Dears, The very first Jnanpith award for a KONKANI writer has gone to a life time of work by the son of Cuncolim, Shri Ravindra Kelekar [not to be confused with Shri Gurunath Kelekar of Margao]. He shares the award with Prof Satya Vrat Shashtri for Sanskrit, also for the first time. Miguel Jnanpith award for Kelekar HERALD REPORTER PANJIM, NOV 22 Noted Konkani litterateur Ravindra Kelekar was today named for Jnanpith award — country’s highest literary award — bringing joy to the Konkani world as this is the first time the prestigious award has gone to Konkani language and also the first time to a Goan writer. According to reports reaching here, Kelekar has been named for the award jointly with a Sanskrit scholar Dr Satveet Shashtri. A Gandhian, Kelekar devoted his entire life for Konkani literature. He has penned several literary works some of the well-known ones include – Ashe Axil’le Gandhiji, Amchi Bhas Konknich, Himalayant, Kaledioscope, Tataghat, Uzvadecho Sur, Vellevoilo Ghullo, etc. He also has many translations to his credit. The prestigious award was announced today by Bharatiya Jnanpith Trust for the year 2006. Kelekar was in a clinic undergoing some treatment when the good news came from New Delhi. He reportedly said that the award is a fitting reply to those who maintained that Konkani is a dialect. In June this year, Kelekar was honoured with the prestigious Padmabhusan award. CONGRATULATIONS: Chief Minister Digambar Kamat congratulated Kelekar for getting the prestigious award saying he has brought a great honour and pride to Goans. He said Kelekar participated in Goa’s freedom movement and worked tirelessly towards promotion of Konkani language. Rajya Sabha MP and President of All India Konkani Parishad Shantaram Naik has in a statement issued Saturday evening from Jalgao Maharashtra, congratulated Kelekar for being a proud recipient of Jnanpith award. Kelekarbab is not only a literary figure but also a thinker and philosopher who never toed the line of expecting opinion in a routine manner but always expressed himself in a way which make people think about this thoughts and ideas, Naik said. Through Ravindrabab, Konkani has reached high pedestal and glory, Naik further said adding that potentiality of Konkani language has once again become transparent and crystal-clear now. BJP also congratulated Kelekar. He has made Goans very proud, spokesman and Fatorda MLA Damu Naik said. The award includes Rs 5 lakh, a citation plaque and a bronze replica of Vagdevi, the Hindu goddess of knowledge, music and arts. Prior to 1982, the awards were given for a single work by a writer. Since then, it is for a lifetime contribution to Indian literature. Kannada writers have won seven awards, followed by six for Hindi, four for Malayalam, three for Marathi and three for Urdu. Dear Ven, Your rather long post in a philosophical vein demands reciprocity and let me put down some thoughts here in a similar vein. First of all, like most Goanetters, I've been a migrant away from my hearth and home most of my adult life (and I still am) and I do understand your angst and aspirations. I don't intend to hurt anyone deliberately but I know I could be hurtful in the heat of the moment . Sometimes a little hurt saves much grief later. I know it's Gabriel's case that has evoked such strong feelings in you. I've no doubt that he's a good man who deserves our affections and respect, but he often displays a trait seen among some people who owe allegiance to Portugal: they never miss an opportunity to tar India and Indians with an unflattering brush. As in the case of terrorism, extreme nationalism provokes a backlash. Let me repeat here what I wrote in Goanet five years ago: There is a clear distinction between cultural affinity and political loyalty. To uphold one culture, one need not deride the others. As I understand it (from Goanet posts), Gabriel's main grouse is that he's charged rates fixed for foreigners when he visits India. He wants to be charged Indian rates but he forgets that he holds a Portuguese passport and lives in Australia. Is it fair to call all Indians cheats on this basis? He foul mouths national icons like Nehru and makes up (or circulates) false stories to show that Indians are treated like sh**t abroad. Naturally such actions are bound to provoke retaliation and I was only alerting him to it. No country worth its salt tolerates smear campaign against it on foreign soil. I was reminded of the plight of a gentleman in Germany (originally from Arpora or somewhere in Goa) who was barred entry into India on similar grounds. His case was discussed on Goanet last year. It's a lesson not only for Gabriel but for the entire coterie on Goanet who take sadistic pleasure in India-baiting. From among them, I would like to pick one person for special praise: Paulo. Always a gentleman, he states his case in civil and civilised language, never engages in mean-spirited smear campaign and shows respect to the other side. One may disagree with his views but he commands respect for the way he conducts himself. Why can't the others be like him? I again repeat what I wrote some time back: Let's put the past behind us and look forward to the future. If we continue to hurt one another, it will only fester the wounds... Dears, It is not every day that Fr. Valerian Vaz, Director of Caritas-India and of the Council for Social Justice and Peace, intervenes in public debates on socially relevant issues. The last time Fr. Valerian made a telling difference was when one tabloid tried to defame the Executive Secretary of CSJP with the assistance of quotes leaked by an accidental social activist. At a public meeting held at the Se-Old Goa Village Panchayat hall [between the Basilica of Bom Jesus and the Augustinian Tower archaeological excavation site]at Old Goa/Velha Goa on Saturday 22 November, 2008, he said, Let the Government tell the people of Goa that the proposed garbage dump is at Old Goa and then face the reaction. So far, the Government has refrained from indicating that the Bainguinim site is actually close to the Augustinain Church and Santa Monica Convent [where the mother of Abe Faria lived when he went to become a priest] and other heritage structures of the World Heritage Site of Velha Goa or Cidade de Goa, the Rome of the East, while it is in a hurry to find a dump for the garbage from the emrging Las Vegas of the East in the river Mandovi. The whole set of the protests against the Anaerobic Digester at Patto Plaza in Nova Cidade of Panjim were designed to reactivate the land acquisition at Bainguinim which was about to lapse due to the 2-year time bar of Section 6 notification under Land Acquisition Act, 1894. Other hotels, owned by companies involved in real estate and construction could divert some old cement mixers to treat biodegradable garbage with EM or Panchagavya or other activated solutions to accelerate decomposition of garbage. they can have in-house construction of masonary garbage tanks. [Goanet] Economic Meltdown and Goa
The worldwide economic meltdown and recession is having repurcussions all over the world, India and Goa included. The extent of the effect or the gravity is as yet unknown. For Goa, the immediate effect will be felt in the mining sector where prices of iron ore have crashed by more than 40%. Further with the Olympics over, the demand from China has slackened considerably. Though the bane of illegal mining will go on, the intensity will be much less, giving marginal relief to those actively involved in protests against illegal mining. In the construction sector too there is a lot of gloom. Major real estate companies like DLF, Parasnath, Unitech and others are facing severe liquidity crises. Their shares have taken a bashing and they have huge unsold stock. They are unlikely to push for more construction in Goa. With cash being king at this juncture, tourism will take a beating. All those dependent on tourism income will face hard times in the immediate and near future. Industries too have been affected. Production has slowed down. Order books are slack. Demand is sluggish. And there is general uncertainty. Though not an expert on economy or finance, it is advisable to postpone expenses wherever possible besides tightening the belt at home. Perhaps Gabe or Mervyn or anyone else with insight could give us a low down in layman's language on the current economic crises and where it could lead us and how best we should be able to cope up with it. Two years from now, Goans will have an ocassion to celebrate 500 years of Portuguese rule in India. It was on 25/11/1510 that the Portuguese succeeded in their mission to enter Goa having failed in its earlier attempt in March 1510. Commencing from Kappad sea beach in Khozikode ( then Calicut ) in Kerala, Vasco-da-Gama the navigator who came via the Cape of Good Hope on 22nd May, 1498 , to India, met the Zamorin of Calicut, to trade in spices, much needed for the cool confines of Europe. Having succeeded in his mission he eventually reached Anjediv Island where they set up the first Church Nossa Senhora de Brotas , in tribute to Our Lady. It is believed that the crew scouted for water to quench their thirst having found none they went helter skelter and succeeded in finding a sweet water stream. Hence the name Brotas – Our Lady of Springs . Since 2004 onwards the Island is now illegitimately declared out of bounds by the officials of the Sea Bird Project, to Goans and those from the neighbouring Karwar district in the State of Karanataka in gross violation of the terms of understanding of handing over the Island by the Govt of Goa to the Ministry of Defence. This writer has petitioned the Ministry of Defence to re-look into the matter . Even the President of Portugal and the then Prime Minister of Portugal took cognizance of this when this writer broached the issue with him via email during his visit to India and Goa. There is ocassion to celebrate the 500th anniversary . The Portuguese set foot in Goa apparently driven by the existing wedge between the battling empires viz those swearing allegiance to the Kingdom of Vijayanagar (Hindus ) and those with the Kingdom of Bijapur ( Moslems). The indigeneous natives the “kunbis” “gawdas” and what is now known in modern day parlance as the” van vasis “ forest tribes however felt did not benefit from the new rulers. So also those engaged in traditional vocations . For them to toil by the sweat of their brow remained indelible. The Inquisition was an unpardonable aberration condemned by all Catholics and even the Catholic Church though belatedly in the 21st century, it ought to have been done earlier but better late than never It needs to be emphasized that the present State of Goa was under influence of the Portuguese rule viz a) the Old Conquests (Velhas Conquistas ) talukas of Salcete Mormugao Ilhas (Tiswadi ) Bardez (1510 to 1961 - 451 years ) and the Novas Conquistas Pernem Ponda Bicholim, Sattari, Quepem, Sanguem, Canacona (1763 to 1961 just 198 years) But the credible part of the 451 years of Portuguese rule is a) the Common civil code . based on Continental law . This Code indeed was the “causa prima” for Goa being a cauldron of communal tolerance – not “harmony” as is commonly believed. The “communion de bens” is another unique piece of legislation that has ensured gender equality in matters of property and even the bitter critics or pseudo nationalists have availed of this benefit under the Income Tax Act 1961 (as confirmed to this writer by an ex IT official from Bangalore ) . The final aberration was the stringent and dictatorial rule of Dr Antonio Salazar, in the first quarter of the 20th century not only in Goa but also in Portugal this popular ruler once glorified by the Portuguese turned to be a crude dicatator. But Goans spurred by the clarion call given by Dr Ram Manohar Lohia on that eventful day 18th June 1946 from the Maidan at Margao got our selves Liberated from near mental enslavement . The Velhas Conquistas and its people have brought international reputation to Goa as the “Rome of the East” which earned it the most favoured top twenty five tourist desitinations Nationally the sobriquet of the “Kashi of the South” helps promotes temple tourism in the State mainly in the Novas Conquistas . But together, Goa earned a distinct identity which even the first Prime Minister of free India Pt Jawaharlal Nehru considered as a land of unique people, and demanded that it be preserved for posterity even though it joined the Union of States post Liberation. Tourists world wide and even Indians make Goa the Mecca of their lives --- albeit it is their life ambition to visit this beautiful tiny 25th State of India at least once.—and come they do - now any time at least once all year round 365 or 366 days . This writer visited the Kappad sea front Khozikode where a poor structure reminds one of the visit of the great navigator Vasco-da-Gama in 1498.. Then later this writer visited the other Island of Anjediv which is in Canacona Taluka of South Goa District ( having not been ceded to the Indian Navy or another State by any act of Parliament to this day ) too which now holds a dilapidated chapel of St Francis de Assisi (blame the Indian navy for its callousness and ofcourse the Archdiocese of Goa Daman for failing to put them on notice) and the Church of Nossa Senhora de Brotas set up

Thanks Maa Well, that was my first film at IFFIgoa2008. Others didn’t want to join me so I had to watch alone. I was not all alone; there were about 1000 other people too. The Kala Academy auditorium was full to the capacity and some people seen standing behind the rows. The movie is all about the street children (Abandoned kids, runaway kids etc)The makers of the film had put in lot of efforts to spread the message across. It looks to me the kids are really from the street as their acting was so natural. The film is of typical street kids (Bombay kids) with typical street language such as ‘Ganddu’ Maa Ka chutt’ ‘Bhosddeka’ ‘Hedda’ ‘Saley’ etc etc. (The same Goa version is ‘Cheddiechea’ ‘Fodrechea’ ‘Maim Zounnea’etc) Their lining up for answering early morning nature’s call reminded me of those who line up at Panjim River side (and offcourse, Bombay early morning railway tracks) The film made every body laugh and the film made every body cry too. Spontaneous audience applause (clapping) through out the film had the film even more colourful. The film has shown all sort of social aspects or the social evils that street kids face such as the leaders at young offenders centre (Rehabilitation centre)abusing the kids (strangely this role was given to Alok Nath), Father abusing daughter etc etc. The five street kids done very well. They are MUNICIPACITY, SODA, CUTTING, SURSURI DHED SHANNA. And there is a little baby too (Krissh is few days old). Municipality find a baby abandoned by her mother. He tries his best to find the baby a suitable foster parents….In the end he determines to trace the baby’s mother himself. Did he find the real mother? Yes, in the end he did find out the mother. But how could he give the baby to the mother when he sees the young mother being sexually abused by her own father? At this time, he reluctantly, hand over the baby to a orphanage and vows to take him back when he grows older. Congratulations to the Kids, the Director/producer and the entire crew. The film with a message to all. Guess, what? After the film, when we come out from the auditorium, I was surprised to see all the five kids actors… I immediately took out my camera and tried to capture them all. So, here they are.. Yes I am sure for most of us it rings bells leave alone the Ministers/MLA's and yes not forgetting the nouveau riche class. I am a daily commuter who makes use of the public/private government transport service and I am penning this down to tell you how displeased I am with the services provided. Each day I think a tin of sardines is also now decently packed leaving enough room inside. But in a crowded bus you can barely lift your arm or move for that matter, if you happen to be a passenger who wasn't lucky enough to get a seat. While the pole dance refers to contortions you are foced into,clinging on to the bar on the seat or the pole on the ceiling of the bus, with the buses racing to collect maximum number of passengers at rocket speed you just can't help to swing on one of those poles!!! Although I am a science student I choose not to take biology but may be if I had I would have opted to study medicine where I would have to study anatomy as one of curriculum subjects, but in a packed bus you are forced to study it where some of the male species consider themselves more then lucky to be imparting it to you forcibly. Often I wonder why are not the rights of the protected citizens observed like Senior Citizen Only, Handicaps Only, Ladies Only or something like No Smoking, Only 13 Standing and as to why no account is taken to the complaint/suggestion box. And most often to make matters worse these buses when they start the journey they crawl yes I mean literally crawl may be if you got down and walked you may have reached faster, and why is ticket less travel ok for public private transport except for the time when the news spreads like fire that Aare mukar RTO aasa re. I guess after loosing hope in the local people the Ministers/MLA's have strategically worked out a plan to influx the land of Goa which was once called paradise on earth with immigrant population to help them fill their booty with majority number of votes and never thought of providing adequate transport facilities hence making the buses over crowded I wonder what will it take the concerned authority to realise that it is torture to make use of the public/private government transport. Or may be its about time the Minister/MLA's be asked to make use of this transport facilities while on duty to truly understand how irksome the entire journey can be Valerie Vales Raia.

Exhibition 'Framing Time' inaugurated NT NETWORK Posted on 2008-11-24 PANAJI- The celebrated dramatist and filmmaker, Dr Jabbar Patel on Sunday said that Doordarshan should launch a special channel for the telecast of documentaries and noteworthy films, as also exclusive programmes on legends from various fields. Speaking as the guest of honour at the inauguration of an exhibition titled Framing Time, based on screening of documentary, short and animation films produced by Films Division, a wing of the Ministry of Information and Broadcasting, Dr Patel said that the Films Division, during its existence for the last 60 years, has practically covered all socio-political and cultural events of India. These Films Division productions is a treasure in itself and have now become reference points for film-makers from India and abroad, he observed. Earlier, the screening exhibition was inaugurated by the IB secretary, Ms Sushma Singh. Mr Kuldeep Sinha, the chief producer of the Films Division, in his speech said that the gap between the mainstream cinema and the documentary films is fast narrowing. Speaking further, Mr Sinha stated that Framing Time will try to present the ambiance of the past world to the viewers. We will be screening various packages of films, including those based on Goa and the World War II, he informed. An exhibition of photographs, showing the growth of Films Division during the last six decades also form part of Framing Time, he concluded. The inaugural function was followed by screening of a 20-minute documentary titled Soil That Was Ours by N S Thapa, about Goa's liberation from the Portuguese rule. The documentary films on World War II namely Divide and Conquer, Battle of Britain, Battle of Russia, Prelude to War and Cameraman at War will be screened on November 30.

We want to draw national attention to the struggle which has been waged in Goa against speculative real estate projects, the assault on tribal people, their displacement, the selection of new agricultural villages for open cast mining and our alternative model for participatory development, said festival organiser and national law school academic Jason Fernandes. The alternate festival opens with award winning documentary India Untouched Stories of a people apart, a comprehensive look at untouchability in current day India, by K. Stalin. Digital narratives on tourism, the region's anti-SEZ movement and spontaneous protests that have sprung up against 150 holiday home projects in several villages of Goa are interspersed with interactive sessions and discussions. Films on similar issues from elsewhere in the country have also been called in. The festival will screen Goa under Siege, an examination of adverse effects of tourism, by Gargi Sen. Let us hope the salary caps and the freeze on bonus and dividends that the Democrats want to place on the management (of all these near-bankrupt companies) will make all realize that the time for the 'pigs feeding at the trough' is over. Now the Republicans referring to the bail-outs are not talking about the Nanny Government. Though some Republican Congressmen to their credit are asking the corporations (who are seeking govt. help) some tough questions. The game the hard core (aka pseudo) Republicans now are playing are the near-racists jokes on Obama, while the country is sinking and being robbed by patriotic Americans. When the press wants to be serious, they talk about Palin. I was heartened to see the view expressed on Fox News Channel, that Republicans have to come up with policy alternatives and solutions to the problems, rather that just be whiners of what the Democrats are doing. The conservatives - via their news channels, talk-radio hosts and commentators, will soon be irrelevant, even with Republicans, if they are not more intellectual. The attempt to make easy-money (aka profits) is of course not only confined to USA. It also involves Europe. These include the trans-national financials like International Banks, Hedge Funds, Credit Default Swaps, Sovereign Funds etc etc. Unfortunately as the big corporate giants struggle and trash-around to stay alive, a lot of grass will be trampled upon. Many Goans in the diaspora may find their jobs threatened and some forced into early retirement. Seeing how things are going on in USA, likely the same is going on in India; as the economy and the stock market nose-dives. Likely there will be a severe damper on the year-end holiday revelry in the Goan Paradise. Goans for the past 46 years have been given to believe that 19 of Dec is the 'Liberation' Day of Goa. In 1510 Afonso de Albuquerque on the behest of my cousins Timoja and Poi Liberated Goa from the Mouros. Incidentally the day celebrates the feast of St. Catarina. Today who knows what would have happened without the actions of Albuquerque. Maybe all of us would have been kappas. BC

Dear Goanetters, The Corporation of the City of Panaji (CCP) has been labeled as a disappointing public body, that keeps on failing on many accounts, particularly in the management of garbage. I agree, as they are responsible for the mess they are in. However, at times, there are others that are at fault, but as usual, just the CCP gets its face blackened, and that's not right. I'm not defending anybody, but just stating facts that have been missed, misreported or distorted. Take for example the recent events that have taken place. * - The Anaerobic digester has developed problems because of faulty design and improper waste characteristics analysis. Besides the RCC platform developing leaks, as a result, a 1mt+ thick layer of fatty tissues and oil residues has formed within the digester and nobody including the experts and manufacturesrs have any solutions to fix this problem. Now while CCP gets flak for its failure, nobody's even investigating the consultant, Mr SR Malley, or the Manufacturer Hydro-Air Tectonics who have abandoned this plant and been paid substantial amounts for the construction of the same. CCP's repeated calls to the consultant have gone unheard, and has now sent him a notice. Odour from this plant was not originating from this specific failure. It was instead from the accumulated waste stacked outside the plant for want of treatment within this plant or any larger alternate area. In the absence of any alternate treatment site, garbage was accumulating and rotting. Though CCP's staff did treat the waste with odour control inoculants, it was fairly inadequate, manually possible to only treat the surface waste and its periphery, and as a result, the majority of this waste did not get treated and hence the smell. About 10-15% of plastics, glass and metal mixed in by careless hotel and restaurants made things worse, slowing the effect of odour control mechanisms and causing mechanical failure once they accidentally entered the plant machinery. * - Schools protesting this odour were right in marching upto the CCP office and protesting. However, students barging into the mayors cabin and littering the mayors cabin, table and chair with waste was most distastefully. Is this the kind of message that we want students to get? All meaning in the protest was lost with this action. Wether the students were led or not, it was the teachers responsibility and hence their failure. They too seem to have got away from whatever action, squashed by the education minister. * - In the absence of an alternate site for treating hotel waste, it was decided to stop collecting the hotel waste in the last week of October. However, with discussions with the hoteliers, it was decided to give them a week, and then a fortnight to come up with alternate measures. The fact that the hoteliers did absolutely nothing on this front was also ignored. CCP on the other hand explored various ways of treating waste at alternate sites, with shorter disposal times and so on. However, none of the initiatives proved to provide a solution within a short time frame given. When the deadline was up, CCP gave a further extension of 3 days and then stopped the collection of the hoteliers. The media is given to understand that its a bad deal to th hotels, while the CCP ignores their basic responsibilities. The fact is that the hotel owners have not explored any alternate options and today the waste picked up and disposed out of CCP's jurisdictions is paid for by CCP itself, approximately Rs. 12-17,000 per day. * - It's really strange that 12 persons from the same school all suffer from nausea and vomiting all on the same day, that too immediately after a petition was filed. Everybody knows that it was all made up, but the IMA, and various NGOs hyped it even further with their comments, stating one could even DIE if nothing was done. All this said about students that study at least 300-500 mts from the plant location. What about the workers at the site that work there for 8 hours every day? Does anybody care about them? I've been at the site, and yes, the smell is foul. Spend more than 20 minutes at the site and the odour gets into your clothing and you smell of garbage for the entire day. However, I have regularly been at that and similar sites for hours in the past 3 years, but, I have never vomited or felt as nauseous as they claim. None of the CCP workers have ever been taken to hospital for any of these symptoms. It all seems to be hype, just because it was in their backyard. Classic NIMBY. Not In My Backyard. *- Now it's Bainguinim. First, please use correct terms. CCPs not planning to DUMP garbage there. CCP needs sites for three major aspects of waste management. Composting, Recycling and Landfilling inert waste. I believe that there is enough space within Panjim's jurisdiction for setting up compost as well as recycling units. Valerie Valles' article really aptly describes the horrendous travel travails in Goa buses. Whenever, I have to unfortunately avail of a bus, because of the exorbitant prices charged by rickshaws and even pilot bikes, it's miserable and I arrive at my destination absolutely asphyxiated. Can't something be done about this? Or is one supposed to accept it as part of our Goan culture. Moreover, can't auto rickshaws be forced to charge fair amount. It's one rate for foreigners, another for non-resident Goans (e.g. Bombayites) and yet another for Goans. Can't meters be enforced? Mario asks: Valerie, In a free market society, the excess of demand over supply that you are describing would be seen as an opportunity for some enterprising enterpreneur to start a competing private transportation service, for which many working people may be willing to pay a little extra for comfort and convenience. This would be a more efficient and organized version of the motorcycles that transport individuals in Goa for a fee. For example, I have a Filipino friend who bought a mini-van in Manila that seats about ten people that she rents out to a driver when she is in the US where she lives most of the time. The driver transports passengers to and from Manila Airport for a fee and pays her a rental fee per month. When she visits, she has use of the van for herself and her family. She benefits from the monthly rent, the driver benefits from the money he makes and the passengers benefit from the service as well. There are many Goan NRI's who could do the same or some version of it, and local nouveau riche Goans may be interested, too. However, I have no idea whether the municipal authorities in Goa have any restrictions in the form of licenses, permits, bribes, ...er, commissions, etc. which may make such an option less feasible if not impossible. Such restrictions on commerce are often features in a country like India, and such restrictions benefit the bureaucracy and the politicians and increase their relative power at the expense of regular citizens.
