GSRP COMMENTS:

The Goa Su-Raj Party protests the issuance of this circular to the 
government departments as it is illegal. The illegality lies in directing 
the government departments to display the signboards in the following order: 
'Konkani' [in Devanagri], followed by 'Marathi' and in 'English', where 
MARATHI is not, repeat not,   Goa's Official Language.


A plain reading of the Language Act, 1987, states that 'Konkani' [in 
Devanagri script] shall be the sole Official Language of the State of Goa". 
Period. The Mergerist lobby has, however unfortunately, succeeded in 
inserting a line in the Act to say that  "Marathi may also be used for 
Official Purposes".  This Party has always considered this as the  most 
prominent and affrontal 'back-door' merger of Goa into Maharashtra from the 
very beginning of Goa as an Independent State, and these attempts have never 
ceased. The recent attempt to take Goa into Maharashtra is the MOPA Airport 
project.


The above directive issued by the Goa's Chief Secretary is illegal and must 
be withdrawn immediately.


GOA needs to PROTEST this circular, massively,  to stop this 'mergerist 
nonsense' once and for all.


The Goa Su-Raj Party's directives shall be:
'KONKANI' [Romi & Devanagri]
ENGLISH

This Party has already said [in it's permanent manifesto - THE ROAD MAP FOR 
GOA  - that it will amend the Language Act, 1987, accordingly, to remove the

A few weeks ago, while reviewing Suresh Kanekar’s autobiography (a large part 
of which dealt with the author’s experience during Goa’s freedom struggle) I 
had claimed that accounts and histories regarding Goa’s decolonization were 
viewed through a sacral veneer of nationalism and were hagiographical in the 
presentation of their narratives. However, I had also pointed out that 
Kanekar’s memoir could be used to think afresh about Goa’s decolonization. I 
shall continue to grapple with this theme in reviewing Shrikant Y. Ramani’s 
Operation Vijay: The Ultimate Solution.

Ramani has attempted to give a blow-by-blow account of the Indian army’s action 
in Goa. He says that he has used both Indian and Portuguese sources. Using such 
multilingual sources is a requirement of methodology but the problem here is 
that Ramani is not critical of his sources. In many places he has, as admitted 
in the preface, “literally” reproduced entire documents or primary sources; one 
sometimes has no clue where Ramani is presenting/discussing his arguments and 
where he is reproducing his documentary source. The use of source material from 
the Indian and Portuguese sides, it must be mentioned, does help the reader in 
the corroboration of the events/incidents.

19 December, 1961 was a momentous event not only for Goans but also for the 
international community led by the United Nations. A brief survey of the 
academic writings that were produced before and after 1961 (including an 
interesting essay by Oliveira Salazar, the dictator of Portugal) suggests that 
the debate has been either condemning/delegitimizing India’s claims or 
justifying them. But a critical engagement with these ideas and arguments is 
missing in the book. What we get is a rather simplistic, nationalist 
understanding from the perspective of the Indian nation-state. 50 years later, 
we need much more critical and probing reflection where, apart from the great 
leaders, statesmen, gallant soldiers and international politics, ordinary men 
and women – people who had/have diverse responses and experiences to the armed 
action of the Indian troops also find place in our histories. Ramani in his 
entire 420 pages does not even consider the insecurities and uncertainties fel
 t by the population, but everywhere we are told that the “civilian population” 
gave a “welcome [to] the Indian troops…”

Another reason why Ramani’s leaning towards a nationalist paradigm of history 
is inadequate is how he understands and perceives the history of Goa. Firstly, 
Ramani glosses over the native contribution in the establishment of Portuguese 
rule in Goa, such as the help rendered by a certain Mhall Pai Vernekar. The 
Estado sustained for so long only because it was propped up time and again by 
native elites as well as the once wealthy casado (married Portuguese settlers) 
population. Thus, to trace a long, linear, monolithic trajectory wherein 
“…Albuquerque reconquered it [Goa from Adil Shah] on 25th November 1510 where 
they remained till the time of Independence of India and thereafter upto 19th 
December 1961when they were…forced to leave Indian soil forever” is found to be 
problematic. We also need to recognize that the New Conquests were incorporated 
in the Estado between 1763 and 1819. “Old Goa,” he says, “is a city of ruins 
but some relics of Portuguese architect
 ure dating back to 16-17th centuries still survive.” A simple trip to Old Goa 
would prove otherwise.

Ramani recognizes that “[t]oday India and Portugal…are trying to forget the 
dark pages in their historical past and learn lessons from history.” But 
relying entirely on statist sources and histories and not engaging critically 
with them, Ramani himself has, unwittingly or not, fallen into the trap of 
‘forgetting history’. What on the other hand he ‘remembers’ is the same old 
textbook-narratives that we are all familiar with and thus, nothing new is 
contributed by the book.

Ramani asserts that “this is not a book of historical fiction”; yet the 
footnotes, citations and bibliography do not conform to scholarly conventions 
which would make one question the veracity of what is written and the scholarly 
rigor put into the writing of the book.

By trying to demonstrate that a nationalist paradigm of history is inadequate, 
my aim is not to delegitimize the sacrifices that many made for decolonization. 
On the contrary, what I am trying to put across is that to reduce the history 
of Goa’s decolonization solely to an episode of the action of the Indian army 
is a great disservice to the people of Goa and even Portugal, who at that time, 
let’s not forget, were under Salazar’s dictatorship. We need to recognize that 
although colonial relations have ended (with India’s armed action); the 
coloniality of relations still exists, as Fr. Victor Ferrao has demonstrated in 
his Being a Goan Christian.

If any unmarried couple of the right legal age “indulge in sexual
gratification,” this will be considered a valid marriage and they
could be termed “husband and wife,” the Madras High Court has ruled in
a judgment that gives a new twist to the concept of premarital sex.

The court said that if a bachelor has completed 21 years of age and an
unmarried woman 18 years, they have acquired the freedom of choice
guaranteed by the Constitution. “Consequently, if any couple choose to
consummate their sexual cravings, then that act becomes a total
commitment with adherence to all consequences that may follow, except
on certain exceptional considerations.”

The court said marriage formalities as per various religious customs
such as the tying of a mangalsutra, the exchange of garlands and rings
or the registering of a marriage were only to comply with religious
customs for the satisfaction of society.

The court further said if necessary either party to a relationship
could approach a Family Court for a declaration of marital status by
supplying documentary proof for a sexual relationship. Once such a
declaration was obtained, a woman could establish herself as the man’s
wife in government records. “Legal rights applicable to normal wedded
couples will also be applicable to couples who have had sexual
relationships which are established."

The court also said if after having a sexual relationship, the couple
decided to separate due to difference of opinion, the ‘husband’ could
not marry without getting a decree of divorce from the ‘wife’.

Justice C.S. Karnan passed the order on Monday while modifying an
April 2006 judgment of a Coimbatore family court in a maintenance case
involving a couple. The lower court had ordered the man to pay monthly
maintenance of Rs. 500 to the couple’s two children and Rs. 1000 as
litigation expenses. The lower court observed that the woman’s wedding
with the man had not been proved by documentary evidence. Hence, she
was not entitled to maintenance.

In her appeal to the High Court, the woman’s counsel contended that
she was legally married and had two children in wedlock.

Justice Karnan said he was of the view that a valid marriage did not
necessarily mean that all the customary rights pertaining to the
married couple are to be followed and subsequently solemnised. In the
present case, the woman and her husband had no encumbrance or other
disqualification for solemnising their wedding as per their customs.
For solemnising a wedding, legal aspects should be placed on a higher
scale than the customary aspects. In this case, the man had signed in
the ‘live birth report’ of his second child and given his consent for
a Caesarean section for its birth. As such, he had officially admitted
that she was his wife.

“Without legal encumbrance or third party interference or without
affecting third party rights, both the petitioner and the respondent
lived together as spouses and begot two children.” Therefore, the
question of an illegitimate relationship did not arise. Wedding
solemnisation was only a customary right, but not a mandatory one.
Hence, the judge said, he was treating the couple as spouses in normal
life.

“It is not disputed that the petitioner has been a spinster before she
gave birth and that the respondent was a bachelor before developing
sexual relationship with the petitioner. Both of them led their
marital life under the same shelter and begot two children. Therefore,
the petitioner’s rank has been elevated as the `wife’ of the
respondent and likewise, the respondent’s rank has been elevated as
the `husband’ of the petitioner. Therefore, the children born to them
are legitimate children and the petitioner is the legitimate wife of
the respondent.”

The judge directed the woman’s husband to pay her a monthly
maintenance of Rs.500 from the date of petition, i.e. from September
2000. The arrears of maintenance up to May this year should be paid
within a period of three months.

On a rainy June morning a call came through from Christopher
Pereira giving me the sad news of the demise of his father,
the legendary King of Jazz in our part of the globe, Joe
Pereira known fondly to all as Jazzy Joe -- the man who
changed the face of Jazz in India.

My connections with Joe began in the 1990s when I first
invited him over to perform at The Great Music Revival
opening concert, called 'The tribute to Great Goan
Musicians', at the Kala Academy.  It was here that I
witnessed firsthand his virtuosity.

  It was Jazzy Joe's first ever concert in Goa.  It
  was a time when lots of great Goan musicians who
  had made it big outside Goa, were reluctant to play
  in Goa because of non-recognition from the land of
  their birth.  It was Jazzy Joe who helped break the
  ice and I managed to convince many musicians of
  Goan origin from across India to come and perform
  for the first time ever in Goa on one single stage.

It was Joe who did all the arrangements and compositions.
Joe managed to have on the same stage, musicians who never
worked together and musicians who had never spoken to each
other for a long time or simply hated each other.

Jazzy Joe was then also, for the first time, performing for
an audience in Goa with his big band.  The concert was a huge
success and a memorable event that had brought thousands of
music lovers to Panjim to pay tribute to Goa’s unsung heroes.
It was a concert which received a standing ovation with wild
call for encore long after the musicians finished playing
their last song.

Most guests requested us not to tear the tickets at the
entrance because they wanted to keep them as a souvenir.  The
concert deserved the publicity it received with front page
reviews and titles like, "They came, they played, and they
conquered", "Soul stirring performance", "A dash of Goan
genius" and many more.  The concert inspired cartoonists like
the legendary Mario Miranda and Alexyz to draw cartoons on
the spot and gift them to me as a gesture of their
appreciation.  Since the first concert, the Jazzy Joe
Ensemble was a regular feature for the annual Great Music
revival and every year he would showcase new Goan faces.

Joe's musical career spans the evolution of Jazz from
Chicago-style hot and early Dixieland to present day modern
jazz.  He was the pioneer of fast tempo, instrumental
virtuosity, and improvisation-based bebop in India, having
played with American jazz saxophonist and composer Charlie
"Yardbird" Parker and American jazz trumpeter, band-leader,
composer and occasional singer John Birks "Dizzy" Gillespie.

Years of continuous training was reflected in each of his
performance.  Joe is one of India's jazz legends whose career
spanned over seven decades, actually making him 'the' history
of Jazz in India.  He was indeed well known for his
showmanship with the saxophone and clarinet.

  Joe Pereira was born in Calangute, Goa in 1927. By
  the age of eight he had learned the violin and by
  15 he was a genius on the clarinet -- that woodwind
  instrument with a single-reed mouthpiece and his
  forte till date.  His earlier music career was
  shaped by his cousin Sebastian D'Souza under whom
  Joe learnt the saxophone, playing nothing less than
  four hours everyday.

At 19, Joe began his career by leading a sextet in Lahore.
After Partition, and the separation of India and Pakistan, he
returned back home to Goa where opportunity knocked on his
door and he found himself in Bombay playing with the
saxophonist Johnny Baptist and later with the Rudy Cotton in
Delhi, a Parsi in an Indian Jazz scene otherwise dominated by
Anglo-Indians and Goans.

He than moved to Calcutta and joined the Calcutta Symphonic
Orchestra.  He also simultaneously continued his education in
music.  He then joined the Russian saxophonist Walter Yeshin
Quintet.  He also played with pianist Baby Menezes and Tony
Menezes.  It was here that he gained reputation as a composer
and music arranger.

In 1957 he formed his own band which played at the Blue Fox
in Calcutta, a famous Park Street haunt of earlier times.  At
the 1984 Jazz Yatra he formed 'the foot tappers big band'
with whom he composed the famous 'Flight Of The Raag' based
on the Raag Yaman Kalyan for the occasion.

  He dropped in at my house every time he came to
  Goa.  On one of his visits to Goa about eight years
  ago, I saw that despite age catching up on him,
  Jazzy Joe still rocked.  He never gave up his
  training, rehearsal or his professionalism.  He was
  jamming with a local set of musicians at my venue
  "Hugo's Hungry Hill", Nuvem, and Jazzy Joe took on
  a note and was having fun playing an impromptu solo
  on his saxophone

readers may note that in addition to the first line, even spelling a word 
wrongly 
can make a difference and alter its meaning. Please accept my humble apologies.

For information I will be attending the Armed Forces Day parade at Redbridge 
Town Hall on Sunday 30 June joining the veterans contingent all being well I

[Goanet] We Visited Goa's Only Permaculture Farm...

Dear Netters,

Last week, 3 of us from Saligao, visited what as far as we know, is Goa's
only 
*Permaculture*
farm.


We were hosted by what we *do* know is Goa's only trained expert, qualified
consultant and natural teacher of Permaculture: *Clea
Chandmal*
who
owns the farm.

Clea divides her time between her foster-home-by-the-sea in Candolim and
her real home on this 10-acre,* Food
Forest
 *called Foyt's Farm , in Valpoi.

The farm is 100% organic, which means since the time
Cleabought the land 18
years ago, it has never known either chemical fertiliser
or chemical pesticide/ weedicide/ herbicide (attachment).

Being a Permaculture habitat, everything on the farm is as congruent as
possible with the rhythms of nature.  Life starts at dawn and begins to
wind down as the sun sets.  Dwellings are load bearing and built for the
most part, from natural materials sourced as much as possible from around
the farm. Building materials include mud, laterite, river stones, bamboo,
wood and thatch.

They are built using passive solar designs.  Despite the speed of the
electron, ;-) electricity reached there only a month ago .  The total
amount of electricity to light the place is just 25 watts...thanks to LEDs.
 1 and 3 watts are the only light sources used in dwellings spaces.  And
they are more than adequate, says Clea.

But there is a shift in lifestyle because of the intrusion of the electron!
 Switching over from coconut oil fuelled 'diye' to flick-of-a-switch LEDs
has disrupted life, somewhat.  Natural, circadian rhythms are slowly dying.
 They suffer at the hands of humans that now control dawn and dusk by
'switching' on the sun before it wakes up and after it has set to sleep.

But Clea has kept the artificial lighting soft and 'diya-like', so as not
to feel like an alien in her own habitat that sustained her for close to 2
decades. Apart from the lights, the electric fencing, water pump and more
heavy duty farm needs will one day be powered by renewable energy hybrids,
combining solar, wind and hydro systems.

We heard that Clea sells organic produce such as coconut, coconut oil,
turmeric and cashew nut, besides other fruit and veggie-based food, that we
are still to find out about.  We will do that in time, but till then she is
available at , if you want to find out her whole
range of produce.

Clea, if you are reading this on the farm, can you please give us a list of
what organic produce you have for sale?

So what does Clea do besides growing a huge variety of totally organic
produce?

She teaches Permaculture courses of varying lengths - as long as 3 weeks -
on her farm as well as at her Candolim house.  She is also a
*consultant*who
takes on various long term assignments from creating only food forests
of different sizes to designing total Permaculture habitats, replete with a
homestead and other structures on the plot.  Using Permaculture principles
and along with architects and structural engineers she creates human abodes
using local materials like mud, stone, wood, bamboo and thatch.

Waste disposal systems are totally integrated with nature and the local
topography of the plot. So are light and energy producing systems that
harmonise sun, wind and water into ecologically sound hybrids that mimic
natural energy combinations.

Doing a Google search on Clea also showed that she is a Permaculture *resource
person* 

at
workshops and 
*seminars*around
the country.

It was a
pleasure to see this beautiful Tiatro “Jit” on June 15, 2013 in Toronto,
Canada.


I would
place it among the top three best Tiatros ever held in Toronto, Canada,
especially due to the fact that it was written by Adolf Silveira from Calangute,
Goa, a playwright not much known here.


But this
Tiatro performance was excellent.


Very nice
acting, nice story, great but short comedy, nice songs, nice dialogues, great
delivery, and the play was short and sweet and it started almost on time.


Everyone
in the audience was delirious, the response was great and I am sure everyone
enjoyed this great play.

I’d like
to quote someone who said “I liked 3 Ss best”: 1) Samson Santimano (comedian) 2.
Serah Barbosa[comedienne] and 3) Sylda Gracias[actress, heroine]. I am sure the
audience will agree. Samson was excellent as Petromax with his ad-lib comedy
and singing. So also was Serah Barbosa who wowed the audience with her costume
and comedic histrionics as Perpet. Youthful Sylda Gracias is a promising
heroine whose acting and singing will surely put her centre stage in years to
come. Her acting as Rochelle was just superb.


Producer Clema
Fernandes who did a great job putting this all together and whose suave acting 
as
Netty deserves the greatest credit as well as the Director Joe Vaz, whose 
uplifting
song “Senorita” captured women’s hearts mostly, beautified this play with his
direction and “Jit”song. The character actors Francis Moraes and Tony D’Silva
and the actress Grace Almeida were impeccable. So also all the other  actors 
including comedian Gaspar and his impressive
daughter Giann Moraes showed great promise.  Olwen Da Costa  as a ghantti acted 
real good and his
marvellous child actors/singers Fay and Owen Da Costa are sure turning into
great Konkani budding stars and will be  great assets to the Canadian Goan 
community in
Toronto. 



Among the
best singing talent of  the day were  Agnelo Fernandes, with his inimitable 
Alfred
Rose voice and style ( Duddu & Nizache Goenkar), the smiling Hazel Jacob
with her  two great popular songs ‘Ye ye
Katrina & ‘Kedna’ & O Canada brightened up the stage with Willy, Raymond
(Jr) Menezes who sang one nostalgic song “Bhurgeponn” and of course not
forgetting Ruth Kumar with the best voice in Toronto for a Konkani song 
(Kombekar).


Brothers
Riener & Rhio Gracias whose acting rose to new heights along with their singing
and the other actors who did minor roles but gave their best in elegant style
included Olavio Da Costa, Patrick & Maria Pereira and Auggie Pereira who
wowed the audience with his song ‘Kazar’ in bride’s dress.  Other nice songs  
appreciated by the audience were the trio “Goa
Maim” (Tony, Patrick, Olavio), “Talnni” (Sylda & Riener) “Sounsarachi Ass”
by Sandra Menezes,  “Sirvidor” (Fay,
Owen, Giann), nice trio ‘Don Muine’ (Clema, Gaspar-Samson)  and “Lollipop” 
(Owen Da Costa).


The band
was great and the workers on and behind the stage rounded up this great Goan
ensemble in lifting up our Goan Konkani culture in Toronto to great heights. The
mature audience greatly appreciated this Tiatro performance. 



May more
Directors/actors/singers come up and take the Konkani Tiatro forward with no
end in sight.

  The "Anglo" claim raises eyebrows in North America, where divisions
are sharp; you may not be anything but Irish-American or Polish-American
or French-Canadian or Hispanic, if that is what you are.

So, I suggest: That you and Anilbab (et al) not be disappointed. That
is the way politics plays itself out.

All one can hope for is that, at the end of the 5 years, Goa will in a
better state than it would have been.
