If you just say their names on Sunday, that’s fine but written down may

Sara that is so easy to fix we have been talking about this forever we can make updates and change stuff before the vote happens through forums and debate.  Then the final votes are done via ballot.  Other states do this. The fundamental representational issue here is whether the questions being considered should be decided at town meeting or via some kind of written ballot that everyone can participate in. Despite many people’s belief in the town meeting system (including mine), this particular set of options concern all of us, and not all of us can attend town meeting (including me). I would recommend that someone propose at the town meeting itself that the decision should be made not by the meeting itself, but via town wide ballot. One obvious solution that seems like it should be manageable for tomorrow at least would be to allow people to cast their paper ballots as soon as they have checked in and filled them out. I know what I’m voting for, and since those paper ballots aren’t going to be modified during the discussion period, I can’t imagine why we can’t vote right off the bat. Massachusetts law also supports representative town meeting. This still

Someone else here may be able to correct me, but I believe the answer is
that we need to vote at a Town Meeting, so this would be finally voted on
at the March 2024 Town Meeting, and the Special Town Meeting in December
2023 is to help decide what to present for a final up-or-down vote at that
2024 Town Meeting.

The new law has nothing to do with affordability.
The State Agency administering it has taken the position that local
affordability laws such as Lincoln's are deterrents to development.  To be
compliant, a plan cannot require that more than 10% of the units in a
development be affordable.

Affordable in this case means a 2 bedroom apartment that is affordable to a
household making about $107K per year.

 Dear friends,
As I understood in 2018, the state mandate for affordable housing in
multi-housing development is 25%.  A town or municipality can tailor
(reduce) it to fit its own needs.  I don't understand where this 10%
is being promoted.  Has the state law changed?  I didn't find any
document from the State suggesting that the new development
should have less than 25% in Affordable Housing.
I hope somebody knowledgeable in the group would look and clarify.

It is interesting to recently see a number of people on here so supportive
of affordable housing. It is my understanding that the town has had
committees attempting to do so in S. Lincoln for a decade plus.
Unfortunately if we had acted sooner as a town our hands wouldn't be nearly
as tied as they are now.

I'm not a policy maker but the HCA was written exactly as intended to
prevent things like arguing that traffic studies are flawed, lawyers aren't
representing our interest, schools will collapse, etc from blocking
compliance. And of course demanding impossible levels of affordable housing
is another way to easily stop a proposal in its tracks. Arriving at an
option D will likely produce a similar degree of "concern". Noncompliance
is a risk and some folks are surprisingly ready to take it.

It is a lot easier to gum up the works than it is to volunteer, put in the
work or participate in the democratic process. There have been numerous
online and in person meetings, surveys, drop in sessions, SOTT to gather
the prevailing public sentiment. There has been outreach on here, in the
mail and on town pages along with open lines to the various committees.

The HCA’s goal is to add inventory that is attractive to developers.
It actually doesn’t require ANY affordable housing.

 It allows the town to require up to 10% unless there is a feasibility
study that has been done that shows up to 20% is more appropriate, and then
they have to review and approve the addition of affordable housing
requirements. Margaret Olson has stated that we did the feasibility study
and it only allows 10%.

The HCA committee will flat out turn down any proposal that has higher than
10% without the feasibility study.

This isn’t a law to create much needed affordable units, which is why many
of us are opposed to complying at all- and if we do comply we feel it
should be done in the most minimal way, and then we should handle rezoning
on our terms at a higher mandatory affordability rate.

history.  While the Red Cross has taken some well deserved criticism for
their bureaucracy and costs, they provide some needed services.  Here is a

I once contacted Bay State Textiles and they indicated that they sort the
items into reusable (as clothing) and cloth that should be shredded or
whatever and used for non-clothing purposes. So I think they take all of
the above in terms of the condition of the clothes.

benefits our Disaster Relief Fund" but doesn't specify that the clothing
itself is given to disaster victims, or what condition it has to be in. I
suspect though don't know for sure that the "vendor" may be some place like

As you may know, the moderators recommend starting your subject line with “FS” 
if you have an item for sale. I’m not positive, but I suspect that you could 
set an email filter to send such formatted messages to trash if you wanted.

My recommendation is to delete it.  Do not click on the pictures unless you are 
expecting them.  A specially crafted image can contain executable cod (e.g., 
viruses, spyware ...)  Clicking on the picture may execute the code.

The sender's address may also be forged and may not be the actual sender.

don’t click.

Unsolicited emails are the first clues that those are something you wish to
avoid.

As you’re using Gmail, just categorize it as ‘report fishing’ or ‘report
spam’, or simply choose block of the sender.

Lastly, change your login password, minimally, a couple of times a year and
make it complex.

said "Just a few photographs (from last Friday) - sharing them cause you
probably know most of those guys". I marked it as spam within the gmail

Question about contested 2022 Lincoln races

Hi,
I saw a few posts in response to this - and maybe didn't catch all so hope
this isn't repeating.

In general, I think anyone should run in a race if they feel they can do a
good job for the town.

Sometimes incumbents win races without opposition, that's okay, but if
several years later when it's time for reelection, someone else feels they
have something to offer, they should.  There are always new people, new
issues, new skills people learn and gain.

For Planning Board, I support Ephraim Flint. He has so much to offer. So
much experience. I am glad he is running.

I believe it is a cost split proportionally based on number of students from 
each town using a rolling average to prevent big year to year swings in Town 
cost.

Lisa and Gordon are both roughly correct.

The state first sets minimum contributions for each town that cover a 
“Foundation Budget” for LSRHS. The minimum contributions are in theory adjusted 
by wealth factors in each town (based on property values and income) but in 
practice both Sudbury and Lincoln are sufficiently wealthy that these factors 
have no impact, and the minimum contribution is pretty much a “per pupil” kind 
of number. Last time I was involved (FY21), the minimum contribution 
represented about half of the total assessment to the Towns.

By our regional agreement, the other half, the “above minimum contribution”, is 
assessed to the two towns based on the rolling average of the last three years 
of enrollment. Again, pretty much a “per pupil” kind of calculation, albeit 
with the rolling average involved.

In terms of the split between Lincoln and Sudbury, Lincoln’s share has been 
dropping along with our enrollment. It was around 15% in the FY13-16 period and 
has since dropped to around 12% in FY21.

One issue we’ve had in the past is uncertainty about exactly what the split 
will be as each town goes thru their budgeting cycle, since Lincoln has its 
Town Meeting earlier and typically tries to generate its budgets in Nov-Jan, 
before the Governor releases the state budget, usually not until late Jan or 
early Feb. As a result, in 2019 when I was on Fincom I wrote a spreadsheet to 
accurately predict this split in assessments between the two towns based solely 
on Oct 1 enrollment and past year information. For the six years I tested 
(FY15- FY20), the error in these predictions of Lincoln’s assessment was less 
than $10,000 in each case. I did this partly to dispel the notion that some 
change to the regional agreement was needed due to this uncertainty in split of 
assessments. It is not.

So like Sara, I am curious what motivates this year’s concern about the 
regional agreement. I’d happily volunteer to participate in any discussions 
requested by Sudbury, especially regarding any finance or budgeting related 
concerns.

My recollection is that there is a state mandated minimum contribution 
irrespective of percentage of students from each town (15%).  In the 1970’s 
Lincoln represented 15-20% of the LS population. As recently as 5 years ago 
Lincoln represented less than 15% (perhaps 12%)?  Someone closer to the facts 
can correct me.

Perceptions (both in Sudbury and in Lincoln) can often take a very long time to 
adjust.

There is a long history of Sudbury feeling the agreement should require a 
larger payment from Lincoln
When I was on the Select Board, it was very a hot topic.
We had a local study committee to look into other potential regional options.
There were none.
I would be curious to know where the push to revisit the agree is truly coming 
from.

Personally for me the biggest thing, for the LSSC (LSRH) races, is how each
candidate looks upon the Lincoln Sudbury Regional High School Agreement. As
I understand there might be a clamoring from Sudbury residents that Lincoln
is not 'paying its fair share' and they want to re-open the agreement.
Apologies if I'm mischaracterizing this but apparently there was a
committee that was formed to look at this question so we should have some
wariness about this and seek to clarify their positions on this.

Keep in mind that at certain points in our time in this long compact we may
have thought we were getting the short end of the stick so I would defer to
people with longer institutional knowledge to give some historical context
here.

I second that the evening was a great way to meet and hear from candidates
from some of the boards that get less visibility. Hurrah for all of the
people putting themselves out there to help our community.

As a former (and unsuccessful) candidate in a contested race for an open seat 
here in town, my opinion is that any challenger has to make a strong case as to 
why they should replace the incumbent.  If that case is not made, then there 
really is no reason to displace the incumbent.  And (frankly) it also strongly 
implies they should not be replaced.
