiably 
proud of his or her achievement. The first needs psychological counselling , 
the second type needs understanding. Persons who ILLEGALLY prefix the names of 
AWARDS to their names e.g. "Padma Shree XYZ" need to be pitied for their low 
self worth. I was surprised to see the Award as a prefix even in the Official 
Gazette of Goa. You bet, it was for a Moidekar!

It is right for a third party to address someone with a MBBS, B.V.Sc., Ph. D. 
or D. Litt as "Dr. XYZ" in India. In most counties only registered  Medical 
practitioners [RMP] may use the prefix "Dr." to aid identification in case of a 
medical emergency. All others suffix their name with the degree as in Ajit 
Shirodkar, Ph. D. or Padmakar Dubhashi, D.Litt.or Kashinath Hiremath, Ph. D. 
These gentlemen normally sign off only with their first or last name, even when 
writing to simple gardeners like me. For formal correspondence they use "Dr. 
XYZ" as per the local tradition.

Innovative ideas are found by those who do not have a Ph. D. or a D.Litt .. ... 
they affix their designation, as in "Principal XYZ". Even some Higher Secondary 
Teachers and College Lecturers conveniently label themselves as "Prof" ... some 
even after retirement as lecturers!

The disease is not endemic to Goa. I know of a scientist who screamed at a 
M.Sc. student because he addressed him as "Mr. XYZ". He insisted, "I have 
worked hard for my Ph.D. You must call me Dr. XYZ" This particular Dr. died of 
a heart attack at a rather young age of 45 years.

Most "Dr." in Goa are a post Goa University phenomenon. Almost all of them are 
happy to have a single doctorate degree. It is now compulsory to have a Ph. D 
to become a College Principal or a "Reader" even in the college departments. 
With 46 Colleges, there must be around a 100 Ph.Ds in Goa University affiliated 
Colleges. There may be another few hundreds teachingin the Goa University 
campus or doing research at NIO, etc.

I had a class mate for B.Sc. who was put on "probation" [limited credits per 
semester/trimester because of below average performance in the previous term] 
but now has two Ph.Ds. under her belt. Most of my classmates who went for 
research or teaching have at least one Ph. D. It is compulsory to be assesed as 
a "Reader" or "Associate" professor.

Many of the Associate Professors and Professors in college had three of four 
Ph.D.s in different disciplines,in different Universities and in different 
countries and yet would say to me as a student, "Miguel, please call me Raghu 
or as my friends call me, Rags." when the name may have been Dr. K. Raghupathy 
,Ph.D in Horti[UAS],Ph.D. in Botany[UCLA] and Ph. D in Genetics [London]

honorary. No where in the rest of India is there such a standard practice 
except for doctors which is understandable. Can someone throw light about this 
practice? Is it a way to display class or superiority?Generally those who 
cannot command respect demand respect by displaying their qualifications in 
matters not connected with their subject.

My broadband connectivity was interrupted as of Sunday, 3/Aug - 3.00 p.m.
IST. Therefore there was a pile-up in my inbox. The connectivity was
restored only today, 5/Aug at noon. First thing I did was to clear the
second project of  Citizens' [Of Goa] Initiative - Re: the
www.goamurdermystery.com , which was sitting in my outbox since yesterday,
to net distribution lists as well as to all newspapers for info (dunno if
they will air it)  and hardly had time to scan the pile of mail. Beside the
subject of your post above is such that I thought it was something to do
with the Toronto Convention and therefore skipped it. I have gone thro it
only due to Miguel's alert.

Most gracious of you to offer such a large amount in one go. THANK YOU.  And
I shall accept your one hundred dollars US on my own terms, the terms that I
have made public vide my post preceeding the CI's debate. (subject:
Citizen's [Of Goa] Intiative begins TODAY - 30 JULY 2008 - 4.30 p.m. )

To spell the terms again,
(1) The Convenor of the 'CI' must be  a rotating Convenor
(2) The three 'Registers' that I have compiled must be maintained and
rotated for each new "CI's" projects.
(3)Whosoever feels that a certain issue must be taken up, shall be the next
convenor of the 'CI' and the entire bundle must change hands.
(4) Box for depositing petty cash must always be displayed at the venue and
attendees must be reminded that they are the 'hosts' and not 'invitees',
and therefore
 they  must pay,  whatever they feel like to spread the word that
'small money from a lot of people makes better sense than a lot of money
from one person'.
(5) Main Register must reflect the Accounts (Receipts & Expenses) of each
project as it takes place as well as these must be publicised on the net for
 transparency's sake.
(6) No bank account is necessary if the above is followed as the Bank
account operation requires permanent signatories. This is intended to be the
rolling trophy. So let it roll away.


And,

Miguel is most welcome to broad base the 'CI'. Let it roll ahead and
generate a stampede. (Ofcourse, not the type that we read in papers over
religious pilgrimages :-)).

Besides, my name as the 'convenor' of CI has cropped up twice already. I
don't want the wise chirp  'FAMILIARITY BREEDS CONTEMPT' to make its mark
with 'CI'  :-)

Therefore Roland, you may post a local 'crossed cheque' to me in my name and
that will be just fine. Let me assure you that I shall pay myself fully from
this and whatever remains in the kitty will be passed on to set a precedent
which is just and right. "NO ONE SHUD TAKE CREDIT FOR CI" The credit must go
to the CITIZENS OF GOA.

Thank you once again for your magnanimous offer. I am sorry that you had to
feel that there were no takers for it. By all means, Goa needs more of its
kind but on the basis of a very very transparent system as explained above.
Of course, the system might have inherent flaws but it can be improved to
make it very very very transparent.  Goan expats  have given a lot of money,
before,  for  lots of so called 'sincere' causes and the money has taken a
tall walk :-) . This must  and will not not happen with  the 'CITIZENS' [OF
GOA] INITIATIVE.

Diaspora Goans are a pretty useless lot as far as the political
problems in Goa are concerned. We huff and we puff and we pretend that
we have to be kept informed of what happens. We give all sort of
opinions and comments but the truth is we don't know any of the ground
realities of modern day Goa. We are really like the grand father of
the family gathering. We sit in an armchair, bow our head and
acknowledge the respect and awe of the younger relatives. But since we
are circumstantially inactive, we have no leadership to give.




It is necessary that the Goans in Goa rising as one body must feel the
need for change. It is also necessary that they throw up their own
leaders that can spark the change to create the fire. Overseas Goans
have no right to tell them what the change must be nor whether they
must make their change at all. We have no right to criticize their
leaders beyond giving them the help they need.

Personally I am impressed that Floriano and his team have organized
what may be the beginning of a growing citizens' initiative. I know
that people in Goa will identify for themselves what they need or do
not need and how best to galvanize and steer their own changes. I am
surprised that he has had to pocket the loss. In my own little way I
wish to contribute a hundred dollars to that kitty. I am hopeful that
instead of mere talk we add to that so in future he does not have to
worry about the money when he wants to make change within democracy

Yes, in the days of top ten lists and mind-numbing tele-reality shows,
I suppose we can remember the dead and the forgotten Goichis.
Lino, I would think dead ole Jack would be on my list too but not sure
you ever met him (I didn't) but speaking to folks who did, he often
looked down on Goans and was a classist  (apparently) for the most
part. Inspite of being the savior of Goa in 1968, he did something
commendable but he ain't great. Greatness has to combine humility
(most important) with a few outstanding acts.
His son Erasmo was a way better person- warm and intelligent and an
overall nice fellow.
For my two bits, I think it would be Mathany Saldanha. He has
selflessly fought for the Goan cause. I mean, how can one imagine
going on and on when everyone thinks you are great but not many vote
for you: from the environment to some of our traditional occupations
(ramponcars). Olga Tellis (of the Amrit Baazar Patrika/The Telegraph)
thought so and said he was handsome *wink wink* and went all mushy
*aye saaiba boogos*.
Lastly, we have our unsung heros, folks who have in their own
unassuming way done way more than any public figures. One of them was
the late Wilfred Antao of Arrosim. An environmentalist way before the
environment was s^xy with his warnings of rise in sea levels. It was
useless noise then and who'd have thought this woud be reality in the
future. He had warned through his writings on the dangers of cutting
the sand dunes along the coast from Holland to Betul. If you wisit the
beaches today, most dunes are gone (mined by a quiet newspaper seller
from the port-town with affiliations to a nationalist party, and sent
to cement plants in his home state to the north- this man does not
serve customers who speak cristao concani ). He had warned of
unplanned development (sustainable development) and some of the
original thinking gave birth to the Gomant Lok Poxx party in the 80s.

know of young goan women, who do not have the finances, are NOT tenth std

(4) My father loved spending his week-end holidays, personally cleaning and 
servicing his cars and bikes and whenever a beggar approached him, he would ask 
them "why are you poor? God gave you hands and legs, come, I will teach you to 
earn money", He would then proceed, to teach them about maintenance of bikes 
and cars, give them a meal and tell them to come back the next week-end.

I always laughed at his silly question to beggars, "why are you poor?", but 
now,not only do I miss him a lot, but I also realize that he was right.

If any of you come across a poor family, teach them in your own home, with your 
god-given talents and knowledge.

we have enough GOA clubs and organizations,, world-wide, all promoting
supposed goan-culture through dances, entertainement and what not. In
Toronto, same thing dances and dances. Not my style, i say, because Goan
culture, the essence of being a goan, is and has always been chistianity and
portugues culture. Therefore, when an Indian-based parish priest visting our
church in Toronto, passionately decries, during his Sunday sermon from the
pulpit, the murders, harrasment and the intolerances practiced against the
priests, sisters and christian followers in certain states in India, by the
two Hindu organizations, RSS and another,  ( referring them as the cultural
wings of the BJP ), we, in the church listened with attention. I say it is
time that the goan in foreign countries do more about this
discrimination. i would join a group that expressed goan in its true
form, without hatred to any religion, extreme tolerance of all, and proud
indian, yet proud goan. I lament that these clubs seem more interested in
funding entertainment than promoting christianity and konkanim and football.

Maybe our Goa Damao and Diu youngsters (with the exception of a couple of 
hockey players from Canada) did not make it to the Beijing Games. 
But a septuagenarian couple from Damao, Jose and Henriqueta Colaco both 
residents of Macau are part of a 40 strong Folcore group Danca e Cantares de 
Macau taking part in the opening ceremony this Friday. Jose Colaco plays the 
Cavaquinho while Henriqueta sings and dances. 
 
Various ethnic groups have been invited to participate in the opening ceremony 
which is supposed to be spectacular, let us see what the athletes can do 
without the drugs.

This is an email to let you know that Malou and Tim are soon back in Mumbai 
to get Lindy Hop and Argentine Tango scenes off and running!


We'll be conducting regular courses in Lindy Hop and Argentine Tango in 
several areas in Mumbai, including Zenzi Bar in Bandra, beginning within the 
next couple of weeks. We'll also be hosting frequent parties so you can use 
the dances you'll be learning.  We intend to bring Mumbai up to a 
world-class location to dance both Lindy Hop and Argentine Tango socially. 
Get ready for a really good time!


In addition to our courses we'll also be holding special workshops, and 
performances, and will keep you posted.


I will follow up this email in the next couple of weeks with more exact 
information (i.e. Locations, times, etc.) but I invite you to ask any 
initial questions you may have, and I will do my best to answer promptly.

The "Romi Lipi Action Front" thanks the Chief Minister of Goa, Shri Digamber 
Kamat, for keeping up to his promise of naming the Indoor Hall , at Rabindra 
Bhawan, Margao, in the name of "Pai Tiatrist Joao Agustinho Fernandes" .


It is a matter of pride, to all Konkani Tiatrists, that finally, the 
Government of Goa , thought it fit, to name a Hall, after this great man who 
sustained "Konkani Tiatro", in its most difficult times, and who also, 
started the trend of writing "Original Konkani Tiatro- Scripts".


All the tiatrists, along with associations working in the field of konkani 
and like minded people, had made a joint effort in approaching the Chief 
Minister , in this regard.


The Chief Minister had made a commitment, and today he has fulfilled that 
commitment.


This, only goes to show ,that a lot more, can be achieved if only, the 
people of Goa, ask in "one voice". ie.by putting up a "joint front".


It is a lesson , to the tiatrist fraternity in particular, to always make 
"unity"  the corner-stone, of all their "just demands".


The "Romi Lipi Action Front", takes this opportunity to appeal to all 
tiatrists, to display similar unity, for demanding "Amendment to the 
Official Language Act" to give equal status to the 'Roman Script'.


It is only a matter of time. The Government of  Goa has to realize their 
mistake, sooner or later.  The "Roman Script" has to get recognition, some

 don't know when the land was sold. but i do remember that i had gone to 
the house to drop a demo car there. was working for san motors in verna, may 
be 2002-03. unfortunately was not able to go inside. just had to hand over 
the key at the door. always wanted to go there as heard a lot about it as 
being a "mysterious house" was told at that time that the landscaping alone 
had cost 1 crore & there are about 52
staff staying there all year round. owner stays may be for 7 days in a year. 
this was about 5-6 years back.
 the angle from where the photo is taken is, as if taken from the prison?? 
correct???

Notwithstanding Miguel's long answer to your question and winding
explanation of the whole subject, a short and correct answer would be
that it is a hangover from the days of Portuguese governance.

In those days, professionals had their professions prepended to their
names.  Valmiki or Paulo Colaco-Dias who knew those days well could
confirm and perhaps explain the rationale. Some other European nations
do likewise.

When in Holland and Switzerland, I saw plaques outside medical
doctor's offices saying
"Mr . Bachelor of Medical Arts.

In the USA lawyers are referred to as "Edward Jones Esq.". In the UK
the 'Esq' is appending to squires and gentlemen. In India, some people
still mail letters as Marshall Mendonca Esq. - from the days during
British rule when every gentleman was politely addressed as esquire
and every man was deemed a gentleman.

Oh for the days when civility was the norm. Letters in Portuguese in
Goa were addressed as Exmo. Sr. This form of address is still used in
the Portuguese speaking world.

That is not true...Now adays there are more enquires everywhere if anybody 
is selling his property, so they get a 2% cut on the deal  they hope to 
make. I have been flooded with offers from goans.


For that matter, I have a 2BR apartment for sale, close to Colva and NO its 
not ancestral. Bought with my earnings so i have the rights to sell, as I 
plan to buy land. If any goans are interested do let me know!!

You should at least acknowledge him, about Seby we have no issues, but
do you think he would have stood out without the Band,
Look out for the bassist of Radio Serenader's, JOAO SUCCORO DEMELO, he
is the one who contributed much to Seby's singing and made him what he
is today, Succor has played with the all time greats of India, from
Remo,Ronny Pinto, Ronny Menezes,Just to name a few,
I believe he contributed a lot Seby becoming a star,

First of all the news is INACCURATE. Oscar Rebelo has quit neither the GBA nor 
the Task Force. He has merely announced his resignation as the CONVENER of the 
GBA. Posts are not important in the GBA, the fulfillment of its three-point 
agenda is all important. Patricia Pinto resigned as the SECRETARY of the GBA on 
31 March, 2008. She is still an active member of the GBA Core Group and till 
recently of the Task Force support to Oscar. She cannot attend now. If the 
groom is not attending the nuptials to what use is the Bridesmaid and Flower 
girl?

 Of the THREE OBJECTIVES in the Memorandum to the Goa Govt. signed on 18 
December, 2006 and sent on 22 December, 2006, the GBA and the people of Goa 
have achieved TWO, the last one is half way through. The work continues in the 
GBA. The people of Goa need to continue to support their very own organisation, 
the GBA. If the people of Goa leave the GBA, the Core Group members can very 
well go back to their various professions to earn a beter living for 
themselves. The GBA is NOT a salary paying NGO. We work for free and often 
spend money from our pockets for more things than travel.

The going is going to get tougher still in the coming days. The days for 
pussy-footing are almost over. It is back to the street cat days and, in the 
rains, one is also likely to get wet. So who is chicken now?

The GT report stated:
"GBA would meet at the Caritas Hall, St Inez, Panjim> at 4 pm today, August 2, 
where Ritu Prasad is likely to make> a presentation on Section 16 and 16A of 
the TCP Act."

The venue is not the only thing that the GT got wrong. If Ritu Prasad was doing 
the presentation for GBA [which she did at TB Cunha Hall, near Azad Maidan] how 
can she have resigned from the GBA. Patricia Pinto was very much there ...and 
is very much with the GBA. Only Oscar has to make his presence felt. He has not 
resigned from the GBA, no matter who says or writes otherwise.
