very dear Parish Priest,the Rev Fr Lawrence Fernandes completes 25 years of
his ordination to the Priesthood. Over the last few years, we have been
blessed with such an invaluable Jewel who has selflessly and dedicatedly
toiled to upgrade the entire infrastructure at our Church. A warrior of
Christ he has been.

Rev Father, your efforts to restore the basic amenities in our Church will
remain for posterity. You have been a Messiah sent by God to restore the
glory of God’s people and his Church.

Today on your silver Jubilee of Priesthood, Rev Father this is wishing you
all the very best while Ribandar will remain always indebted to the
incredible transformation of our Church that you made possible by your
sheer dedication and relentless hard work.

May the Almighty God continue to sustain and bless Our Rev. Father Lawrence

As a matter of our Goan customary tradition, I wish Chief Minister Pramod
Sawant on his birthday today. I wonder if he will wish me in a month’s time
on 24th May which will be my 60th birthday.  To be very candid,  I will not
address the Chief Minister as Doctor, not being convinced that he has any
proven medical skills. That issue I will leave for the Gods and Health
experts to adjudicate on.

While on Pramod Sawant’s Birthday it is very appalling that in the current
state of a global pandemic crisis, he has had the audacity to stage manage
the show by getting Builders, Casinos and the Mining Lobby to sponsor huge
advertisements in the local newspapers today. All these lakhs if not crores
would have fed our thousands especially the daily waged poverty stricken
hungry workers who are struggling for a meal. Mr. Chief Minister at least
on your Birthday, you could have brought succor to a multitude that is
starved.

Mr. Chief Minister, may I candidly state that I don’t share with you my
writings on social media, as you know very well that your knowledge of
English is much incapacitated. I for one laud the Chief Secretary and his
fellow IAS and IPS officers who are in the current dilemma of taking
instructions from a very well under skilled Chief Minister.

Mr. Pramod Sawant , Goa today knows you better as Mr. Property Sawant. It
is said that one grows wiser with age. On your birthday you could share
your wisdom to our youth and others struggling in our state as to how they
can like you quickly ascend that mind boggling pinnacle of wealth.

Mr. Chief Minister, as you know Truth hurts but its only Truth that will
always and ever prevail. COVID-19 should awaken us from misuse of Power and
sheer arrogance.

Pramod Bab, you may recollect that in November 2008 in that by- election to
fill the vacancy of then departed Pale MLA Gurudas Gawas you lost your
first election. I hope you recollect the telephonic conversation that
afternoon with you after those results. I was in sheer tears as I had hoped
that you were young and a hope but today my bucket of sorrow over flows
that in the last one year in office you have mismanaged the State and
disastrously taken it to a brink of an impending disaster on so many vital
issues including Mhadei much before the eruption of COVID-19 which will now
give you no shelter.

All said and done please, enjoy your Birthday Mr. Chief Minister. I will on
24th May have mine.

It is unfortunate that we do not see our Archbishop conveying Independence
Day greetings on 15th August this year as all the newspapers failed to
insert his greetings which he used to do it every year.  Only Governor and
Chief Minister have sent their greetings..I do not understand what this
made to do not to appear His greetings?
Also The Raj Bhavan chapel feast which is celebrated every year is now been
told to the parishioners of Dona Paula and Caranzalem including surrounding
areas of Tiswadi taluka to be present at the gate exactly at 10 AM due to
security reasons and that the mass also will start  exactly at 10 AM
I do not understand why there is no permission at the gate for at least 10
minutes early since the mass cannot be postponed. This way people will
reach a bit late for the Mass which is not correct as per our religion
timings as we have to be  in time otherwise the mass is invalid.
I request Her Excellency Mridula Sinha to give instructions at the security
gate to allow people to enter at least minimum 10 minutes early.

Yes. You are partially right. I agree that I made a confusion  that of
Shekar Sraressai instead of Chief Secretrry's  name. I am sorry for that.
I do not agree that there were more than 3 councilors because I and Dr. Joe
met them and they also told us that they have shown us the  invitation
 which was given 2 days in advance and that Surendra  Furtado when I called
 him, he said he did not receive and was not interested to come for the
function.
Yes , you are right again that you said after your speech for  any
questions, , but the organizers did not allow. We Panjimites, wanted to ask
several questions.  After the lunch break f i met Mayor and we talked to
each other and I have presented my 25 points write up handed over to him
with  my suggestion and recommendations and also i told him to pass it on
to you which he has declined.. We left after that.
Anyway the presentation was good and you have talked well and as I am also
from Mala,  i expect that you will do the best for that area,  and also  I
expect to look after  that St Ines creek and Patto..

I have attended the Panaji Smart City function at Fidalgo Hotel on  3rd
November 2015 although hardly any well advance notice was issued in the
Press. I came to know on 3rd Nov at 6.30AM when I read Navhind Times
advertisement on line, and within one hour I have made these suggestion
which is enclosed.below.

Dignitaries present on the dais;

i) Chief Secretary R.K. Srivastava , Special address
2) Shubam Chodankar CCP Mayor ( did not speak)
3) Sidarth Kunkolienkar MLA of Panjim Key note address
4) Gazal Bhmabri ICLEI representative
5) Richard Dias Moderator and ICLEI rep  and vote of thanks
6) Sanjit Rodrigues CCP Commissioner and Shekar Sardesai both absent

First,  Chief Secretary Srivastava spoke and later MLA of Panjim Sidarth
spoke and both left the venue soon after.their lecture. No question answer
were allowed.
After that presentation by consultants from ICLEI  ( International Council
Environmental  Initiative, South Asia),  has caried out..

I have presented my 25 points suggestions  and recommendation to the jury
sitting over there. I have distributed also the copies to Mayor of CCP and
the press people present..  ( enclosed the write up) .
I have asked ICLEI  to minute the meeting, of my write up  and what was
discussed and talked by me and Panjimites.  .Later I have  distributed the

After the lectures and presentation we had a powerful discussion by
Panjimites, and many criticism  made by Panjimites, activists  and
scientists present at the audience, on the SMART CITY.
We requested the committee of ICLEI to minute the whole discussions  and
hope that  the  PRESS and Print media  do the coverage..
Overall conclusion of discussion  is that whether Goa Government would be
able to spend at least Rs 100 crores per year when they have failed in
JUNRUM and other projects.   Second is that Panjim is not a viable city for
a Smart City due to various factors especially on Casinos menace, St Ines
and Ourem creek,  garbage, bad roads, sewage and underground cabling in
mess,  No parking in existing High rise buildings,  gutters and storm water
drains not in place, Sea level Rise.etc.
Many solutions were offered by the Panjimites but it does not appear good
for ECLEI to organize this project,  in view of CCP apathy and disorganized
CCP. Even CCP Commissioner Sanjit Rodrigues was not present. In fact only 3
Councillors from BJP were present as they were give 2 days advance
invitation whereas other councilors were absent including all the previous
Mayors,  especially the last  Mayor Surendra Furtado, who told me over the
phone at the venue,  that he has not received any invitation,   reasons are
not known to me.
Considering all these problems  how BJP Government expect that Panaji to
become a SMART CITY?

inviting  stake holders to meet at Fidalgo Hotel at 9 AM today on 3,11,2015

 *  Greetings to all of you  on the 4th Anniversary of Goa Bachao Abhiyan!*

Time to take stock of how much we have achieved and what needs to be done.

The main cause that led to the formation of GBA was the objection to the
mass conversion of land for construction  in the Regional Plan 2011 which
was a threat to the identity and sustainability of Goa. .
The main demands  raised  were 1) revocation of the Regional Plan 2011  2)
Formulation of a new Plan by a participatory process as per the 73rd and
74th amendment of the Constitution. Responding to the call of the GBA people
rallied at the Maidans  and spoke through the Gram Sabhas in 2007.

The  first objective was achieved in 2007. All of us who were part of this
movement take great pride in recounting this success story.

However, today, we are still faced with the challenge of achieving the
second objective.  What the the term 'participatory process"  meant for  the
GBA, has not been the same for the government. GBA had asked for all  the
laws to be in consonance with the constitutional amendment and the new plan
to be made as per these laws. This has not happened.

What the GBA managed to do was to build the capacity of the people to read
the Plan and
understand how they could impact it . The people were empowered to be
vigilant.

The government used the legislation making forum to subvert  the vigilance
of the people. It  brought in section 16/ 16 A of the TCP Act, passed  an
Act for medical estates by PPP, changed certain  building rules  etc. These
were all done in the name of the common people to benefit vested interests.

What we have learnt from this exercise is that the people who  have  the
power  to finalise the plan, can  upscale or undo a whole process,  either
 through the framework of law or outside it.

Several suggestions have been debated as to how to get the  desired
legislation whether it is to incorporate 73rd,74th or facilitate  pro people
development. These included  "apolitical" and  "political " methods.

meaning without  entering into electoral politics. GBA adopted "apolitical '
methods

 GBA has been monitoring the process  and raising demands like
identification and notification of eco zones, VP3 status for lower FAR,
meeting of the committee to change laws, implementation of High Court orders
on infrastructure, setting up of flying squads and monitoring action etc, It
has been,assisting villlage groups to achieve just demands, creating
awareness material, holding meetings, protests, providing support for
judicial recourse,  doing advocacy  etc to achieve its objectives.

.The government has released the Regional Plan 2021 Release 1. Time to do a
reality check on the 4th Anniversary of GBA..

We need to  objectively study the plan. Identify what has been the
positive gains and what has been undesirable.

To make it convenient for everybody to attend,  *we meet  at 10.30 am on
Sunday, 5th December 2010, at Institute Piedade Hall, Panjim*.

My bad! 
You were right, the raga was not Darbari but Malhar. 
In both - Malhar as well as Darbari - there is that distinct accent on komal 
gandhar 
( heard on the word 'aayi' in the line lapaka zhapaka kara aayi badariya); the 
similarities in 'andolan' 
on  komal gandhar with that peculiar 'minDh' from dh to komal ga, and the ga ma 
re sa descent 
must have stumped me while listening and working at the same time.
But while humming it to myself I heard both the nishadhs (pure and half) which 
is the mark of (Miyan ki) Malhar.
Darbari takes dh ni re sa, which is the distinction of the entire kanada group 
of ragas.
Regarding the revealed affinities twixt the two of us, I return the compliment!
Rajan is a great chap as I knew him in Peoples High for a couple of years 
(1976-78)
He has a vast library of Hindustani music which he obviously adores.

Uniformity in speed breakers(This was my constant reminder in all my articles

Increase in the deployment of traffic police in busy locations
Additional force of trainee constables on Traffic Duty in Panjim and other areas
Marking on the sides of the Highway
Reflectors on the highway with proper indicators
SPEED BREAKER INDICATORS ARE UNIQUE AS THERE ARE TWO INDICATORS : ONE IS 
CAUTIONARY ANOTHER IS ACTUAL SPOT OF THE SPEED BREAKER.

Why I am recording this to day is because, MR.Digambar Kamat , Chief Minister 
of Goa had visited Nuvem Circle with the PWD/ Police and other officials on 9th 
september 2010.

Traffic Management should grow and go in the same direction which is under 
implementation now. This would ensure complete traffic awareness and also a 
committed road user concept.

Mr.Gurunath Kelekar will be too happy to hear this news as he is one of the 
causes to bring the issue into focus through his Fasting two years ago.

This analysis comes to me through personal verification of factual status in 
places like Mangalore, Bangalore, Chennai, Pune, etc., 

TIME IS NOT FAR OFF FOR GOA TO LEAD ROAD SAFETY(That is my dream too!)

It was a disgrace to see Wilson Coelho and his accompanying Rabindra Pimenta, 
who incidentally hail from my village in Curtorim in the state of belated 'san 
joao' mood at the stadium last evening.  As  for the amusing duo the onlooking 
spectators witnessed them giving me a courteous handshake in the true 
SPIRIT  of 'crossing the limits' point of not knowing where they are to be 
seated or whom they were exchanging pleasantries?

LET THE FACTS BE KNOWN – Part 2 
  
This is in continuation of the previous post titled LET THE FACTS BE KNOWN, in 
a bid to bring the facts to light so that truth alone prevails,  since all 
points could not be covered in one go.  The immediate outburst after the Goa 
Day’s by disgruntled characters, is purely due to the success of the unique 
Goan Event. 
  
Let it be known, Salvador Dias, is very much one of the sons of 
Curtorim, ex-President of Curtorcares United. Indeed he had been doing a good 
job, but there was a point in time he was crossing the limits, at that point in 
time the Curtorcares, who hail from the land of the green carpet “celeiro de 
Goa”  and the birth place of Mando, were vigilant and shrewd enough to set 
their house in order, without washing dirty linen in public.  As the President 
of Kuwait Goans Association, one of the participating Clubs for Goa Day 09, he 
was invited to the stage to take the Prize for the Best Food Stall.  This took 
place at a time when the GWS President escorted His Excellency, the Ambassador 
of India, who was on his way, to attend another function.  GWS continued the 
prizes/awards distribution, with GWS Vice-President on the stage. 
  
I need not mention here the state in which Salvador was, while on stage, at 
that time.  What was spoken was Greek and Latin to most in audience.  Trying to 
make sense out of it, sometime later it was discovered that he was upset 
because, His Excellency, was not giving him royal service whenever he calls on 
the Embassy, which he expected being the President of one of the clubs.  This 
was completely out of context and a non issue, to say the least.  Empty talks 
don’t mean anything, walk the talk and let actions speak louder than words.

GOA, DAMÃO AND DIU COMMUNITY IN MACAU


The small but dynamic community of Goa Damão and Diu in Macau, has very 
much made their presence felt here in Macau, a Chinese dominated, multicultural 
territory with people not only  from the Portuguese speaking countries but 
also from other walks of life.


The art, culture and gastronomy of Goa, Damão and Diu are well known and very 
much appreciated  in Macau. For years through the ‘Grupo de Danças e Cantares 
de Goa Damão e Diu’, the folk songs  and dances like, Aum Saibá Poltodi Vétam,
Barra de Damão, O` Divan de Mogará and others have  been virtually instilled 
in the hearts of the Portuguese, Chinese and other communities. 


The people of Macau are so familiar with the historical and religious monuments 
through  the construction of replicas of the Arco de Vis Rei in Goa, Fortaleza 
de São Jerónimo in  Damão, Fortim do Mar in Diu and other monuments. They have 
also captured the taste  of our Sarapatel, Samosas, Bebinca, Aranha do Céu, 
Bolinhas de Coco and many more.

Goanet has provided this writer and many others an
excellent forum to project an out of the box "news and
views" feature  ever since colleague Fredrick Noronha
coaxed and cajoled me to join this Forum in August
2002

It is indeed this forum like many others that have
come on a later that has become a window to the
outside  world.

There is no iota of doubt that it was the foresight of
young Mr Herman Carneiro that provided this forum and
to him this writer will remain  forever indebted.

On this 13th anniversary, this writer endeavours to
use this forum to continue to project our tiny
beautiful Goa and seek the support of every " niz
Goemkar" to protect Goa Goans and our identity despite
the forces of destruction that have invaded our land,
duly abetted in their acts by some of our own blue
blooded Goans.

Belated greetings to all those behind the growth and
success of Goanet.   

In the humble opinion of this writer, Goanet has
provided Goans worldwide a rich forum for  news views
debate and what have you.

But why does the UAE  not have   Administrators yet
when this segment of Goans are highly concerned
involved with Goa and Goan matters?  Even Portugal and
New Zealand needs such support.
 
Goanet forum helps one put the English news print
media to shame. News (print) media in Goa has in
recent times specially post 2001 kow towed the
Government line with most press media on Government
panels and hence the quality of news has suffered
considerably.  

It is the fervent plea of this writer that Goanet
should NOT permit "cut and paste" news from the local
press be it The Navhind Times, Herald  or Gomantak
Times,  for this lends credibility to the news items
some of which is doctored tailored and far from the
ground reality. Let them visit the respective websites
of these newspapers if they so desire.  

Goans in Goa generally adopt brand loyalty when it
comes to selecting a newspaper to read. They are also
choosy about what they read.  Some say "oh we read
only The Navhind Times"  others say "we dont bother
with Herald or Gomantak Times or  vice versa" still
others read newspapers only when the press comes out
with "sensational or investigative reports.

With all this the mind set of Goans remains archaic
and are not tuned to ground realities. 

Reading habits in Goa is extremely poor even though we
  are the second  highly "literate" (N.B. definition
of "literate" according to Government of India means 
only knowing to sign ones signature and not as is
understood in common parlance)State in India; thus
lending credence to their news on Goanet further
enhances the  point of view of these  newpapers. 

It is the humble request of this writer that Goa admin
team will take serious note of this point and also
appoint an Administrator for the UAE and other
countries like New Zealand and Portugal.
