The least VAC could do is instead of this useless detect then ban several days latter policy that clearly does not work, VAC should be banning immediately upon connection when a hack is detected. It would be nice to know that VAC does actually work! Although, it does appear that Valve are fully aware that their STEAM_ID system is completely compromised, and that is why they are no longer updating VAC as it is a total waste of time whilst hackers can rejoin within a minute or two with new STEAM_ID! That's a different bug. These players have a legitimate STEAMID. I'm not 100% sure, but I'm thinking the SteamID you get is linked with your account, not your key - the key just grants you access to the content...right? Not really sure, but all the same, STEAM_ID_PENDING is an unverified user, you usually get it on listen servers where the host ID isn't verified.
