Only your client needs sv_cheats 1, not the server; using it there should
not affect the sv_cheats status of the server.  Although I do not know for
sure, setting it on the client might modify the server's sv_cheats if you
are hosting it locally, but those cases should not require you to select a
specific IP.

That is to say, it is perfectly safe to use it with more or less any server,
and should also work with any server, regardless of its sv_cheats status.

server browser. It does matter what sv_allow_lobby_connect_only is set to.

I figured it out I have 6 servers running. If I simply remove these two 
lines, they fill up instantly...

so the question is... tags or lobby_connect only? Which is the issue?
 
If I remove the lobby_connect_only and it defaults to 1, will people still be 
able to join through the steam community list?

I would drop the "Server Browser Join Enables" tag.  Long tags caused people to 
be unable to join from lobbies during the beta.
(Plus, I don't like that tag - why not just "Browser Joinable" ?)

You might also check to make sure that your server isn't in versus mode.

I found that when my server is in versus mode, it doesn't fill up as quickly or 
as often.

Versus mode is set when a versus map is loaded.
There is no way for users to change a server's map.  They can change the 
campaign, but they can not change the mode (versus or coop).

This sucks, because I'd like to let users pick whatever the hell they want.
I've removed all verses maps from my map cycle.  (Do mapcycles even matter for 
L4D?)

Probably depends where you are... I've currently got 44 players over 12
servers (Europe, 7pm) but 12 hours ago I only had about 10.  I'd also
imagine certain regions have more servers than others, so will see different
amounts of business

Anyone elses servers been pretty much empty the whole day? Right after a 
release it seems like every server fills with ease. I'm not seeing that this 
time... Maybe it's something in my configs? Should I be avoiding certain lines?

Just tested that,  told me the server needs sv_cheats 1 enabled,  which 
makes it pretty useless.

There is something like this already, although there is not a button for it
at the moment.  If you have a specific server in mind, simply create the
lobby and have the Lobby Leader set "ms_force_dedicated_server IP:Port" in
his/her console before pressing "Start Game".  This will force the
Matchmaker to find only that server, but be aware that you may have to
re-set the value of the command after each game, even though it will show as
still having the same IP from last time; failing to do so may to result
ms_force_dedicated_server to be ignored, or at least it did during the Demo.

If set to 1, it's supposed to only let people in the group set in 
sv_steamgroup into the server. Everyone else should be booted out

How is sv_steamgroup_exclusive supposed to work? It's not working for me at
all. It does not show up in the steam group servers nor can I find a way to
locate a lobby with it? And if I try to join it directly I get kicked into
the lobby and then into some random server.

to find a server BEFORE you create a lobby, so there's no waiting once 
everybody is in. Steam group server or not. Then create a timeout, say 2 
minutes, and if you don't start the game in 2 minutes, that server frees 
up, and you have to search for one like it is now.
