My friend Soter D'Souza has every right to criticise those he
disagrees with or whose approaches he dislikes. But if he did so by
name, they would at least have the chance of responding. I presume
"The Orator" is our friend Dr Oscar Rebello, and "The Non-Goan Editor"
is my one-time mentor (way back in 1983) Rajan Narayan.

After closely covering the work of NGOs, activists and protest groups
in Goa over the past two-and-half decades, I could say that the
politics within the alternate movements in Goa are very intense, and
almost each one is convinced that their own approach is right and
everyone else is wrong.

The Truth isn't as objective as Soter makes it out to be though. It
often turns out into a matter of perception. While it is easy to
criticise the approaches of others, we could recongise that the others
are as convinced about the justness and appropriateness of their own
approach.

Given the kind of politicking we have in the dissent sector in Goa,
I'm sure that the Establishment as well as lobbies of every kind knows
only too well that, given enough time, they could just leave the
critics to tear each other down... and they (the Establishment, the
lobbies) will be back in business! FN

PS: I'm sure Soter will not take to this post very kindly when we meet
next at Cafe Prakash, but I think it needs to be said. I respect his
work too, but disagree strongly with spending so much energies in
pulling down each other.

Btw, one Goanetter back in Goa is an accomplished
Devanagari-to-English translator, while another has been work to
compile a book of Konkani sayings.

I think this is a very crucial debate, and my delay in responding by
no means suggests disinterest!

As for the World Bank, there have been early Goanetters like Emmanuel
da Silva who were part of the World Bank. (Marlon Menezes is, I think,
in touch with him and he's on Facebook. If I recall right, he told me
he had moved out of the World Bank since.)  Of course, the World Bank
has taken an age-old idea, given it a new gloss, and I don't think
they're the only ones who have an interest in, or have built up,
social capital.

In Goa's case:

* The kudds in Bombay are a sterling example of social capital.
Without them, we would not have had a large diaspora population in
Bombay and now, elsewhere in the globe. Of course, one can debate
about the impact of having such a large diaspora population. But it
cannot be denied that the best of Goa's Konkani songs came from the
diaspora, as also some of the best Goan writing (in English, for
sure). This needs to be explored further, but I'm just leaving it at
this superficial level.

* The schooling network, specially the English-medium schools, have
been another social asset, which created skills that took Goans
places.

* The role of the Goan women, of all commmunities, is another 'social
capital' building tool. Stella Mascarenhas-Keyes has written, if I
recall right, of how the Goan woman has sacrificed to provide better
education to her kids.

* Social reform -- though not sufficient -- has also taken place in
Goa. This has dramatically changed the situation for some. For
instance, the Gomant Maratha (Devadasi) community has undertaken an
amazing self-uplift movement in the 1920s, to ensure that they no
longer face the indignities that their counterparts outside Goa face.

* Other initiatives have also come up, like village clubs (though
these sometimes have class and caste biases). The church and temple
networks (mosques too) can also be seen as a form of 'social capital'.
These have a significant social work component to them, though we
might under-appreciate the same in secularised times.

The debate on sati is probably as fictionalised, stereotyped and
turned into Black Legend as the debate over the Inquisition in Goa.

It's hard to take the colonial discourse on sati at face value.  It's
interesting though, specially now that it has been disected by a
number of scholars. (I recall reading in the past that figures about
the number of sati victims were grossly exaggerated. It's anyone guess
as to whose interest it would lie in, to inflate the problem out of
proportion and then show this as part of the White man's civilising
mission.)

You're missing the point about Buchanan's bias, and the
question of how Anant Kakba Priolkar could rely on part of
the bigoted views of a man like this. He seems to be having a
problem with every aspect of belief and practise which
doesn't belong to his tradition.

(page 90 ff):

  Buchanan assured his readers that the outrageous
  excesses of Hindu worship, as he described it,
  accurately reflected the moral life of most Hindus
  as well. These were not the benign and mild people
  many travellers had suggested. Recounting his
  initial reaction to the rites at Jagannatha, he
  wrote:

  Two of Buchanan's other encounters on his tour are

  first-century visit by Jesus' own apostle, Thomas.

  When the Portuguese had attempted to force their

  expressed hope that an alliance between this church
  and the Established Church of England would help
  stem "the immense power of the Romish Church in
  India," but the working union that was established

What is the "whole story"? "Equitable" between whom?

The problem with the Black Legend is that it's based on exaggeration,
demonising one side, and resting its arguments on narrators who are
hardly likely to be unbiased.

When JC gets defensive, he takes to the
your-religion-is-worse-off-than-mine approach (or so it seems to me).
But this really a my-colonialism-is-better-than-yours issue here. In
the scramble to justify colonialism and its effects, the Brits later
(and apparently the Dutch too, even earlier) were into building Black
Legends long before the Priolkars came along!

Don't forget the *interpretation of the facts*. There is also the
question of selection of the facts.

This is what Prof David Higgs has to say about Priolkar's work (when
he wrote it, he was at the University of Toronto's Department of
HIstory at Ontario):

 Priolkar drew heavily on secondary sources in
 his sketch of the Goan Inquisition, especially on a
 late seventeenth-century Frenchman, Gabriel Dellon,
 arrested in Goa, whose case was made famous
 by the denunciatory account of his experiences published
 after his return to France. The original trial documents
 have been lost , presumably among those ordered
 destroyed by the governor, and so cannot be compared
 against Dellon's exuberant account of his misfortunes.

 Priolkar also used the over-imaginative account of a
 British clergyman, C. Buchanan, who wanted to think
 that what he was not allowed to see in Old Goa in 1808
 was what Dellon inveighed at more than a century
 earlier.

 Priolkar consulted no original documentation from the
 Portuguese Holy Office which survives in other
 deposits, and this renders his a deficient, if still useful,
 account of the Inquisition of the late eighteenth-century
 Goa. (In Goa: Continuity and Change, ed by Wagle and
 Coehlo, Univ of Toronto, Centre for South Asian Studies, 1995)

Extending your logic, isn't there a Catholic Goan identity (451 years
of Portuguese rule, intense conversions, emigration etc) which is
distinct from the Hindu Goan identity? And won't we concede that
different caste groupings in Goa have different "unique identities",
often not even marrying into each other? Isn't there a unique gender
identity too?

And why not accept that within the castes too, there are "unique
identities" of their own? For instance, the Sashtikar Bamon will look
down on the Bardezkar (Bamon)?

So, my question is: where do we stop all this? Why do some divides
(Goan versus non-Goan or Catholic + Hindu versus Muslim) become
acceptable and others not? When we do we accept that despite our
differences, we somehow manage to work together and move forward? FN

Apologies for disclosing secrets of state. But, during once recent
GoaWriters meeting, Cecil Pinto surprised us all by his unusual choice
of munchables he brought it. It was khotkhotem (needs no introduction
to old timers here), which I had not tasted for a good ten years.

When someone from Goanet raised the subject in an off-list discussion
(who said these don't happen?) Cecil let out the address of the only
shop (as far as we know) where these are available. He wrote, in his
cryptic subjectline only type posts: Anand Stores. From Shakuntala
Fountain go past Royal-T. 4th or 5th on left. Sells variety of

Okay, this is not a commercial for Anand Stores, but just a reminder

We can split hairs till the cows come home. The question is just
whether the depiction of the Inquisition in Goa also suffers from a
Black Legend and whether those who did such a good job of spreading
its story across centuries and across countries did it with vested
interests or not.

After believing the likes of Priolkar and Dellon ("after all, he is a
Catholic himself") for long, the more one digs-up the more one gets
convinced that the answer to both the queries above is an unambiguous
yes.

To understand "why" will need more pieces of the jig-saw to fall into
place, though there are a lot of hints already available. Does anyone
have access to the so-far untranslated work of Antonio Baiao? Even
Prof Higgs from Toronto gives us interesting insights to believe that
the Inquisition was more about power and class, rather than religion
and communalism (as made out to be in contemporary India). FN

There has been much debate in India over the issue of 'breach of
priviledges' (wherein legislators in India have undefined priviledges,
which date back to a time when parliamentary democracy was in its
infancy, and the threat of the King, yes, the British king, misusing
his powers lead to this).

Journalists and the media have raised this issue many times too.

Basically Samir is repeating what is already part of the public
record. While I personally feel that Kargil was an unnecessary and
wasted war, wasting crucial development rupees on both side of the
Indo-Pak divide, I don't see what's so wrong in discussing issues of
corruption!

Quite a mix-up indeed! Priolkar citing Baiao doesn't change the fact
that Baiao hasn't been translated!

Meera, Instead of leaving us in all that killing and chilling
suspense, please could you tell us specifically what is it that the
Pope has not said that Swaminathan Aiyar attributes to him? Or is
there something excluded from what the Pope said?

Would you consider writing a rejoinder to the TOI, where the original
letter was carried? Since you suggest that Aiyar isn't reflecting the
Pope's views on outsourcing adequately, please show us why this is so.

Lest anyone misunderstands it, I would hasten to add that I'm a Goan
by accident. An accident of birth (and genetics) and migration of
ancestors (who knows when they were part of the tribes invading or
settling in Goa) , and an accident of history (particularly of
Portuguese conquests, Timoja's betrayal, the economics of the spice
trade, etc).

I would shudder to call people Ghantis (a clearly derogatory term,
just as I don't like it when someone calls me a pig-eater!).

To me, the crux of the hour is (i) defining what that vague term
called "Goan interests" is really, if such a thing exists (ii)
understanding who, regardless of ethnicity and accidents of birth, is
supporting it and who's cutting against it (iii) helping to align
in-migrant interests with local concerns -- some already feel more
strongly about Goa than do the Goans (iv) finding ways to avoid
near-racist attempts by politicians, sometimes the media, and others
to scrapegoat recent migrants (v) extend the size of the pie, so that
more resources are available (educational, health, cultural, etc) so
that there's less reason to fight with one another!

And, of course, there are many other unfinished tasks! FN

There are 28 songs covered in the single DVD, with video footage. All
played instrumental on the piano.

Volume 1 contains the lyrics and more (sheet music, tab, etc) for 30
songs, mostly Konkani, a few Portuguese, one Damanese, and one or two
Swahili songs popular among the diaspora. The price of the 220-page A4
sized book (with DVD) is Rs 850 in Goa.

I understand very little Portuguese. I can manage barely passable Hindi.
Despite having studied Marathi for just three years in school, I manage to
read the headlines in the local newspapers when needed. French was all about
verbs, and wouldn't follow anything if spoken by a native.

I try to understand various dialects of Konkani/Concanim/Konkannim, but
struggle with my daughter's six standard texts.

And, I've not gone places speaking English, but have been staying home
(mostly) since returning here at the age of two! FN

PS: Btw, I also found out that English is as good as Latin, Greek or
Sanskrit (almost) when one visits Germany or parts of Thailand and even
Finland! So where does that leave us?

More seriously, I agreed with Margaret in this case soon after reading
the NT editorial, and not without a reason.

The dislike of NGOs who are "anti-Establishment" in the slightest way
by the mainstream media (read: newspapers connected with big industry
in Goa) is well-known. Goanet has been through discussions over this
in the past.

Secondly, the editorial writer seems to be taking a legitimate issue
over which we all should feel strongly about (the food-poisoning of
hapless schoolkids via 'mid-day meals') and using it as a beating
stick against NGOs in general.

Thirdly, the concept of "NGOs" is also very vague and loosely defined.
Who is an "NGO"? Is there any clear-cut definition for this term? As
far as I understand, it's a catch-all phrase that includes people's
movements, funded-organisations, the Rotary and Lions Clubs, trade
union bodies like AITUC and the Goa Union of Journalists, the Roman
Catholic Church or Partagal Mutt, the industry-founded Mineral
Foundation of Goa, Dempo Charities Trust and even unfounded
organisations such as BytesForAll (which I am associated with) and
Goanet.

Fourthly, this confusion over the RTI Act is just that... confusion!
If any organisation (including those above) depends on government
funding, then they too are accountable under the RTI Act themselves.

This is not the first time that NGOs in Goa have been lambasted with
just about any stick. It's telling on the state of affairs that while
NGOs themselves often fail to play a consistently critical or
oppositional role, even what they do is seen as a threat (while the
BJP itself has had plans of setting up 500 more NGOs itself!)
Whereever is the Opposition gone in the State? FN

Tony, your episodic examples apart, you've not explained the link

(and possibly politically well-connected) local organisations.

The NT edit appears to target activist-oriented NGOs.

Below, you are lashing out against women's groups, social clubs
(agreed, also "NGOs"), and this only confounds the confusion. Please
could we get some clarity on the point sought to be made? Uptil now,
the only thing I understood was that the NT editorial writer doesn't
like NGOs, and that you probably feel unfairly treated by Margaret

I disagree and don't feel that we should bring in regional sentiments
("any Goan worth his salt"... "a number of Indians") into a tragic
matter like death. It could happen to anyone. Hindsight is
perfect-vision, 20/20, as they say. It just takes a minute or two to
take a life-threatening decision. May this happen to fewer people.
What a waste of a productive life. And, in the meantime, may we have
the wisdom to build those structures that minimise the needless waste
of such lives!

galleries of the Archaeological Survey of India museum at Old Goa at
the convent portion of the church of St. Francis of Assisi.

The "Bandodcar pogrom" you imagine was a post-colonial reaction/policy
of those who ascended power in Goa in 1963. The Pangim you mention is

The statue of Afonso de Albuquerque from the Miramar
circle you lament the loss of was replaced by a statue to Goan unity
(a bit stereotyped in its depiction of a couple of Goan Hindu and
Christian, I presume, males... and the torch from their hand has long
vanished... perhaps symbolic of the mistrust we let grow among and
within diverse communities here).

Just curious to know: what gave you the impression that the Miramar

Sardesai? AFAIK, they're focussed more on text books. There are many

Actually, Kerala had the first democratically elected Communist
government in the world, in 1957. Since then, it has been alternating
in the parties it selected to rule the State.

When I visited Kerala to cover one election in the mid-1990s, it
struck me that the electorate there had been alternating between the
Left and the Congress with amazing regularity!

Incidentally, given the way parties have evolved over the years, it
would not be wrong to say that the CPI(M) in India, despite their
label, is today more of a social-democratic party. The harder versions
of the Left work mostly out of the jungles. FN

Soter, if you ask me (I know you didn't!) you should give up trying to
make personal differences and perceived slights of the past look like
yawning ideological divides.

Knowing the activist in Goa over many years now, and appreciating the
sacrifices quite a few have made, I'm appalled by (i) their big egos
and (ii) their ability to keep life-long bitterness over trivia.

Left to themselves, they'll finish each other. We don't need any
Regional Plan, Gram Panchayat law, builders lobby, and what not! At
the end of the day, everyone is convinced that their *own* position is
right, and every one else is either wrong, bigoted, bought-over or
biased! This is then given an 'ideological' gloss to justify the same
over time.

When seen even from a slight distance, the whole affair looks quite comical!

I do think personal likes and dislikes play a big role in whom we
decide to work with. That's understandable. But then, why make such a
big fetish out of it? If "ideology" is the matter, how would you
justify yourself being the BJP Minority Morcha chief in Goa, turning
very critical of the BJP, and then finding a close ally in, say, a
Rajan Parrikar? --FN

Forget about "piracy", I basically think this is an immoral law, just
about as moral as laws protecting slavery once were.

I don't subscribe too much to the "Open Source" but am a Free Software
supporter.

Do you mean to suggest that if anti-piracy campaigns were stopped or
made defunct, the case for Free Software would be dead? I think Free
Software (or Open Source) campaigns should not be propelled by fear!

Your suggestion that Rajan and Samir get criticised (which is not
wholly true, I've seen ten times more support for Samir on Goanet than
the stray criticism; and even Rajan has his fan following among the
conservative Cristao here who share his ideological perspective) is
misleading to say the least.

To insinuate that they get criticised because "they may not be not be
(sic) Catholics like the majority of posters on this forum" is as
accurate as saying that I get my share of brickbats because A+ blood
flows in my veins, because I supposedly "belong" to a particular
caste, because I live in a place called Sonarbhat, or because I wear
(mostly) brown underwear!

Frankly, I don't like Rajan's conservative and xenophobic politics,
which is why I make an occasional comment when I feel the need to
speak out. He has been doing so too, here and elsewhere on the Net, in
a much more colourful language, which is his prerogative, and has
nothing to do with my religion (or lack of it) as your logic would
suggest.

When I was a young student in West Germany many moons ago, I found
that smooching on a train was quite acceptable, but a group of 15
well-pigmented twenty-something-year-olds from various parts of the
Third World sharing a hearty joke on the same train caused
consternation!

We need to remind ourselves that religious tolerance wasn't a given in
most parts of the world till the 19th century.

I'm impressed by countries like Malaysia and Bangladesh where, for the
most, religion is quite a personal matter contrary to the stereotypes
we have and often promote about Muslims. (The latter has a
fundamentalist problem in pockets, much like India.) I'm sure there
must be many other such countries, which one has not visited.

But, for some reason -- or is it, for a reason? -- Saudi Arabia is
always created into the poster boy when we need to make a whipping boy
of The Other! FN

While you guys are being pessimistic from afar, let me tell you why
I'm sitting in Goa and don't see everything in such black terms.

For the first time in generations, Goa is a place which is not
considered largely as a retirement home. People of my generation,
quite a few whom I know, have opted to stay on, make Goa base, raise
family here, work out of here, and find a satisfaction that only
meaningful work (not tonnes of money) can bring.

While we crib in cyberspace, many of them have gone on to build a
better Goa, in more ways than one!

Of course, many others have also opted to move out. But this has to be
seen in the background of the fact that it was, till very recently,
rather difficult if not impossible to earn a living in Goa, and
migration was a necessity, not an aspiration.

In the 1970s, many "Africander" Goans returned back, and lent a strong
vibrancy to our societies here. Their children, in many cases, have
moved back overseas by now. Some have stayed on.

But let's not miss the significance that Goa is no longer a retirement
home, where even finding a tenant for your empty home could be a tough
task (something our politicians were quick to realise!) FN

physicians, where she refers to these groups in the Old
Conquests as 'Christianized Hindu elites'. The issue of a
split relation to colonial culture and state power is
therefore not one that has to be posed only between Catholic
and Hindu populations, but between the Hindu subjects of the
New and Old Conquests as well. p 10-11.

 [Cunha] Rivara's *An Historical Essay on the Konkani
 language* of 1857 is perhaps the first concerted effort
 to argue for state and public patronage for the
 language. The choice of linguists and commentators
 through whose works he tried to legitimize his own views
 was, from a linguistic point of view, arbitrary, and for
 this reason he is belittled by supporters of Marathi as
 well as those of Konkani as he evidently had little
 knowledge of either language.

 Among those cited where the Orientalist, the Rev. J.
 Murray Mitchell, Erskine Perry, and Robert Xavier
 Murphy, the translator to the gtovernment of Bombay in
 1852, and the Political Superintendents W. Auld and J.
 Courtney who had withstood a rebellion at Sawantwadi, a
 British territory that shared a border with Goa.

 Other travel writers and lexicographers were an Italian
 missionary (whose dictionary of Mangalorean Konkani
 Rivara had published for the first time), as well as the
 Rev. de Kloguen who had visited Goa around 1829, Araujo
 de Azavedo, a Portuguese visitor, Felipe Neri Pires and
 Filipe Nery Xavier, both of whom had produced essays on
 the grammar of Konkani within the nineteenth century.
 Almost all of these, travel writers as well as scholars,
 described the language as a mixture and made a
 distinction between the spoken and the written forms of
 the language. De Kloguen for instance claimed, "The poor
 and those who cannot read, chiefly the women folk, speak
 this language only." Azavedo had the most confused
 listing of languages and dialects; he declared that
 Portuguese was a spoken language along with the 'local
 language', that the Hindus used a variety of scripts to
 write in, that those in the New Conquest could write as
 fast as they spoke these languages, but what they wrote
 was usually a mixture of dialects. Nery Xavier had a
 similar account but claimed that the language of the New
 Conquests was purer and grew more so, the further it
 moved from the territory of Goa (Old Conquest). Rivara
 established a lineage for academic interest in Konkani
 through this motley and often contradictory set of
 informants and provided proof that it was widely spoken
 and written. p.102

One of Axelrod and Fuerch's interesting contentions, that the
Portuguese focus on trade, and Portugal's position in the
world economy left the village economy relatively unchanged
(in contrast to the British intervention in local economies,
as well as the Spanish settler mode of colonialism), also
leads them to locate resistance not in conflicts over
resources, of which they say there are not many, but in
cultural forms. p 263

Guys, While you debate there, even our village club is coming under
pressure. There's no external bogey to blame here. This is what I wrote on
Saligao-Net recently (if you'll grant me the luxury of quoting myself!):

Albert, I'm not sure what we can blame for the decline of the Saligao
Institute, from the once lively institution we knew in the 1970s and
even 1980s. While the issues you raise are relevant, I don't think
this is the whole story.

There are, in my mind, other factors responsible too. For instance:

* Lack of active volunteers to run its committees.
* Reluctance to open up club to wider sections of Saligao
* Growing affluence in the village; who needs clubs?
* Out-migration from Saligao in the 1990s, compared to
  in-migration of Africanders etc in the 1970s.
* Decline of sport culture.
* Demise of the SI library.
* Clashes and fights sometimes at dances.
* New centres of power in village, leading to shifting
  out of the Foxes Nite, etc... from SI.
* Less community sports in the village, and more
  in-doors or TV-based entertainment.
* Inflation, and remaining stuck at Rs 200 or Rs 700
  "life membership" fee rates.
* Changing demography of the village, specially age-wise.

While we like to criticise, we must also praise the team of women who
have been behind the Frank Simoes memorial children's library at the
Saligao Institute.
Also, if life membership fees cost Rs 700 or so (maybe less, under 12
Euros) how much do we expect out of it in these days of inflation! FN

PS: I was since told that life membership has been raised to Rs 2000 over
the past two years...

(2) When I googled for "communist historian", I came across Eric Hobsbawm
who has been described as one of the "greatest living historian". But how is

on Goanet. Btw, Pathak is the founder of the Saulab Sauchalayas, which
have helped the situation in parts of urban Goa, specially areas where
a number of travellers pass by and need inexpensive and relatively

Indian sanitation expert receives Stockholm Water Prize

Stockholm, Aug 21 (IANS) Indian sanitation expert Bindeshwar Pathak
was awarded the 2009 Stockholm Water Prize, the most prestigious award
for outstanding achievement in water-related activities that has
become akin to a Nobel Prize on environmental issues.

Sanitation is humanity's and the world's most urgent and critical
crisis of our times," Pathak told IANS and added: "However, it is not,
yet, an unsolvable crisis but a huge challenge. It will require
massive, dedicated and selfless labour to achieve the goal."

Pathak received the award Thursday from H.R.H. Prince Carl Philip of Sweden.

The Stockholm Water Prize, which was first presented in 1991, includes
a $150,000 award and a crystal sculpture. It honours individuals,
institutions or organisations whose work contributes broadly to the
conservation and protection of water resources and improves the health
of the planet's inhabitants and ecosystems.

"The correlation between sanitation and disease is dramatic and
unmistakable," said Anders Berntell, executive director of the
Stockholm International Water Institute (SIWI).

"Yet, at the current rate of progress, we are going to miss the
Millennium Development Goal for sanitation by more than 700 million
people, leaving still 2.4 billion people without adequate sanitation
by 2015, about the same number as today. By any standard, this is
unacceptable. We need the political will to translate our intentions
into meaningful action."

In seminars, workshops, and side events during the week, participants
have explored the causes, health impacts and possible solutions to
inadequate sanitation that currently affects more than 2.6 billion
people across the planet, kills over 5,000 children daily, and causes
the illnesses that fill half of the hospital beds in the developing
world. The topics include manual scavenging, sanitation for the urban
poor, financing of sanitation, and the effects that climate change
could have on sanitation, among many other subjects.

"The sanitation problem has a complex solution," Jon Lane, executive
director of the Water Supply and Sanitation Collaborative Council
(WSSCC), told IANS. "If it was easy it would have been done by now. It
needs a systemic intervention. This involves politicians, educators,
entrepreneurs, technologists, financiers and philanthropists. Each has
a particular role to play."

Inadequate sanitation and its devastating effects on the world's poor
comprise humanity's most urgent, yet solvable crisis, according to
international leaders and experts convening at the 2009 World Water
Week in Stockholm.

The founder of Sulabh Sanitation Movement in India, Pathak is known
around the world for his wide-ranging work in the sanitation field. He
has worked to improve public health, has advanced social progress, and
has improved human rights in his home nation and other countries.

His accomplishments span the fields of sanitation technology, social
enterprise, and health care education for millions of people, serving
as a model for NGOs and public health initiatives around the world.

"If water is honoured by the prize being named after it, the
importance of sanitation, its sibling, cannot be left far behind,"
Pathak said in his acceptance speech. "The two complement rather than
compete with each other. Provision of sanitation provides dignity and
safety, especially to women, and reduction of child mortality. As a
matter of fact, safe water and sanitation go hand in hand for
improvement of community health."

Jan Eliasson, a Swedish official and chair of WaterAid Sweden, told
IANS: "Finally we are paying due attention to this looming
catastrophe. I am glad to say that Dr. Pathak is eminently and
uniquely suited to take this daunting challenge in hand."

Yeah, Isidore is very good on the English-to-Konkani side of
translation work. (The amazing thing is that he spent much of his life
outside Goa, just like you Venantius.) For Konkani
(Devanagari)-to-English translations, I feel my own one-time classmate
and Dempo College lecturer Augusto Pinto is simply superb. He's a
returned 'Africander', which goes with what it means (reading a lot of
English literature, whatever!) FN

LETTER OF THE DAY: Setting the record straight
Eduardo Faleiro, Commissioner for NRI Affairs, Goa

Two letters published recently in your newspaper ('Intimidating the
Church?' by Averthanus I D'Souza, on 25 August, and 'Anti-Church
Zealtory' by Dr FAncisco Colaco, on 27 August) call upon me to state
why I raised the question of transparency and accountability in the
management of Church properties. The reason is contained in the
correspondence between myself and the Archbishop of Goa. I will
release this correspondence to the media within 24 hours if the Most
Rev Archbishop indicates that he has no objection to it.

It is, however, advisable in such cases not to be distracted by
personal motivation, to address issues objectively and to decide on
merits. Commissioners for NRI Affairs do not cease to be citizen.

Every citizen has a duty to contribute to the betterment of society,
religious institutions not excluded, to the extent of his/her
knowledge and experience. Those who have been in public life for
decades have an added responsibility in this regard.

Over the last few years, I have travelled extensively across the
country -- from Kashmir to Tamil Nadu, from Orissa to Gujarat, and
also to the North-East -- to understand Christianity in India today. I
stayed with Cardinals and Bishops, in the humble homes of priests, and
the yet humbler abodes fo tribal people, and interacted with all of
them. I gathered some idea of how the Catholic Church and other
religious denominations function in India, their achievements and
shortcomings.

There was enver any question of handing over Church properties to the
government. This is prohibited by Article 26 and other provisions of
the Constitution of India, and is not desirable in any case.

What was suggested is a law to provide for management of these
properties, broadly in line with the laws existing in INdia for all
religious denominations (except Christianity) and on the lines of laws
dealing with the Catholic Church and other Christian denominations in
Western countries.

At this stage, however, it would be appropriate to wait for review by
the ecclesiastical authorities themselves of their present system of
management, so as to improve upon it. Then, a law enacted by teh
government may not be necessary. The suggestions made on this matter
at the Round Table Conference held last week will be forwarded to the
Archdiocese of Goa and to the Catholic Bishops Conference of India for
their consideration.

One of the letter writers accuses me of some kind of sectarian remark.
I do not think or speak in such terms, and I abhor communalists of all
sorts in equal measure. The other letter writer would like to know
whether funds from my office were utilised to hold the two
conferences. No funds from from office or, indeed, from any government
department, were spent for the purpose.

Indo-Portuguese History, Lisbon for two terms.

He has contributed several research papers to the international and
national seminars and edited several books. He had been specifically
invited as representative of Asia to contribute on India and Brazil
through the Ages to the Fifth Centenary Commemoration Volume on the
Discovery of Brazil by the Universidade Metodista de Piracicaba,
Brazil. He is considered as one of the few experts in the field of
Portuguese Palaeography. He has been the Founder Editor of Colloquium,
a research journal of the Goa Institute for Historical and Cultural
Research as well as Purabhilekh-Puratatva, a research journal of the
Directorate of Archives, Archaeology and Museum, Goa (1986-1999).

He was instrumental in the discoveries of the largest Megalithic
Mother Goddess in the country, the 5-km long port wall of Kadambas,
Mesolithic period rock art carvings of Usgalimal and Kajur and
numerous Megaliths of Goa. He has contributed much to Goan history,
archaeology, art, history, numismatics, etymology and anthropology. He
had been associated with the Goa University right from its inception
and besides having been the Guide in History, he was on its various

problematic or troublesome. (I say *sometimes* because, at other
times, there could well be a reason for it. There was a big debate
elsewhere in cyberspace not long ago about the now-inactive
penpricks.blogspot.com anonymous-except-towards-the-end blog on Goan
journalism.)

A couple of points I'd like to add:

* This is not the only critique of Rajan Parrikar's Rape of Goa, and
not all are anonymous. While Rajan responds here by attacking the
anonymity, there are other crucial (in my view) issues raised by the

There are indeed issues worth discussing more closely here.

At another level, I know that Rajan Parrikar also once accused me of
writing a (badly penned, I would say) article under the name of
Someone Waghmare. This article was a boorish defence of the right to
in-migrate into Goa. (While I do believe that migrants into Goa should
have their rights too, I do not agree that just about any silly
arguments should be used to debate this. Using poor arguments and
badly-crafted ones could actually be counterproductive and cause more
trouble than anything else to an already largely disempowered section
of the population.)

Partly out of pique and as a strategy, I consciously kept silent for
awhile, and let Rajan repeat his charges, which he did publicly though
covering it with a laugh at Cafe Prakash too. On being challenged a
bit later, he simply pointed to the charge as having emanated from a
common friend, Soter! This is hardly a defence, as there is no reason
to even repeat false accusations.

But after repeating the charge a few more times, I'm sure these guys
still sometimes believe I'm the 'Waghmare' behind the article! So much
for pseudonyms! FN

The Science-can-do-no-wrong, if-it-does-wrong-it-is-not-Science,
the-rest-of-the-world-has-to-be-corrected-to-my-way-of-thinking we've
seen (even on Goanet) makes me feel that Science might sometimes have
the same arrogance that we accuse (probably not wrongly) the world of
religion or communalism or politics or nationalism.

As for 'secularism', there are many interpretations of what this term
means. In the Indian context, the militant attempt at debunking
religious views, seems to have pushed believers only deeper into the
arms of the fundamentalists.

This is only my opinion. Please don't Galelio-ise me for it!

Besides, I obviously don't have the proof necessary to subject these
views through the tests necessary for making this work as Scientific
Evidence. But since you asked my views nonetheless, and a quote

The right word would probably be 'edited', keeping in mind that
newspapers don't have unlimited space to carry letters of any length,
and are often editing-for-space rather than for blocking one's ideas.

I've also seen people mix up between a 'moderated' mailing-list, and a
'censored' one. Then, a number of people say that a patient was
'released' from hospital, when they mean s/he was 'discharged'.

Good and useful question, Rui Nuvo. But are there any Goanetters in
Goa? Most of them are in places like Macau, Nassau and the land of
João Rodrigues Cabrilho and Sir Francis Drake!

You can check us out in this modest hole-in-the-wall called Cafe
Prakash (an institution, in part because the Konkani writers have had
their headquarters nextdoor, and now us hacks have descended on it).
Best to announce your plans, so you meet the right people (not a big
crowd).

For some of our meetings, we've held a rendezvous at the Miramar
Foodland. Good venue and decent prices. But you have to organise the
crowd yourself!

Till recent times, the more upmarket version was Clube Vasco da Gama's
restaurant run by Ernesto. But that got shifted. If you're twice-born
expat expat, then you'd probably think of nothing short of five
stars... in which, of course, there are Goanetters available :-)

Anyway, all is not lost. I'm sure other Goanetters, maybe Ms Ana Maria
de Souza-Goswami or VMinGoa, will come up with a better set of
facts... and they have better tastes than me. For sure! FN

That's true! Noel is Lambert Mascarenhas' son-in-law. A very nice and
down-to-earth guy, whom I met just the other day, playing a prominent
host's role at the launch of Mr Mascarenhas' book. Noel was very
popular in the football and business circuits. Despite his affluence
and political clout (his mum was one of Goa's early MLAs), he retained
his friendly and simple style. His untimely death came as a surprise,
if not a shock, to many here, and a caller rang up from North America
to enquire about the news! FN

Which just goes to say... if Goans are given the chance, they can make
their mark. Big. This is true even of us lowly
Goans-based-in-Goa-itself (lowest in the pecking order among the
non-bhailos, at present) :-)

I think that most of the time the people of Goa simply don't get the
chance either because (i) they are seen as culturally on the periphery
of 'mainstream India' (whatever that is meant to mean) and not
understood (ii) they are too small a culture and a market, so it's far
more difficult to make our cultural and artistic or literary products
viable (iii) we spend far too much time pulling down one another,
based on religion, caste, language-preference or which side of the
1961 debate the people are on.

The challenge is how to find a niche for Goan products that draws it
the required notice. It takes a Sigrid Pfeffer from Hessischer
Rundfunk  to realise that Goan Konkani music is almost something like
the Balkans meeting the Beunos Vistas Social Club (both extremely
popular trends in continental, perhaps non-English speaking, Europe).

Albert, Why not check up the web-design firms in Goa, and see if they
have openings? Joel (of goacyberworks.com at Pato) is one possibility,
as is Rajesh Dessai of Sant Inez.

Likewise there are also places which need a webmaster. If not
mistaken, Freddy Faria (one of the early, if not the first,
webdesigner of GoaCom in Goa) has a fulltime job with the Goa Chambers
of Commerce and Industry and maintains their site. Any organisation
with heavy-duty web work could employ such skills. FN

While on the topic, I think the figure of 25,000 comes up in another
context, with another Goan singer, Lata Mangueshkar. If I recall
rightly, she went into the Guiness Book of World Records, quite some
years ago, for lending her voice to 25,000 songs.
