At Goa  Dabolim International Airport,  some unknown culprit  entered into the 
Flamingo Duty Free Shop by digging a hole into the wall and attempted to steal 
Duty Free items worth about Rs. 3.5 lacs.  Luckily, the stolen items were later 
found in the campus of the airport premises.

Investigation revelaed that it was none other than a Police Constable Hemant 
Kankonkar who was actually involved in the burglary.  Mr. Kankonkar was 
attached to the Police Outpost at Dabolim Airport.

He was immediately suspended and later on dismissed after foolproof evidence 
was found against him by the Goa Police Dept.

After the Bollywood movies like Shri 420, Aunty 420 etc

Two Calangute constables caught selling ‘heroin’ 

Panaji: Two constables from Calangute police station were caught red-handed 
while trying to sell heroin worth about Rs 3 lakh at Calangute late Wednesday 
evening. 
   Sources revealed that the the Anti-Narcotic Cell of the Goa police had set a 
trap for a drug dealer who had promised to deliver 1 kg of heroin. However, 
instead of the dealer, the two police constables, Rajendra Pednekar and Kalidas 
Shetye, arrived at the spot with 750 grams of heroin and handed it over to the 
decoy customer sent by the ANC. The duo were caught in the act. 
   When contacted, senior SP V V Chowdhary said, “We are inquiring into the 
matter and will take appropriate action.”

Response:
Fortunately we are not living in a banana republic. There is such a thing
called due process of law and justice. There are 26 mercy petitions pending
before the President, of which Afzal Guru is the 26th. It would be a
travesty of justice if someone is picked up out -of-turn just to fulfill
the lust of some blood-thirsty citizens who want to use it as a political
tool to secure votes. Incidentally, when the BJP was in power, it sat on the
mercy petitions for over 6 years.

Accidents have a way of snatching lives, later reminding us that all
lives are precious and noble. A few years ago when an entire family in Goa
lost their lives in an accident, I mentioned that it is only when
politicians loose one of their own that perhaps one may hope to see some
change. After I had sent it out, I hoped that this would not happen; for a
moment, I had forgotten my belief in the preciousness and sanctity of life.

Another relationship has been shattered. This should not happen to anyone,
and particularly these days when its simply a matter of implementing with
rigor rules and regulations. In fact, this program should have been taken on
by Doordharshan decades ago, almost like one of those reeducation programs
if you will. Things like teaching people safety, civil behavior, driving
etiquette, courtesy, etc., other than the obvious Hum Do Hamare Do (We Two,
Our Two), or something on the lines of Hunda Deuu Naye Geuu Naye (Give Not
Give Dowry, Nor Receive It. A lot of social education was left undone and
unfinished. Perhaps we do not take to self-education too kindly.

A related segway: In 2005-06, I was in Japan for three months, of which
seven weeks were spent in Awajishima, Hyogo Prefecture. Nagasawa in
Awajishima has a school with about ten students and I think four or five
teachers. The facilities were simply excellent. The students would often
walk home from school on an undulating road on which trucks carrying soil
would come from somewhere in the hills at pretty high speed. But no matter
what, the minute a driver saw the children --- walking single file,
and usually by the edge of the road --- the truck immediately slowed down
and kept slowing down till it would gently passed the students, mind you
these were tough arsed characters as most Japanese in construction, trucking
and a few other industries are. it was a joy to see the subtle choreography
-- the juxtaposition of the truck and the children walking. There was no
honking, no startling the children in anyway including sudden braking,
yelling, leering, just, I presume a certain dignity towards them. That image
has stayed with me.

Some day I hope people are taught to look across classes and social
positions -- taking into consideration their circumstances. So if a truck is
coming out of a mining village, no matter what, the driver as well as the
principles of the business and the police must see to it that the truck
being driven on village roads or even in proximity to a village, even if the
highway runs through a village must have certain responsibilities to its
environment, and that the people matter. Of course the contexts are
different from driving on a regular highway, and those distinctions have to
be made in a country like India, otherwise we can talk about India Shining
till we are constipated. I would think these are issues that the Governments
Secretaries should be looking at. This is not rocket science we are talking
about, and that too is pretty simple as shown by our earlier President.
People matter dammit. This business of taking, taking, taking -- has to end
someplace.

My condolences to the family of Mr Eurico Santana Silva. May Thelma Pinto e
Silva rest in peace.

I have heard that one can actively go to the polling booth and not vote for
any candidate. If such votes exceed the number of votes of the leading
candidate, then the election is automatically countermanded.

It was an option during the paper ballot days to deliberately invalidate
your vote. It is possible that this
one though may be existing in law has been quietly removed when turning
the voting process into an electronic one.

With the current dissatisfaction against politicians but at the same
time no alternative emerging, this is an option that people can exercise.

Can someone who knows the constitution well confirm that such an option
exists or at least existed during the paper voting times ?

it has come  to haunt not only  the U.S.  and its junior partner the U.K.
but above all it threatens  to engulf the whole of the Indian sub-continent

To understand Pakistan  we have to know  the three layers  on which this
nation is based.

At the bottom layer is the failed state of Pakistan run by the likes of
Zardari, Gillani , Quereshi, etc. These pin striped gentlemen  with smooth
tongues have no control whatsoever over its second layer
i.e. the rogue army which is well organized  unlike the failed state of
Somalia with no credible army to back it.  The second layer in its turn  too
has no control over  supra-national organizations like the Al Qaeda and
Taliban on Pakistan's western border and Lashkar e Toiba and Jais e Mohamed
on its eastern border.

Today the U.S. cannot claim innocencefor they were responsible for the
creation of Al Qaed and Taliban  to fight the Soviet army in Afghanistan.

Dear Addme, Some years ago (2003), when I was involved with this side
of the profession, the circulations of Navhind Times and Herald were
in the 30,000 to 33,000 copies per day range.  Gomantak Times is
probably around 10K or less.

Advertising prices are quoted in column centimetre. A "col cm" or
"column centimetre" is one column wide, and a centimetre high. We
don't use inches much here now.

In those days, the column used to be 4.5 cms wide, and there were
eight columns to the page. Now, they've shifted to seven columns to
the page but the page width has also shrunken a bit

Depending on what subject you want to advertise, the rates vary.

It's cheaper to advertise for tiatrs (entertainment-related info has
some reader-value too) or obituary ads. It should cost anything
between Rs 100 to 200 per column centimetre. If the advert you're
talking about is roughly 10x2 col cm, it could cost upto Rs 2000 or
more.

If you pay a 15-25% extra, you could ask for a specific position in
the paper. If you pay 100% extra, it could (subject to conditions)
appear on the front page. These are very rough calculations. Check out
with the office concerned. You could try emailing them. FN

Why would a spirit be confined to a soda bottle? 
Why would it come out from a soda bottle if it is resting there?
More importantly, why do people in Goa have all the fun with spirits?


In North America our fun is restricted to keeping a look out for IFO's and 
aliens from other planets who are out to kidnap us. The nice thing about 
watching out for aliens is that the more one is in touch with er, spirits,

Fresh reports indicate that fidayeens are likely to carry out terror attacks 
in Goa and Pune on the eve of Christmas and New Year


Mumbai police and the central intelligence agencies are questioning Azam 
Amir Kasab on the whereabouts of the 490-odd militants who were trained at 
the same camp in Pakistan as him. A copy of an intelligence report available 
with MiD DAY indicates that more than 500 terrorists plan to enter the 
country posing as fishermen.


Kasab, the lone surviving terrorist in custody of the crime branch, has told 
the police that he is a Pakistani and had undergone training at a Lashkar 
camp in Pakistan.


The questioning assumes significance in the wake of fresh reports that 
fidayeens plan to infiltrate Goa and Pune. A senior officer with the 
Anti-Terrorism Squad confirmed that Pune is on the hit list of the fidayeens 
because of the booming real estate in the city and its emergence as an IT 
hub. Goa was a terror target two years ago as well.


The long coastline in Goa and the security loopholes there suit marine 
militants. Both Pune and Goa also have a large inflow of foreigners 
potential targets of the fidayeens. It is reported that the terrorists are 
likely to strike on the eve of Christmas and New Year.


ISI training

Interrogation of a few militants by the central intelligence agencies has 
revealed that the ISI along with the Navy is imparting training to LeT 
terrorists and other groups like the Hizbul Mujahideen and 
Jamait-e-Musalman.


The fidayeens are taught to swim, handle large boats, lay mines in coastal 
zones and plant bombs under dams, bridges and ships. The final phase relates 
to training in navigational techniques, rescue operations, surveillance 
methods, concealment of explosives and underwater attacks on enemy targets 
and coastal vessels.


Al-Qaeda threat in December '07
In December 2007, the al-Qaeda threatened to carry out terror attacks in 
Goa. Indian authorities decided to strengthen security in Goa after 
intelligence agencies warned of a 'Bali-like' attack, referring to the 2002 
bombings that  killed 202 people, many  of them foreigners on 
vacation.Usually, tens of thousands of backpackers arrive in Goa in December 
to celebrate Christmas and New Year.

Response: 1. Santosh is well aware that  www.faithfreedom.org is a blog

/ changes/ deletions whereas Times of India is a national newspaper of over
100 years old  standing and has a legal responsibility for the matter
published therein.
2. The article was published in the ToI on the 28th Nov 2008 whereas it was
posted on the blog on 29th Nov 2008. It is therefore very clear which is the
original.
3. If Santosh is convinced that the article in ToI has been tampered with,
he should have the courage of his convictions to write to .the editor of ToI
and say so. The very fact that he does not do so, says it all.

Santosh: Please note that one with "The Sad End of Hemant Karkare" as the
title is likely to be the original version, despite appearing on the
internet at a later date. This is because that version was in an unedited
form with some minor grammatical errors and ambiguities

Response: This is convoluted logic at its best. Logic turned upside down.

In a tragic accident last night at 2220 hrs the official car No: GA-03-G-8008 
in which  Justice (Retd) Bombay High Court ,  Mr Eurico Santana Silva currently 
the Chairman, of the State Police Authority,  Altinho, Panaji , r/o Borda, 
Margao and his spouse Ms Thelma Pinto e Silva n/o Candolim Bardez , were 
travelling on their return journey from Panaji after attending a private 
function, collided with  an oncoming water tanker GA-01-T-7272 just beyond the 
Titan junction on the NH 17  towards the Cortalim  Margao road  as 
confirmed to  this writer telephonically with the Verna Police Station today.  
The accident took place at a spot where there is no  road divider according the 
police official . 
    
The accident resulted in the  instant death of Ms Telma, whose body has been 
sent to the morgue, while Mr Silva is under observation at the Goa Medical 
College Hospital at Bambolim in CCU 124.  “ He is unaware of the death of his 
spouse “ cautioned  Dr Rajan Kuncolienkar Medical Superintendent of GMC who 
spoke to this writer telephonically this afternoon.  According  to some 
eyewitnesses who spoke to this writer but preferred to remain anonymous  owing 
to the high profile of the accident victims ,  at the  scene of the accident 
late evening the car was a total wreck, and there was  blood all over when  
some passers-by tried to extricate  the body of Ms Thelma . Mr Silva was 
believed to be in a state of shock   Incidentally being a feast day several 
people retuning from the Feast late evening too were at the spot assisting the 
police according to the eyewitnesses. 
  
Meanwhile according to some sources at the residence the family awaits the 
return from Portugal, of  three of  the  four sons of  Mr Eurico Silva, the 
other a judge in the trial court   and his wife a medical practitioner were at 
the GMC Hospital, according to Hospital authorities. 
  
The driver of the car is also under treatment in the trauma unit,  while the 
tanker driver has not been traced yet till the time of  filing this report. 
  
The accident has sent shock waves among the legal  fraternity and well meaning 
citizens of Goa.  Incidentally Ms Thelma a pianist was tutoring students for 
their forthcoming  exams at  a  prominent shop in Margao dealing with 
liturgical matters during the last two weeks .  Today some children who were 
awaiting the arrival of their teacher were shocked to learn of the tragedy .  
She had an amiable disposition and was held in deep affection by those that 
encountered with her.   The funeral date has not been announced thus far. 
  
According to some people in the vicinity they have stated that this road is 
prone to accidents and it is only the Almight that has saved the lives of 
many.  They felt that the dividers should extend beyond the present junction to 
avert future tragedies .  Ill illumination is also considered as a cause for 
such accidents as there are no  proper road markings to guide the drivers 
unaware of the road terrain.

Sir,

It makes me feel no end safe and secure now that the border check posts are
liberated from the rapacious greed of the Goa Police. I find my self at a
loss to find words of praise for the I. G. P Kishan Kumar who actually had
to disguise himself, use his unofficial car and sleuth on bike and foot to
film the corrupt border guards.

That corruption is rampant in the police department is a well known fact and
even a school child of average intelligence will tell you, Sir. If you do
have the time please take the time to check the records of the Panaji Police
Headquarters. You will find that some years ago a police officer on duty at
the police station booked a complaint against a traffic constable who was on
duty at the bus stand for depositing a bundle of cash at the Panaji Police
station counter. This was widely reported in the news papers. There was no
further development in the case so presumably it was swept under the counter
(literally). It is a disgrace to read in the newspapers that the hafta is
spread across the board from Ministerial level to constable level!

The point I am trying to make is that will the I. G. P. show as much
diligence in putting a stop to the hafta taking by the cops in all matters
such as foreigners riding bikes, the buses at the major bus stands, the
matka taking (how can one explain a stall having only a table and a chair
manned by a guy with receipt books and nothing else?), the laxity in
enforcing traffic rules against overcrowded buses, non issuance of tickets,
police themselves breaking traffic rules, the illegal scrap yards, ?

May we know what the vigilance department is doing? Do these guys read the
local papers? Or watch television? Newspapers have reported that a police
inspector has a house way beyond his known sources of income. So how come no
action is taken?

The ordinary citizen needs liberation from these acts of extortion

In the aftermath of 26/11 when all brooms are sweeping clean, will the Goan
brooms come out of the closet?

intentions of running for political office in India, which is one of the few
things he is not allowed to do as a foreign citizen.

We clearly see Mr. Kelekar, while claiming he is not censoring or ostracizing a
fellow-Goanetter, Rajan Parrikar, urging everyone on Goanet to note that said
Rajan Parrikar does not have the proper credentials to get involved in Goan
affairs because Mr. Kelekar claims the aforementioned Mr. Parrikar is an
American citizen who must renounce his American citizenship and change back to
his original Indian citizenship before anyone should allow him to be
"deeply involved in Indian politics".

Mr. Kelekar has also written, "Some of these (not all) who cast themselves
as Hindus, are the height of hypocrisy. Having made their career in a
"Christian" country, and probably even having taken the citizenship of
that country, they are now trying to save their religion."

Thus, according to Mr. Kelekar, Mr. Parrikar does not even have credentials as
a Hindu since he ostensibly lives and works in a "Christian" country. 
[Memo to Mr. Kelekar:  The USA is a secular, not a "Christian"
country]

In the learned opinion of Mr. Kelekar, Mr. Parrikar is null and void with
regard to anything concerning Goa and Hinduism, and must therefore shut the heck
up on these two subjects and confine himself to off-topic posts in this forum. 
Yet, Mr. Kelekar claims he is not censoring or ostracizing Mr. Parrikar.  Of
course not.  Just reminding everyone, Mr. Parrikar is simply null and void.

The aforementioned Mr. Kelekar, has also informed me as follows, "If you
want to do something for Goa and you are born an Indian citizen, it is
elementary that you shouldnt be taking up US citizenship. Otherwise, what are
your priorities/commitment to Goa vis-a-vis US ?"

Since I am a Christian living in what Mr. Kelekar falsely calls a
"Christian" country, I am so relieved that he will not object to me
opining on issues involving Christianity in India, like the Christians getting
beaten up by extremist-Hindu mobs.

I hope the British and Canadian Goanetters are closely following Mr.
Kelekar's line of thinking, even though he has singled out only American
Goanetters as unqualified to help Goa.

If Mr. Kelekar would concern himself less with the credentials of his
fellow-Goanetters and do some research on recent history, he would learn that
the four countries where most foreign Goanetters come from, namely Australia,
Britain, Canada and the USA have done more for other countries in terms of time,
treasure and giving their very lives on behalf of others than what Indian
citizens may have done for themselves since Independence.

I think we "foreigners" have EARNED the right to help Goa and India
and any other place we choose to without bothering about one frustrated
Goanetter who thinks only citizens should be allowed to help a country, yet has
been unable, as a citizen, to do so.

With the advent of the OCI, even the Indian government disagrees with Mr.
Kelekar.  I am only urging the public to note the above.

grandmother told us).

We were told that  she possessed a lot of people especially young girls and

brides home( poltonem) we heard and saw too one girl became sick  suddenly. She 
was bride's neighbour who did not come for wedding becqause she was mourning  
who accompanied  back home with bride's old aunty  that day. We heard the story

man brought to frighten her and all started asking questions with her. She was 
a female spirit from that area too who had died some years before and  we asked 
lots of questions with her she used to answer at once who knew everything of 
our area. She used to call of
 us with our names too, but she never told her name at once. Like this  went on 
upto wednesday she told us who she was. Even I asked her why you were not 
telling us your name earlier. She said that she was afraid because her brother 
was there whom she don't want to disclose her name. I asked her why are you 
here she said for penance, where are you now she said outside world roaming 
around  this is a punishment from God because I used to  spoil bread, they had 
a bakery and feed for pigs which she used to raise at home and never give to 
the poor people. She died due to TB sickness and she never married and since 
she was a spinster,  she came to fulfil her wish to see her friends wedding. 
That day was her friends wedding and she came to witness the wedding that was

On wednesday she said she will go and she gave us time too and  a group of us 
were standby with her to see when she is going and where. She exactly went to 
her own house and to her place where she used to sit before her death on a 
rocking chair and fell on her forehead and finished the end.

Panjim Residents to show solidarity with Mumbai Terror Victims

Residents of Panjim will come out on the streets of the city to
participate in a "Candle- light Rally" on Sunday, the 7th of December
2008, to show their solidarity and pay homage to the victims of Mumbai
terror attacks and the brave Jawans who fought with their lives. The
solidarity Rally shall also highlight the need of the State to promote
India's spirit of "unity in diversity", to take measures to ensure the
safety of its citizens and to ensure that the perpetrators of every
Act of Terrorism and Violence are brought to book

Shri Yatin Parekh, Dy Mayor CCP has initiated this programme to mark
the 12 day remembrance of the terror attacks on India's financial
Capital and he will be supported by Social clubs from the city, namely
St. Inez Sports and Cultural Club, Rudreshwar Panaji, Rudreshwar Yuvak
Sangh, St. Inez Sanskrutik Mandal, JCI St. Inez and Panjim Gujrati
Yuvak Mandal.

"Country First", the Rally in Support of the terror Victims will
commence near the St. Inez Municipal Quarters at 6 pm and then proceed
towards 'Azad Maidan' before culminating back at the venue near the
Municipal library at St. Inez, where a short patriotic programme will
follow. Prominent Activists/ Speakers will also speak on the occasion.

Poems, Essays, etc which shall prominently be displayed at the venue
and certificates awarded to the participants.

The dastardly and clinically executed attack on Mumbai (and on
India) by a professionally trained and stone-hearted terrorist outfit  has
understandably outraged the citizens of this peace-loving and tolerant
country.Media reports, particularly on national TV channels have outdone
themselves in reporting the anger and the resentment which is felt by all
citizens, without exception.In the aftermath of such a massive tragedy
it is therapeutic for some people to vent their anger and frustration in
public.  Hopefully, this will also serve as a safety valve for the pent-up
anger of those who can only vicariously give expression to the hurt and
numbness which lies deep in their hearts.

Under certain circumstances anger is a normal response.  But
under  no circumstance should anger be allowed to determine the future
course of action to cope with a tragedy.   By interviewing people from all
walks of life on TV and conducting "public discussions,"   the TV channels
are, perhaps, carrying out their objective of disseminating the news as they
see it,but there is a danger that these TV channels might lose their
objectivity and become partisan as seems to have happened in the wake of the
Mumbai blasts.   

The impression that one gathers from viewing the footage and the
discussions is that some of our TV channels are being less than fair  to the
authorities who had to cope with a tragedy of unprecedented proportions.
To blame them for being "unprepared" is accurate only up to a point.  To
condemn them is unfair.   Urban terrorism is a new phenomenon for which even
"advanced"  countries have proved to be unequal.  The attacks on the World
Trade Centre in New York caught the American security system completely by
surprise;  as did the attack on the Pentagon, and the train bombings in
Madrid, in London and in Tokyo.   We seem to make comparisons with these
events without acknowledging that those Governments and their Intelligence
agencies were also caught completely unprepared.   It was only after the
attacks that those Governments began to upgrade their security apparatus.
The Government of India  could not have been expected to be any better
prepared.   It is only after a number of similar attacks that the Security
Agencies are able to discern a pattern and to make reasonable projections
about the nature of future attacks.   It is indisputable that our
Governments are totally unprepared to handle urban terrorist attacks.
Multiplicity of  agencies, lack of sharing of information,  non-existence of
coordination in the processing of intelligence reports are only some of the
faults that have become evident from the analysis of recent attacks.   A
knowledgeable person who was interviewed on TV  emphatically asserted that
the handling of the Mumbai attacks could have been more effective had there
been a clear "Command and Control"  Centre in existence.   We are always
wiser in hindsight.

The important lesson, however,  to be learnt  from the Mumbai
experience is that urban terrorism is an activity for which "professionals"
are rigorously trained for long periods of time.   Let us not delude
ourselves that every citizen who has suffered from the fall-out has a
technical or organizational solution to offer.   It is one thing to give
vent to our anger and frustration,  but it is quite another thing to proffer
advice to the "professionals" on  how they should do their job.A certain
restraint seems to be called for in public airings by TV channels.Also
to be borne in mind is the reality that the media (specially TV)  has its
own unique role to play;  but this does not include becoming a platform for
protest - specially when the protest is unfocussed, inadequately informed,
diffused  and vague. Unfortunately, our local/national  TV channels did
not distinguish themselves in the course of  reporting the tragic attacks.
One small example is the fact that a TV reporter repeatedly announced that
she knew the number of casualties in the Taj Mahal Hotel, but that she was
not going to share this information with the viewers.There might have
been good reasons why the casualty figures should not have been  disclosed;
but it was inappropriate for her to repeatedly insist that  she was not
going to reveal these figures even thought they were made officially
available by the Hotel and the Security authorities. 

Anger and frustration is understandable,  but emotional
outbursts do not contribute towards finding solutions to the problem.
India's TV channels should refrain from becoming the platforms for protest,
specially when these protests are incoherent and unfocussed.   The Security
Agencies should be allowed to make their assessments of the attacks and to
identify their

Goa border areas check posts, police really taking hafta from all vehicles?

The answer is yes.

And this is not something new or recent, it's been going on for a long time now.

Did you know?
They make upto Rs.30,000 per day by means of hafta collection.
I am sure half of it goes to the SP and Dysp of that area/taluka.
Who knows? Local ministers/MLA may get their cut too.

Imagine making money upto Rs.9,30,000 per month.
If half of it goes to higher up, the remaining half will be shared amongst the 
3 or 4 at the check post.  That means each will get about Rs.1,15,250 per 
month. 
And what will be their actual wages?
It would around Rs.8,000 - 12,000 p.m.

Recently, upon a tip off,  GOA IGP raided the check post in North 
Goa-maharastra border (Patradevi) and he himself saw a man collecting Rs.10 
each from each and evry 4 wheelers (light), heavy vehicle pays more.

The area SP/IP and 2 others immediately placed under suspension.

All it matter for them was the hafta and they let the vehicle go unchecked.

And who said Goa has strict security policy ?

It's a shame Goa police not taking it seriously even after the recent Bombay 
terror attack.

I find it ever more strange to know that the Goa Police Higher ups including 
The IGPs did not know about the illegal hafta  collection at the border check 
posts/entry points.

Not just Goa Police but Maharastra Police taking hafta too.
Recently, when we visited 'Amboli Falls' they would not let our Qualis go until 
and unless our driver pays Rs.20.  It end up in arguments and in the end no 
money paid but we lost about 40 minutes of our limited time just for Rs.20.

btw, halfta has become part of their job and offcourse, a major part of their 
dirty income.
