He said that the initiative to ease procedures and welcome investment into the sector had been taken at the right time. It is the only way to generate employment for the large pool of young people joining the labour force every year. As mentioned by the Prime Minister, the purchasing power of the people can be enhanced and demand created only if they have employment opportunities. CII endorses the idea that security of investment and consistency in policies are most important for developing the trust of investors. The assurance given by the Prime Minister that the centre and states will work as a team is important for industry. His emphasis on self-certification will go a long way in reducing difficulties for businesses. The Prime Minister’s emphasis on skill development and mapping of skills to industries is an important endeavour that must be pursued. CII has taken many initiatives in this area and trained many workers with specific skills across sectors by adopting ITIs and developing skill gurukuls. Another new idea in the PM’s speech was that India is ideally placed to Look East and Link West. This will help products manufactured in India to enter the global value chain. It is interesting that the PM has equated FDI to the notion of First Develop India. Digital India should lead to much better governance that will help India improve its rank in the Ease of Doing Business. The CII President also welcomed the emphasis on ease of doing business by Commerce and Industry Minister Ms. Nirmala Sitharaman. The repeated mention of “Ease of Doing Business” is very heartening, since CII has taken this up as its priority in our advocacy with the Government and we are grateful that the Government has been receptive to the various suggestions, said Mr Shriram. As a part of this National Campaign, CII Goa organized an interaction with the State Government, concerned Industry Associations, leading Industrialists and Entrepreneurs at a city hotel in Panaji. At this event they discussed and deliberated the key issues faced by the Manufacturing Sector. Dear Esteemed Members of the Media, With reference to my telecon with you yesterday and today, Request you to kindly carry the appended press release in your esteemed print and electronic Media. CII Goa leads Industry to find a solution to the Reliance Power imbroglio CII Goa had taken up the issue of the abrupt cancellation of Power by Reliance supplied to some of the industries, to the doors of the Goa Government. The delegation led by Chairman Kirit Maganlal and Atul Pai Kane met the Chief Minister on two consecutive days to find an amicable resolution to this vexed issue. Mr Maganlal informed that though they have been informed of this issue since April 2014, it decided to intervene when some of its member companies brought this up and requested the Chairman to spearhead the delegation. At the end of the meeting, Mr Maganlal informed the media that the Hon'ble Chief Minister was proactively trying to sort out the high handed attitude shown by the management of Reliance Power in trying to harass its power consumers who form an important part of the Goan Industry. The Chief Minister has assured the delegation, in the presence of the Chief Electrical Engineer and the Principal Secretary, Mr R K Srivastava, that the Government will wheel the required power needs of these industries through a negotiated deal with Reliance by using their existing T&D network until the time that Reliance Power do not resume supply of the same and till the current PPA with Reliance exists. Mr Parag Joshi, Vice Chairman of CII expressed the hope that these industries would also benefit by a reduction of the tariff from the current Rs 16 per unit to less than Rs 10 per unit under this initiative taken by CII. Mr Maganlal also stated that the Chief Minister has assured that these decisions will be taken and executed before 5th June 2014. It is to be recollected that The Power purchase agreement and subsequent agreements entered by the Goa State Government with the Reliance Power Plant will end on 14th August 2014. During the first notice of shutdown issued by Reliance Power to its consumers in April 2014, CII had intervened and arranged an emergency meeting with the Power minister and Chief Engineer to prevail upon Reliance not to stop the power plant. Chronology of Events: *Reliance plant shutdown notice received from midnight of 18th April 2014 due to technical reason, this shutdown was unplanned and last minute requested by Reliance. At a high level meeting organized by CII with the Hon'ble CM, Reliance allowed arranging backup supply from their resources so that 76 industries power supply will continue. *An emergency meeting was organized by Vice Chairman CII, Parag Joshi alongwith the affected consumers in the chamber of the Power Minister, Mr Milind Naik and Chief Engineer Mr Lekshmanan on 21 April wherein it was decided to impress upon Reliance to continue allowing use of their T&D network and GOG would wheel its own power through this network. It was also proposed to ask all consumers to formally apply to the Dept of Electricity for sanction of load from the GOG. *Despite use of GOG power, Reliance continued charging the consumers the contracted rate @ upto Rs 16 and with no guarantee of reliability of outages and tripping. CII has recommended the introduction of the Investment Policy in the Budget and was very pleased to note that the CM has introduced the Goa Investment Policy in the budget. Most points from the policy have been announced, including setting up of the Investment Promotion board with the Hon CM as the chairman and the Hon Ministry for Industry and Tourism as VC's. Towards the implementation of the Investment and Industrial Policy, a provision of Rs 45 crores in the budget has been made. "We are pleased to note the setting up of new industrial estates, the allotment and Sub-Lease policy announcement as also a categorical statement of no transfer of land to be allowed. We also welcome the announcement of the Govt for ensuring the release of land originally allotted to 'SEZ' for the deployment of the industries" said the statement issued by CII Goa to the press. CII had recommended Logistics Park at Dharbandora, Verna and Pernem which has been proposed in the budget. Government will also take initiatives to finalize a policy on Logistics Network including development of transport facilities, development of minor ports and jetties. The Government also recognized the development of large infrastructural projects requiring sufficiently huge amount of capital expenditure which are essential for providing necessary push to the growth and development of the State. While developing the infrastructure under the various sectors, a holistic approach shall be adopted so as to have balanced development of the State and announced to get an expert in order to get advice on holistic planning of infrastructure development for the State and announced an appointment of a specialised group to advise the Government on the issue. CII welcomed the proposals for training various govt employees as setting up its own cadre and training of people for jobs and skills where sets stipend will be paid by the govt. On the education front, they liked the concept of smart classrooms and setting up of hot spots+ wifi in all schools including the most remote areas. They also appreciated the support to students studying in prestigious universities, in India and abroad. "On agriculture, we appreciate the support price to local farmers. The development of poly houses will enhance production of veggies and flowers. The horticulture corporation to expand their operations to offer lower price vegetables across the state." said the statement. CII Goa also appreciated it as a good plan to reduce debt from the KTC, which would make it more viable and hopefully improve the services across the state. CII Goa welcomed the following budget statements: Plan to spend a further 150 crores on sports infrastructure. Netravali model village development has been provided Rs 10 crores and is a good step. Good plan with 25 crores for infrastructure to those builders who pay infrastructure tax. CII had recommended a proposal for airline hub and the there is an announcement of the Aviation policy announced with a minimum 4 aircraft and reduction in ATF. Announcement on Venture capital and angel fund was also welcomed. A lot of CII recommendations in Tax proposals have been included and they appreciated NPV extension, remove of difficulties for permission of extension, Cables at 5%, Copper entry tax to 1%, Lead at 8 %, revisiting of lease rentals, reduction of Entry tax within Goa from one local area to another , Small enterprises mergers and amalgamation so to be revisited and remission offered. The industry is expected to exceed INR 224,500 crore growing at a CAGR of 18% from 2012 to 2017. The CII-PwC report, ‘India Entertainment & Media Outlook 2013 will be released on September 13 at the second edition of the CII Big Picture Summit, New Delhi. The Summit will bring together the finest business and creative minds of the M&E industry with `Embracing Innovation In Media’ as theme towards achieving $100 billion Indian M&E sector’ by the end of this decade. Over 70 M&E leaders will be speaking at the two-day summit organised by the Confederation of Indian Industry. Today, the size of the Indian M&E sector increased from about 805 billion INR in 2011 to almost 965 billion INR in 2012 representing an year-on-year growth of 20%. This growth was achieved in spite of a relative slowdown in the broader economy, underlining the resilience of the E&M sector. It is expected to grow at about 18% CAGR over 2012-2017 and reach revenues of about 2,245 billion INR in 2017. ``This growth is driven by the introduction of cable TV digitization, continued growth of regional media, continued strength of the filmed entertainment sector, fast increasing new media businesses and transparency,’’ said Mr Chandrajit Banerjee, Director General, Confederation of Indian Industry. ``We believe that innovation - faster, better, more efficient, thinking out of the box (and within the box) - would be one of the game changers in this space,’’ he added. An entire chapter on ``The Innovation Imperative in the rapidly evolving E&M sector’’ has documented strategies for E&M companies in the CII-PwC report. Indian E&M businesses, like their peers abroad, will need to raise their game in operational agility and customer insight. ``To achieve this successfully, every industry participant will need to invest in constant innovation that encompasses products and services, business and operating models and most importantly, customer experience and engagement. Innovation should be seen as an important enabler to get closer to consumers and profitably deliver relevant content and services,’’ said the report. India’s television market grew at 13% with revenues increasing from 340 billion INR in 2011 to 383 billion INR in 2012. Filmed entertainment also demonstrated stellar growth in 2012 with sector revenues increasing by about 17% from 96 billion INR in 2011 to 112 billion INR in 2012. The print sector revenues are expected to increase at over 9% CAGR to reach 331 billion INR in 2017 from 212 billion INR in 2012. Year-on-year sectors such as internet access (30%), internet advertising (29%), gaming (19%), and music (15%) are expected to continue on their high growth trajectory. The radio sector is also expected to receive a fillip with the successful conclusion of Phase III licence auctions and it is expected to grow at a robust CAGR of about 16%. The rapid rise of Internet usage, high penetration of smart phones, digital advertising, wireless broadband, digital content consumption, regulatory interventions have had a significant impact on the E&M sector.*** * The television and print sectors dominate the industry with about 40% and 22% contribution to industry revenues respectively in 2012. The budget has laid emphasis on uplifting the quality of education by proposing a counsellor in all Secondary and Higher Secondary schools and a promise to look into the Medium of Instruction issue in a time bound fashion. We also welcome his initiative of providing for a provision of Rs 2 cr for existing pre-primary schools in Konkani and Marathi and another like amount for adding another 68 such schools. The 100 cr allocation for Technical Education is a welcome move. Agriculture which seems the Hon CM’s dear subject has found a special place in the budget especially Dairy production and schemes for animal welfare. On the VAT front, the Honble CM has given due attention to certain lacunae that existed earlier esp those concerning the Input Tax Credit and stringent enforcements against tax evaders. For Tourism, the refund of VAT on purchase for outbound foreign tourists is in line with many other countries around the world. The CM has also been very open to consider the issue of providing additional FAR for Hotels with an additional charge to enhance and boost bed capacities. The grant of Rs 128 cr for Tourism development should kickstart the infrastructure buildup facilities of the State. Panaji city should be happy with the grant of Rs 30cr for city development since a comprehensive plan for the same is already on the drawing board and the monies would be put to effective use at the earliest. The Budget has not thrown up any jolts either to Industry or to the common man. This had been an amazing exercise by the CM to subtly mop up additional revenue under the scenario of the fiscal shortcomings following the mining ban. A number of Industry issues still remain unattended. A positive attitude to business and industry is what matters. Our Honble CM has shown the way this time around”. Panaji: Education, especially higher education, plays a key role in the realization of a country's potential and aspirations for economic and technological development. At the state level, it is imperative that the higher education system in Goa be able to cater to not only the state's indigenous demand but also be suitably competitive to cater to the overall country's demand. A CII report - titled Higher & Technical Education in Goa: A Status Report - was released during CII's Higher Education Summit 2012 "Improving Quality of Higher Education to Drive Goa's Economy" in Goa on 14th December, 2012. The report highlighted the current higher and technical education scenario in Goa and focussed on certain measures that need to be implemented in order to transform Goa into a higher and technical education hub. Goa boasts of a high level of education awareness and literacy with literacy rates in Goa ranking above the all India literacy rate (2011). While most education indicators point to Goa's relatively well developed primary education system, higher and technical education in Goa lags behind. The report pointed out, that over the past 35 years, higher and professional/technical education infrastructure in Goa has grown from 8 general higher education colleges and 10 professional colleges in 1985-86 to an estimated 21 institutes of general higher education and 29 professional education institutions. Goa's Gross Enrolment Ratio (GER) in higher & technical education (between the ages 18-23 years) has also increased substantially - from 12.66 per cent in 2006-07 to 28.3 per cent in 2009-10. It is interesting to note that the GER for female students in Goa has consistently been higher than the GER for male students. However, with a growing number of graduates and post graduates entering the job market each year and with their aspirations of well paying jobs not being met, there is an urgent need to improve the overall quality of higher and technical education in the state. The report throws light on some issues in the system that need attention - faculty shortages, lack of adequately qualified and trained faculty, course content and curriculum not in sync with current needs, poor quality of infrastructure, and inadequate industry-academia linkages. The report also details the key measures required to enhance the quality and relevance of Goa's higher education system so that it is more demand driven, quality conscious, and forward looking. CII PRESS RELEASE CII lauded the efforts of the Finance Minister for presenting a balanced budget in the midst of the necessity to reign in high fiscal deficit and revive investor confidence. The budget has focused on bolstering MSMEs, incentivising the infrastructure sector by expanding ECB funding options and on the overall inclusive growth aspect by giving incentives to the social sector. The necessary support has been offered to the agriculture sector through several incentives. CII complements the Finance Minister's efforts to give a boost to the social sector - particularly in areas of education, skill development and low cost housing. Allowing weighted deduction for training imparted in companies for skill development will give a thrust to the skill development initiatives. The proposal to introduce a credit guarantee fund for educational loans in place of the erstwhile system of loans based on collaterals will go a long way in enabling poor students to go in for higher education. CII also feels that the proposal to set up the India Opportunity Venture Fund of Rs 5000 crore for the MSME Sector will assist MSMEs to access finance and set up new units. Affordable housing has received a fair amount of attention in the budget. CII opines that allowing of ECBs in the sector and inclusion of affordable housing in the negative list will structurally see developers move into this segment of real estate. However, the budget has not given the much needed industry status to the real estate sector and has not spoken about FDI liberalization in this segment which is reeling under a severe liquidity crunch and would have benefitted from these measures. For the first time the Finance Minister has pegged the subsidies to 2% of GDP for 2013 and at 1.7% of GDP for the year thereafter. 2. To make the economic development inclusive it is proposed to deliver the subsidy directly to the beneficiary cutting out leakages through intermediaries. It is also proposed to have a computerized PDS system. 3. The Union Government is considering 49% FDI in aviation and the progress is also being made towards consensus on multi brand FDI in retail which could directly benefit the farmer. 4. Various infrastructure agencies have been allowed to raise 60,000 crores through tax free bonds which will expedite creation of robust infrastructure. 5. The security transaction tax has been reduced by 20% which will make secondary market transactions more efficient. 6. Full exemption on customs duty is granted for imports of coal which will bring succor to thermal power projects. 7. A 4% duty import duty is imposed on import of gold which is a non productive asset contributing significantly to current account deficits in the current times. Negatives: - 1. The fiscal deficit for the current year has moved up from 4.6% as estimated last year to 5.9% and the same have been projected at 5.1% which appears to be alarmingly high. 2. This high deficit accentuated by increase in the excise duties by 2% will not help in taming of inflation. Under these circumstances it will be a challenge to attain 7.6% growth target as proposed by finance minister. 3. The subsidy on petroleum products has been assumed at 43,000 crores for FY 2012-13 from 68,000 crores for the current year, this implies that sometime during the year the government will have to partially decontrol the petroleum products. CRR Cut by RBI Welcome : Mr. Chandrajit Banerjee, Director General, CII The move by the Reserve Bank of India to cut CRR by 50 bps to 5.5 percent is a very welcome measure. This will help ease the liquidity situation in the banking system which has remained tight since November 2011. This gives a clear signal that the RBI has recognized the challenges to growth owing to a weakening demand condition and has started to address that after successive increases in the headline interest rate cumulating to 375 bps. It appears that the RBI has been bold on this front and CII congratulates the RBI Governor for his decision. CII has noted with concern, the RBI's downgrading of GDP growth forecast for FY 12 to 7 percent and non-food credit growth to 16 percent. CII has also noted the RBI's observations on the challenges being posed by a high fiscal deficit. In our Pre Budget Memorandum, we have pointed out this to be one of the greatest risks facing the country and therefore, CII has suggested that there be a clear roadmap for bringing down fiscal and revenue deficit to 3 percent and zero percent respectively over the next five years. While CII agrees with the outlook of the RBI, we believe that sooner than later, the RBI needs to start reducing the repo rate as well in order to start the investment cycle, which has weakened. However, it appears implicit in the RBI's statement that the RBI would wait for the Government to signal deficit management before interest rate cuts. CII feels that a coordinated response from the Government and the RBI is in order, like it was observed when the economy was in crisis in 2008-09. The dependence on subsidies squeezes government spends on critical infrastructure, technology and credit, in the absence of which farmers continue to use inefficient methods of cultivation. Given the recent pressures of a fast growing population with increasing food consumption levels, the need for increasing agricultural productivity through technology infusion and market-led interventions is gaining increasing urgency. It is well-acknowledged that every rupee of contribution to GDP from farming is twice as effective as other interventions in alleviating rural poverty. Further, agriculture is an indirect growth driver, as a growth rate of 4percent in agriculture translates into robust demand for other sectors. High agriculture growth also helps mute food inflation, a key concern. For all these reasons, agricultural productivity should be at the centre of the policy matrix. Yields per hectare of food grains, fruits and vegetables in India are far below global averages. Our rice yields are at one-third of China, and at about half the levels in Vietnam and Indonesia. Even India's most productive states lag global averages. For example, Punjab's yield of rice in 2010 was 3.8 tonnes per hectare as against the global average of 4.3 tonnes. The average yield for apples grown in India (J&K) is about 11 MT/Acre compared to USA, New Zealand, Israel or China, where yields range between 30-70 MT/Acre. This pattern is typical of most of our agricultural commodities such as pulses and edible oilseeds whose demand has been rising faster than supply, adding to food inflation. The substantial hikes in Minimum Support Price for rice and wheat in recent years have distorted production patterns, resulting in loss of benefits of crop diversification and inadequate focus on cash crops. Lack of crucial inputs such as infrastructure, post-harvest linkages and technology further results in losses across the supply chain. For example, gross capital formation in agriculture and allied sectors has been below 3 percent for years. The experience of other economies at similar stages of development is instructive. Brazil, China, and several south-east Asian countries have leveraged technology and instituted trade-friendly policies to bring in greater private sector investments into agriculture. In India, where 80 percent of landholdings are of less than 2 acres, it is essential to find economically viable solutions to improve farmer incomes. India has the capability to leverage existing crop technology or develop new technologies for raising productivity and sustainable agricultural development. Technologies for energy saving, environment protection, and satellite mapping need to be also infused into the sector. All this would require high investments. Such investments can be attracted from the private sector, which has largely remained outside the effort of agricultural capital expenditure. A number of legal and policy interventions could help augment private investments. For example, the Agriculture Produce Market Committees Act has yet to be revisited in many states. Supply chain infrastructure creation such as warehousing, cold storage, and rural roads, would also bring in private funds. India's storage capacity falls short by some 15 million tonnes, leading to wastage of hundreds of tonnes of food grain each year. Private sector is capable of large-scale technology infusion.
