 Will try Raj's suggestion of usb-serial convertor.

This worked for me
1, Edit blacklist by comand:
$sudo vi /etc/hotplug/blacklist
and add the following line at the end of this file:
visor

2. Make sure you do not have visor module already loaded by:
$sudo /sbin/lsmod | grep visor
If it is there then remove it by command:
$ sudo /sbin/rmmod visor

3. Attach your Reliance Samsung phone to usb cable and run:
$sudo /sbin/lsmod | grep acm
This should show module cdc_acm loaded

4. Now configure your Reliance connection using modem path as /dev/ttyACM0

I was able to get them from the Reliance Webworld itself - had to
specifically ask for the serial cable. If you already have a usb cable,
and would like to indulge in a bit of experimentation, another
suggestion is that you look for a usb-to-serial convector and try that.
 However, if there is some problem in your cable itself, this experiment
may not prove fruitful.

How does use of ebay get reliance cable + modem working...???
Scratching my head !!

I have not found a solution to connecting Reliance phone through cable
ever since udev was introduced. Worked fine upto RH9. Now the moment
you plug in usb cable the phone is treated as storgae device and it
powers down. I know it is something in hotplug that needs to be
commented out or blacklist edited will get to it some day.

Procedure to connect any reliance phone using USB Cable :-




Step -- 1

Create a file /etc/wvdial.conf having following entries :-


[Modem0]
Modem= /dev/ttyUSB0
Baud= 115200
SetVolume=0
DialCommand= ATDT
FlowControl= Hardware(CRTSCTS)
[Dialer R]
Username= my phone number
Password= my phone number
Phone= #777
Stupid Mode= 1
Inherits= Modem0

Step -- 2.

Create a file /etc/resolv.conf having following entries :-

nameserver 202.138.103.100
nameserver 202.138.97.193
nameserver 127.0.0.1

Step -- 3.
==

Give command 

service named start


Step -- 4.
==
login as root
type following command

modprobe uhci
modprobe usbserial
modprobe ftdi_sio

For Connecting to internet type 
=

wvdial R


to disconnect 
==

killall pppd
