The word 'tarvotti' mean seamam or sailer. In Konknni, "Tarum' means 'ship',
and the person who works on the tarum 'ship' is 'tarvotti.' The word
'tarvotti' has nothing do with the words of any othe language.

A ''thank you ''is expressed at the end of a favour done  and it vaguely
expresses
further the idea that  a recipient of a favour   somehow owes something in
future.
On the other hand a ''Dev Borem Konun'' means 'let God bless you'' for a
favour
done but there is no hint of a quid pro quo in it.

It is possible that a priest after enjoying a meal of rice, prawn
curry,fried fish
with a copito or two of feni in one of his parishioners house, may have
expressed
his gratitude by saying ''Tumkam Devan borem konun'' which Goan catholics
incorporated in their day to day language as 'Dev Borem Korun'' literally a
God Bless.

Hello Albert,

I have been following this debate for a long time, what you said is 100% 
right, there are people who preach. In todays date to repair an old house is 
really hard, you just try to even repair the roof, firstly you cannot find 
people, if you find the people the cash is the problem.


We in goa are now getting use to staying in small rooms, where each one has 
his own privacy, those days are gone where you had one radio and the whole 
house had to listen to the same, today, every one wants his own space. The 
families in Goa are too shrinking, its no more 5 kids house it come down to 
1 or 2 max 3.


Maintaining these houses can take dig a big hole in your pockets, and then 
in todays world, kids want to seperate and have their own.


The best prices in todays times is offered by non-catholics, I think if they 
dont sell it at the right price then its stupidity.


there was another post saying that one should wait for the property to rise, 
but that person did not say how long, let me tell you that property prices 
have never come down, if you have sold something today for 80 lacs, then 
after 5 years the same place will be sold for 100 lac any way. My advice to 
all is that if you think the price is right for you go ahead and sell, 
because the cash to in hand means that you can buy something else, day by 
day the power of buy with a rupee is decreasing.


Its time we live peacefully and not bother if our neighbour is catholic or 
not as long as he is living peacefully in his house. Catholic and non 
catholic have lived in harmony for over hundred years in goa, why are we 
today pointing fingers at them, was the state of goa, not hindu, before the 
portuguese came, and was there no mogul raj on it, my request to all goans 
is just dont try to dig graves, as there are many skeletons there, which 
will only escalate things.

We, the Goans of Australia, send a message of solidarity and friendship to 
all our fellow Goans all over the world as we celebrate World Goa Day during 
July and August 2008 in the various major cities of Australia .


This year our twin theme is the "Proud villages of Goa" and our "Youth" 
which has so well coincided with the just concluded World Youth day in 
Sydney !   We were also privileged to have our very own priest from Goa who 
celebrated a mass on World Goa Day in Sydney during July 2008.  The priest 
later visited Melbourne en-route to Goa and the group of Goans associated 
with Melgoans i.e. families of Salus Correia, Newton Marques and Oscar Lobo 
spent the day with the priest and gave him a tour of Melbourne.


The various village associations in Australia are the backbone of the 
mainstream Goan organisation and the youth are our future and the flag 
bearers of our rich and unique cultural heritage. Goans in Australia are 
looking forward to working closely  with organizations that would uphold and 
maintain our Goan identity, culture and values which have been embedded for 
over 4.5 centuries.


We have always felt that World Goa Day be celebrated by designating a day 
specifically for Goans to reflect on our Goan identity and to consider what 
being a Goan means to us as well as to take pride in being Goan and to unite 
with Goans all over the world, in solidarity, to celebrate Goa's history, 
konkani language, music, cultural heritage and traditions. In Melbourne we 
have been celebrating WGD for the last 6 years and for the last 3 years in 
Sydney.


Sydney celebrated WGD on 27th July and Melbourne Goans - Melgoans, will be 
doing the same on 23th August.


This will be followed by celebrations in Brisbane and Perth.

NEW YORK, AUG 16 (Agencies) – Global outsourcing major Cognizant’s CEO 
Francisco D’Sousa, a businessman of Goan origin, has made it to the Forbes 
magazine list of young chief executive officers with fattest pay packages in 
the United States.  The list also includes another person of Indian origin, 
publishing software giant Adobe’s Shantanu Narayen.

While D’Souza is at the 15th position, with an annual pay packet of $3.7 
million (Rs.16 crore), Narayen, who makes $12 million (Rs.52 crore) a year, is 
ranked in the fifth place, in a list of 15 young CEOs aged 45 years or less.  
Interestingly, the list is topped by a person of Pakistani origin, CEO of 
chipmaker MEMC Electronic Materials, Nabeel Gareeb, who earns a staggering 
$79.6 million (Rs.342 crore) a year.  At 39, D’Souza is the youngest of the 15 
CEOs.

D’Souza was born in Nairobi on August 23, 1968 (he will be 40 next week).  The 
son of Sushila and Placido D’Souza (ex-Anjuna, India’s former Consul General in 
New York and High Commissioner in Port of Spain, Hong Kong and Nairobi), his 
sisters are Jacinta, Lucia and Maria.  He is married to Ines, a Brazilian.

He holds a Bachelor of Business Administration (BBA) degree from the University 
of East Asia and a Master of Business Administration (MBA) degree from 
Carnegie-Mellon University.  He was appointed as the president and chief 
executive officer and a member of the Board of Directors of Cognizant 
Technology Solutions on January 1, 2007.

With 18 years of experience in the information technology industry, D’Souza has 
won the Economic Times Entrepreneur Award in 2005.  He was also a 2002 Ernst & 
Young Entrepreneur of the Year finalist.

He oversees much of the operations and business development of the company, and 
has masterminded its expansion into emerging markets like China and India, as 
the US economy has been slowing over the last year-and-a-half.  “Investments 
being made in those geographies will start showing results two to three years 
from now,” D’Souza has said.  Almost three quarters of the company’s 59,000 
employees are based in India, providing software development services, mainly

the 16th century Konkan land every sign of a European conquest.
Prelates and proctors to tailcoats and trousseaus. Seasoned by the
West Coast sun through some 400 years, this was the landscape that
greeted the six-year-old when dad, Daman's administrador, retired and
the family moved back to the ancestral home in Loutolim. The house
itself, then over 250 years old with 30-odd rooms, was a world to
explore. A Eurasian galaxy was waiting outside.

The boy loved the wicked pencil. He began a diary of doodles that grew
into sketches, portraits, caricatures and cartoons. A spread of visual
parody the European Empire builder hadn't bargained for. A spread that
marks Mario out as our only outdoor cartoonist — a comic artist more
than a cartoonist. One who learned firsthand from what he saw around
him. Not from the printed cartoons of venerable seniors as is
customary. An early influence of Ronald Searle the master himself
talked him out of. The acolyte was told to go and find his signature
tune. He did and how! Goa gave him enough to look at and a challenge
few deadline-dreading cartoonists would touch. To include rather than
exclude. Mario is so inclusive that when you step into a café with his
wall-scale mural, the comic frame grabs you. Grin like Godbole and
bear it.

Meticulous detailing of architectural nuances, the irresistible
impulse to ink in windswept clotheslines to that odd cat on a bar
stool, the graphic wit to convert an accidental drop of black ink into
a crow in flight. All of this goes into the Mario backdrop against
which is set a carnival of comedy. Dogs jumping out of the frame, men
up to no good and women in all shapes and sizes -- unlike Don
Martin's, the maddest of Mad magazine's madmen, whose overweight
women, editors feared, would crash through the page.

This tropicalised Euro idiom travelled as easily as the Miranda
couple. To every nook and naughty corner of the world. His hosts
apart, we have his editors to thank for. Had they slotted him as a
news cartoonist, he would have been reduced to a doodling Dilbert, a
cardboard cubicle creature. The political cartoon was never close to
his heart. A comic strip must have been a close enough trap. (No
dearth of characters -- Fonseca, Bundeldass, Nimboopani….) That would
have left him with no leisure either. With a weekday business cartoon
and a weekend display, a soft take on the politico, he winds up his
journalistic work and turns to what he does best. Create pure fun on
paper.

Fun that is largely visual, but not entirely. The boy who chose to
draw his diary rather than write it isn't text-averse. He christens
his characters with easy wordplay and his caption doesn't stare you in
the face. It speaks. This is remarkable because there was nothing
English about his upbringing. Mario is an Italian name; grandma loved
Italian operas. His first language was Portuguese; ancestors had
converted to Roman Catholicism in the early days of occupied Goa. He
didn't know a word of English till he joined St. Joseph's School in
Bangalore. Late-learning worked. As well as it did for Cartoonist
Vicky who fled his home in Hungary to land tongue-tied in, of all
places, the World War II Fleet Street, where he was soon a rave for
his very English humour.

A fine array of writers has written for this book -- Manohar
Malgonkar, Nissim Ezekiel, Vinod Mehta and Ranjit Hoskote. The sole
miss is a peer review. Where are the social cartooning peers? There
isn't even a weak clone around. Despite a tradition, one of the best
outside the West, our cartooning is almost wholly news-driven. In any
case, no Mario successor can emerge from newspapers that stampsize or
bury the cartoon. Comics and animation industries could spring a
surprise.

Meanwhile, let's have more of Mario. He is still young. How young, if
I mention, he'll kill me. Buy the book and find out.

I am terribly happy to note what Samir has to say in this post, not so much
for saluting me but for defining  the 'participatory process'.
A minor correction though. The year is  2007,  not 2005.

I have always taken the stand that those who  call themselves 'apolitical'
are cowards  of the first order because they will not actively work against 
the powerful candidates or chor parties fearing reprisals against their 
illegal activities later if and when the crook gets elected, and/or 
conniving masterminds aiding the
crooks and rogues to sustain their illegal activities. If one is straight I 
don't understand why one has to fear anyone at all.


My reasoning is:
You have got a paid servant for your house. And you notice that the servant
is not only walking off with things from the house at ease but also  gives
you big lectures and threatens you with dire consequences if you object. And 
you let this continue? The next thing the servant
should be doing  is to cut you into pieces, pack you in a gunny sack and 
drop you
off  in the gutters, instead of you do it to the servant. That is for being 
useless and unfit to be the owner of

the house   APOLITICAL Hurrah.

Being political does not mean that one has to contest elections. Being
political means one has to see that a person with conscience and a will to
improve the general governance which directly affects your life is, first,
forced to contest and second, see that he/she gets elected by  working
towards his/her election, even paying from your pocket towards  that end.
The classic example of being apolitical is given by Anand Madgaonkar of
PMCA/GBA, in one of his letters to editor in the NT to which I have
responded  "Let anyone get elected. We shall tackle him/her after that"
. (I do hope he can tackle Babush Monserrate or Tony Rodrigues).

Today, I have called Lambert Mascarehas and congratulated him for coming out
as 'political'. with his  "POLITICAL PARTY OF MY DREAMS"  in NT Panorama of
today.  "Try and write a constitution of your new party which is better than
the one Goa Su-Raj goes by" I have told him,  "and I shall salute you" .
Indirectly, this is a standing challenge to those who want to float  new
political parties  in Goa.

when you abandon elections and try participating this way, it seems to
be like using a back door.

It is still not too late. One participatory process is coming in Pale
soon. Will the GBA have the guts to participate in this?

I mean --- what is the reason for not participating in elections and
still taking the moral high ground ?

Is the GBA and the NGOs afraid of failures ?

I salute Floriano for taking the bull by the horns, and going through
the pain of failures. Unless the peoples' agitations take the bull
by the horns in Pale and in all other places, I feel that this issue
of regional plan/ planning etc is not going to get resolved completely,
as the elected representatives can always put a spoke in the wheel
by making different laws such as the TCP amendment.

Roland,
Spare us your jaundiced comments about the inner workings of the organization 
of the Toronto convention!  It is bad enough to read the jaundiced views of 
Eugene which some prominent members on Goanet seem to give a lot of credence 
to.  

1.  If you were a member of the committee at any point, you should have kept 
the proceedings confidential - or, haven't you heard of the "duty of 
confidentiality" of committee members?
2.  As I wrote 2 reports on the Toronto convention, both of which appeared on 
Goanet, I can say that noone got me to write them, especially as a pretense!   
I seriously doubt that anyone reading Maria, Cornel, Acaria's accounts and 
opinions can say that they were asked to do their reports  or to write them as 
a pretense.  They did not leave out criticism or suggestions for improvement - 
Noone of us said that the convention was a "huge success." But we felt that 
there were elements of it like the presentations on Goan issues, some of the 
workshops, and the social events that were successful and thoroughly enjoyable. 
 What's wrong with that?
3.  Some of us who were actually there  wish that you nay-sayers would get over 
whatever's bothering you (a hangover perhaps or acid reflux?) and get to work 
on some constructive action and projects for Goa and the Goan community.  At 
the very least, let those of us who took something positive away from the 
convention enjoy the moment and the memories!

At the outset let me thank you and the other committee members for the yeomen 
task of holding the recent Goan convention in Toronto. I think you should be 
proud of yourselves for being part of the effort. Two decades from now, as one 
reviews the Goan history in Canada, your names will certainly be mentioned. 
 
To me the issue is: Two decades from now will someone be writing well about 
Goans in Canada (and North America); as a positive successful community? Or 
will it be a history of a community that will be lamented for lack of growth, 
divisiveness and petty mindedness?  As individuals we likely will be doing 
pretty well.
 
One of the crux is as you put: Should this be a convention for 100 people, even 
as the Toronto population (alone) is in excess of 20,000? I view this 
convention to serve the Goan community of North America; just as the Bengali 
convention in downtown Toronto, held a few weeks earlier, served their 
community, with 6,000+ attendees,  paying a registration fee of hundred dollars 
($100:00), compared to the Goan registration of two hundred and fifty.  I think 
this is a take home message to all organizers.

If the Goan convention got the attendance you planned for, your beef is not 
with Eugene; but with those who complained about the poor attendance.  Please 
do not spin the attendance numbers.  I heard at a recent medical presentation, 
"One can come to any conclusion, if one beats the data hard enough."
 
I think the above are fundamental issues of Goan conventions that we should be 
engaged in dialog, instead of the mudslinging that some view is occurring. I do 
not see much mudslinging, but I am not on the committee, and I do not read all 
the posts.  By the same token as a committee member you and others should not 
take it personally any discussion / post-mortem on the convention. In that 
case, we should end goanet because we are always writing on issues that may be 
perceived as negative to someone or an institution.
 
Eugene's posts and others on Goanet on this thread that I have read (I do not 
read all), is nothing compared to nasty posts we  see on other topics, written 
by several individuals who serve on and defend your committee.  I hope you can 
be an active participant on Goanet. Then you can attack these people who write 
vicious and 'near inappropriate' posts (since it passes the moderators), 
where personal attacks are made on individuals and institutions. Your reproach 
with a 'velvet glove' will moderate a few - some of whom are your admirers, as 
seen from their recent posts.  Do you not think we should apply the same 
standards and yard-stick?
 
Perhaps a good topic for the next Goan convention is reviewing the art of 
communication on Goanet with regard and respect; and focusing on the idea / 
topic; rather than the individual.  This would be an excellent topic at any 
forum, and one specially organized by GNAT..
 
My next topic of dialog on Goanet is "It is not so" regarding a heavily 
discussed past topic.  I will rely on a book which I have just completed 
reading - "Cracking Da Vinci's Code - You have read the fiction, now read the 
facts".  Likely you will enjoy this topic. It may help you as 
you encounter 'the fictional facts' about the Catholic Church.:=))

The academic portion of the convention was planned for 100-120 people as was 
evident in the venues we used. It would have been impossible to achieve the 
level of interaction and intimacy the convention provided if we had 
larger groups. Quite frankly I cannot imagine any room that could have housed 
10,000 people for an effective presentation even 20 years ago.  Should the next 
Convention's goals be to have a much larger crowd, than their organizational 
plans and goals will have to be different from the Toronto group.We had a 
100-110 people, 80 were paid registrants and the rest were volunteers, 
observers, presenters.

Those who have gone through these two pieces must be rather confused to 
understand what the writer wanted to say. Yes, he has made his point, but by 
taking a very long route. I want to simplify those two pieces in a few lines.

1. Religious or no religious, when people pay the voters Rs. 500 notes to vote 
for them in the panchayat elections, then the end results are transparent. At 
least one of the panch member Nazar is talking about has done what is mentioned 
above. Going to Church and getting involved in Church related activities is 
just a front for bigger things to come. Public acceptance.

2. Jesus had his last supper like any ordinary man would have when he knew his 
end was coming nigh. He washed the feet of his friends and shared the bread and 
wine with them with a difference. What he told them was " Here is the cup of 
wine I am raising in a toast for this last meal. To your health and resilience. 
You see, this bread is like my flesh which will be torn apart come tomorrow and 
this cup of wine is like my blood that will be spilled in the bargain. But do 
not be afread to shed your flesh or spill your blood for TRUTH. You have an 
example in me.

What Nazar wants to say is that today's panch members of the panchayats will 
even sell Jesus Christ in the open market for some under the table 
gratification.

For my good friend of Peaceful Society shri. Soter D'Souza, I like to pose this 
question.

Tell me, out of 189 panchayats in Goa, how many Sarpanches he can vouch for,  
who will not deal in illegalities and whether any one sarpanch,  if he/she 
exists who does  not tolerate illegalities will survive in office for more than 
3 months.

Therefore, if as the Director of Peaceful Society's Panchayati Raj, Soter must 
work towards these two things, if his Society wants to stay peaceful at all and 
not be tormented.

 (1) Do away with No Confidence Motions in the Panchayat Act. 

(2) Put adequate fool-proof sections  that will send the  Sarpanch and the 
Secretary  behind bars for any illegality.

If this is done, rest assured, the whole of Goa will be peaceful and not only 
the blisfully peaceful  spread  at Kundaim.

have heard a lot about Erdinger beer and would be worth trying if

The world’s largest fair will get an Indian version this year.
Oktoberfest, the German beer guzzling and gastronomic extravaganza, is
coming to Mumbai and Goa this year as part of an attempt to forge closer
cultural ties between India and Germany. 

A 16-day annual affair held in Munich, capital of the German state of
Bavaria, the original Oktoberfest is almost 200 years old and draws
about six million people each year who flock it for the freshly brewed
beer manufactured by the top six breweries of Germany, locally called
‘The Big Six’. 

“It is a native festival of the Bavarian state as the Bavarian people
are known around the word as the most beer-loving people,” said Chris
Pohl, Director of Bangalore-based GVCM Trading Company and
representative of over 17 German brands in India as well as the brain
behind the project.  

“It’s surprising that Mumbai has not yet had an Oktoberfest whereas the
festival has been replicated all across the world,” said Pohl. The idea
is to create revelry with authentic German beer and food that goes
beyond the usual clichés of ‘sausage and beer’ that accompany German
food habits. “There is no better idea than Oktoberfest to promote German
food and culture or Germany as a whole,” added Pohl, who has a
background in the hospitality business.

The Indian version will be smaller in scale and can be called a
‘tester’. While Munich hosts six million people over two weeks with 11
tents put up on a designated lawn, the Indian event will be held for
four days at two hotels in Mumbai and one in Goa. Not unexpectedly, the
festival will have to deal with permissions and import licences for
getting German draught beer into India and if they don’t come in time,
Mumbai and Goa will get canned and bottled German beer, says Pohl. It
will also have a an all-German traditional brass band with ladies
serving beer the traditional way and a chef to serve authentic German
cuisine. 

While the dates are not yet finalized, it is expected to coincide with
the grand celebrations in Munich. “We’ll begin on a Thursday evening and
end it on Sunday afternoon,” said Pohl, adding that every evening they
expect to host about 400 to 450 people.  

“Oktoberfest, however, doesn’t merely stand for excessive drinking and
its more about fun n’ frolic than getting drunk,” says the German, who
has been living in Bangalore since 2003 and has an Indian wife. “In
fact, we encourage people not to get drunk at all. It’s about
celebrations and wholesome fun for everybody in the family.”

 Parvasi Bharatiya Divas (PBD) is the annual flagship event of the Ministry of 
Overseas Indian Affairs (MOIA) which aims to connect more 25 Million Indians 
with India's Economic and Social development.  The Ministry is organizing 
Seventh edition of the PBD on 7-9 January, 2009 in Chennai, the South Indian 
city in Tamilnadu. The role of overseas Indians in the country's emergence as a 
global power will be the main theme. The event will be inaugurated by Prime 
Minister Manmohan Singh and President Pratibha Patil will address the 
concluding session of the three-day meet.

During the annual meet, the Diaspora's role in India's emergence as a global 
power will be the focus of deliberations. The congregation of Persons of Indian 
Origin (PIOs) and Non-Resident Indians (NRIs) will also dwell upon aspects like 
preservation of language and culture and health concerns of Indian Diaspora. 
Regional working sessions of the Diaspora residing in the Gulf, Asia-Pacific, 
Africa, USA, Europe, Caribbean and Canada will be organized.

A special trade and industry exhibition during the event with corporate, state 
governments, NGOs and financial institutions as participants will also be held 
as part of the convention, an official statement said.

Early this year, more than 1,500 participants from 50 countries had attended 
the PBD 2008 meet.

[Goanet] TBA condemns sabotage of Gram Sabha

The Taleigao Bachao Abhiyan on behalf of the citizens of Taleigao expresses
its shock and moral outrage at the manner in which the Sarpanch of the
Village Panchayat of Taleigao made a mockery of the Gram Sabha of Taleigao
and did not allow genuine concerns of the villagers to be raised.

The TBA points out that the gram sabha held on the 17th of August was in
fact required by law to be conducted in the month of July. The TBA brought
this lapse to the attention of the BDO, subsequent to which the Panchayat
was directed to comply with the law by the BDO. This conforms to a pattern
where for at least the past three trimesters the gram sabha has not been
held as per schedule, but only after the direction by the BDO.

In light of experiences of citizens at the earlier Gram Sabha, that was
marked by verbal assault and intimidation, the TBA requested that the
Panchayat make provisions for police presence to enable peaceful conduct of
the Gram Sabha.  However, the Sarpanch, indicated in his opening remarks at
the Gram Sabha, that he did not feel the need for the same. He was almost
immediately proved wrong, by the presence of the same group of unruly
elements that have continuously heckled and disrupted the proceedings in
earlier Gram Sabhas. Owing to the absence of police, the Sarpanch was unable
to control these elements and used these disruptions as an excuse to
dissolve the meeting.

The TBA also points out that items submitted for discussion at the gram
sabha four working days prior to the same in conformity with the rules of
the Goa Panchayat Raj Act were not specifically included in the agenda for
the meeting as required by law. Instead, they were raised as per the
arbitrary discretion of the Sarpanch. The items submitted included the
discussion on action taken on the Gram Sabha's resolution to denotify the IT
Park, issues regarding the ODP, formation of ward committees in the village
as per directives from the Directorate of Panchayats, information regarding
road projects to be undertaken by the Panchayat.  The Sarpanch's
discretionary conduct ensured that he did not allow valid points to be
raised and dismissed these without hearing. Discussion, for instance, on
action taken regarding the Gram Sabha's demand for denotification on the IT
Park was summarily dismissed by him stating without substantiation that the
issue was sub-judice.

The Gram Sabha was eventually disrupted when a resolution seeking the repeal
of the amendments Section 16 and 16 A to the TCP Act were sought to be
passed. Given that there was no unanimity on the issue, it was demanded that
it be put to vote. At this point, the Sarpanch began what can only be
described as a complete mockery of regular voting procedures. Engaging in a
partisan counting exercise, the Sarpanch counted only those in favour of the
resolution opposing the amendments. Their numbers were also misrepresented.
He then proceeded to indicate that all those within the hall who had not
voted for, and those outside of the hall, were 'logically' against the
resolution. When points of order were sought to be raised, the unruly
elements stepped up their commotion, giving opportunity to the Sarpanch to
dissolve the meeting. Rather than reconvene the meeting subsequent to
calming down the situation with police assistance, as should have been done,
the Sarpanch remained adamant about dissolving the meeting. He, along with
the rest of the Panchas, left the premises after locking up the Panchayat
office within ten minutes of this occurrence. This left members of the Gram
Sabha in a vulnerable position where their lives and property were
threatened by the same unruly elements. In face of all the evidence, the TBA
asserts that this action of the Sarpanch and the unruly elements were part
of a pre-meditated strategy to sabotage the Gram Sabha and suppress the
genuine concerns regarding developments in the village. This suppression of
genuine concerns, the TBA points out, will only leave scope for vested
interests to hold the interests of the people of Taleigao to ransom.

The TBA condemns these pre-meditated attempts by the Panchayat to sabotage
the democratic processes of the Gram Sabha. It calls upon the Director of
Panchayats and the Government to take note of this murder of the democratic
process and initiate appropriate action forthwith.

[Goanet] BUDGET SESSION - ACID TEST FOR KAMAT'S SURVIVAL

For Shri Digamber V Kamat 54, a Saraswat Brahman, native of Assolna domiciled 
in Margao, a realtor, the "consensus" Chief Minister of Goa, heading the 
INC+NCP+MGP+Ind+unattached combine ruling the State since 8th June, 2007 the 
fifth session of the 5th Goa Legislative Assembly commencing tommorrow 18th 
August, 2008 with a short 10 sitting will be the last test of survival if he 
manages to get the 2008-09 budget passed.

Having had his initiation in  politics  vide the right-wing Hindu 
fundamentalist party as a "khaki half pant clad" "Shahar Kharyava" -City 
Secretary in the early 70's (1975) and then suddenly at the time of Emergency 
joined the cadres of the INC, then into the BJP and finally back both to the 
INC in 2005, though appearing meek as a lamb he has been a shrewd astute 
manipulator and outwitted the IITian leader of the Opposition Mr Manohar 
Gopalkrishna Parrikar. 53 a Saraswat Brahmin, who is avenge the volte face of 
his then No:2.

No doubt Mr Kamat has to woo the minorities Catholic Moslems and the migrants 
not owing to any love for this segment (as many of his voters would discreetly 
confess ) but only to safeguard his vote bank since majority of the Saraswat 
Brahmins have alienated him notwithstanding his attempts to break bread with 
them; but even heading the present dispensation Mr Kamat is slowly but surely 
pursuing his social engineering agenda to relegate the largest minority 
community the Catholics to second class status a far cry from the status they 
enjoyed pre-Liberation 1961. This is a fit case for representation before the 
National Minorities Commission and to seek redressal before it is too late. 

To achieve  his discreet objective he has successfully ensured that either by 
allocation of portfolios or otherwise  the 8 Catholic community in the Velhas 
Conquistas (Old Conquests) 1510-1961 ( P.S. there are a no Catholic MLA's in 
the Novas Coinquistas (1763- 1961) fighting each other overtly or covertly.  

This is the unfortunate fate of the INC in Goa who could otherwise in the 22 
constitutencies of the Velhas Conquistas have had all 22 MLA's belonging to the 
minority community with a couple of seats in the Novas Conquistas of Pernem, 
Canacona, Quepem and Sanguem, instead of the present 8 and one in the BJP fold.

In the game of politics however one must credit Mr Kamat for his survival 
instincts, he managed two successfully averted a third due to inter squables 
and could easily pass the present test, having timed the entry of the "enfant 
terrible" Mr Atnasio (Babush) Monseratte he got severely  spanked " family and 
all " enough to leave an indelible mark on Monseratte's psyche until eternity 
and then like a strict Headmaster   brought him under his fold like the 
Biblical "prodigal son" and bestowed upon him the Education portfolio.

Mr Kamat  knows too well that Tourism Minister Mr Francisco (Micky) Pacheco 
NCP, and ex Ministers Mr Dayanand Narvekar, Pandurang Madkaikar can only make 
noises but could not muster courage to destabilise him and hence the calculated 
move to induct Mr Monseratte on the eve of the Budget session.

On the fiscal front there is no fear to Kamat's kitty for the excellent 
performance of the ex-Minister for Finance Mr Dayanand Narvekar  has earned the 
State the highest allocation of funds from the Centre for the first time in the 
history of the State.

Even earlier the CM in January, 2008 had enhanced the Contingency Fund from the 
then Rs.30 crores to a phenomenol increase of Rs.200 crores to tide of bad 
times --- a lesson he learnt from his previous mentor the now Leader of the 
Opposition Mr Manohar Parrikar.

Then there could also be sops to the MLA's planned for "developmental 
activities in their respective constituencies" on lines with the MP's Fund, or 
further rise in allowances to keep in tune with the windfall bonanza vide the 
VI Pay Commission hike put in force at the Centre which inevitably has a snow 
balling effect on our State given its earlier UT status until 30 May 1987.

Despite the threat of the Opposition to now come forth demand repeal of the   
the amendments to the TCP Act 1974 sec 16 & 16A which keeps Governmental 
projects out of the purview of the TCP Act, 1874 Mr Kamat knows to well that 
the notification withdrawing the RP 2011 retrospectively since 10/08/2006 and 
keeping in force the RP 2001 will suffice to pursue his agenda, now that the 
Task force has yet not come out with its final report expected in June 2008.  

On the language issue front it must be said to the credit of the coalition that 
they have been receptive to the "vox populi" forces of pro Roman script since 
June 2005 for in the Budget proposal 2008-2009 the government has acknowledged 
that there will not be discrimination to the Konkani language solely on grounds 
of script.

to the Official Language Act 1987 section 2(c) to introduce a pr

they told me.

So I read.
And yes, it was the re-inventing of the wheel that was invented by Goa Su-Raj 
Party in the year 2000, late by (almost)  9 years.

On August 20, 1992, India's Parliament unanimously approved Konkani's inclusion 
into the
Indian  Constitution's 8th Schedule, fulfilling the prerequisite  for the 
granting of  Statehood to 
Goa. World Goa Day followed in 1999, when we decided to dedicate a day in the 
year to the 
celebration  of our Goan Cultural Heritage - a day when Goans worldwide, young 
and old, 
unitedly took pride in  every aspect of their beautiful culture - language, 
traditions, the 
performing  arts, cuisine etc. 

World Goa Day will celebrate its 10th next year!! The first World  Goa Day was 
held on   20 August 2000  - 20th of August is the official day for WORLD GOA 
DAY CELEBRATIONS,  but for practical  reasons,  the event is often held at a 
date close to this and most suitable for this unique  celebration.

This year festivities will be held in all five continents with thousand of 
Goans  participating 
across the  globe including India. World Goa Day is one of the biggest events 
in the calendar 
of the GLOBAL GOANS  and  many wait  for this great day where Goans pride in 
showing themselves, their children and others their  roots  and cultural  
heritage, a sure sign of our 
UNITY and our strength in our diversity and in our Goan  Diaspora. 

August 20 is  also a day where Goans, Goan institutions and  social 
organizations all over 
the Goan World  are planning activities.  This is a celebration in each Goan 
community 
across the world to  reinforce in us our  Goan heritage, echoing  what many 
Goans say 
"I was born a Goan and will die a Goan". 

Over the years, we have learned much from non-Goans and improved ourselves in 
the 
process.  We have a  lot to offer the world and should not be ashamed of or shy 
away 
from our own glorious culture. We are  as gifted as any other people, and we 
should be 
willing to demonstrate that pride in our actions. Dreams  and ambitions take 
hold more 
quickly when shared with others. We hope that we have done so through the  
various 
organizations and e-groups we have established in the past few years.

We appeal to all Goans and Goan organizations participating in this great 
celebration to let us 
know their plans.  The information will enable us to compile a list of 
participants and details of these events will be posted on the   various GOAN 
Forums. If there are no plans to celebrate WORLD GOA DAY in your region, take 
the initiative  to organize  a program. Contact other GOANS or write to me - I 
will be glad to assist in your promotion of this  unique Goan event.  

Goan Basilio Magno from Spain wrote the theme song, "Proud to be a Goan," 
especially for 
the First World Goa Day  on  August 20, 2000. His composition has become 
synonymous 
with World Goa Day celebrations. The lyrics and music  perfectly  express love 
for and 
solidarity  with our motherland, Goa. The many Goan Internet forums have 
stimulated the  understanding  Goans have of their unique heritage. The 
world-wide organizing and 
coordinating committees  will help  us achieve results.  We need each 
other.Giving and 
recieving are the basics of positive social relationships and healthy  
Communities. There are 
no limits to what we can achieve  together ! 

The theme of "Giving back to Goa" is a good way to inspire our Goan community 
to  do 
more for Goa and Goans worldwide.  Let WORLD GOA DAY  be a beacon of light and 
inspiration  throughout the year and for the rest of our lives. Let us make   
our motto:  
"Proud To Be a Goan," live up to it and help make it a reality. 


We should celebrate WORLD GOA DAY in our hearts,  in our minds, our homes  and

our Communities wherever they may be. Let us dwell on the Positives and no

will set  foot in our lives. The real wealth of any Society is its people. Each 
of us has 
valuable expirenece - to contribute to the well  being  of our  Commnity.

When Times Of India (TOI) was starting operations in Goa,our local Press
scared the readers with negative publicity like TOI would pursue the agenda
of builders, news for sale etc.Now we find TOI giving  more balanced and
better copy on local issues. The local dailies are trying to copy format
with page three news, instead of bettering the information on local issues.
Investigative journalism is too much trouble. Not to mention todays public
interest slant.Speaking to various letter writers, we have a common grouse
of editing/censoring our main points.This valuable source of feedback
appears to be treated with scant respect both by the Establishment and the
local dailies.
Just take one recent example:
Reference  Great Goan Illusion ( NT  12Aug), the whole expostulation could
be summarised as  "All Five Fingers Are Not  The Same". However  the article
by no lesser person than the Editor,was trying to show the CM as mum who
cannot satisfy the childrens different menu requirements, who tell her how
to cut the Bhaji etc. Rebuff to goans and those protesting present state of
affairs in Goa! I sent a brief letter with reference ,stating that
uncles(MLAs and Vested Interests) are  busy trying to dispossess her and
also trying disowning the children from their assets. Children are already
deprived of  enough potable water, cooking infrastructure, cannot study/
access the internet and TV  due power failures etc.The children also sorely
miss their Papa!

Not one of my letters,however brief disagreeing/ holding a different view
from the Editorials/ newspaper expostulations have so far been published.If
this one was, I would have fired crackers  with joy that our Press has some
sense of humour, can take criticism, and are not biased! Thank God for the
Internet and Goanet.

made by Churchill Alemao between the Amarnath imbroglio in J&K and the Mopa
airport project here in Goa. Alemao of course (well, off and on) wants Mopa
to be a nonstarter. So what is Amarnath all about? Here is a primer of sorts
