That wasn't exactly what I was after, since APAv6 comes with so many of its
own formatting quirks I would have to undo that it would take five times as
long as doing the float placement by hand.

But, I dug around some more and found an elegant solution: the endfloat
package. It did exactly what I needed in one line!

I may have a workaround, inspired by bug #7910 
(https://www.lyx.org/trac/ticket/7910), which I think is related. Rather 
than using the "Clipping" tab in the graphics dialog, use the "LaTeX and 
LyX options" tab, and in the "LaTeX options" field enter "viewport=" 
followed by the offsets from lower left for the corners of the clipping 
box (same values you would have entered in the clipping dialog). I had 
to commit the change, save the document, close it and reload it to get 
the new settings to apply, but my test graphic appeared an seemed to 
work okay.

I can confirm that it occurs here (TeXLive 2017 on Linux Mint). There 
may be other related bugs in TeXLive. I manually edited the .tex file to 
switch the 'bb' option to a 'viewport' option, in a document with a 
single line of text followed by a PDF image in an image float. With not 
bb or viewport, it works. With the bb option, regardless of how the 
bounding box is defined, the line of text and the figure caption are 
there but no image is present. If I switch bb to viewport, the image 
appears ... but if set the set the upper right corner lower than the 
original image bounding box, I lose the first line of text (as well as 
part of the image, which is expected)!

I'm confused. I was just noting a related post. I think the
stackexchange post was made after Sajjad's email and your response, so
you couldn't have seen it anyway. I don't know if that was a
cross-post or not (meaning it is the same person who made both posts).
It doesn't really matter. Whenever I see two open questions that are
related, I try to "link" them so that (1) people do not waste time
trying to solve a problem that is already solved (for a fun and
informative read, see
http://www.latex-community.org/home/latex-community/94-etiquette/454-crossposts);
and (2) if someone google's and comes across this question, they can
follow the link and find a related topic of interest that might help
in solving their problem.

Did I misunderstand something? I am often bad with communication
through text, so I'm always looking for ways to improve. Suggestions
are welcome. Looking back, I think one thing I could have done better
is reply to Sajjad's email instead of your email. When I am not
quoting something and I just want to reply, I have the habit of just
replying to the last email in the thread. By I suppose that has the
side effect that you think I am responding directly to you. Would it
have been better if I responded to Sajjad instead of the last email in
the thread (which happened to be yours)? Also, I could have removed
you from GMail's "reply all" default, which is a lazy way of respond
to the list. Would that have avoided confusion?

The settings of Wrap (right click opens the menu) lets you place the figure on
the left or the right. Note that wrapfigure places the figure where you put it
and it doesn't float (unless specified)

ugly hack:

I have no idea how to do it, but I have an idea how to troubleshoot it. Take 
the simplest possible LyX file, try to insert a figure in a wide, outside 
margin and can do so easily in LaTeX by inserting a \includegraphics call 
into a properly configured \wrapfig package call (with outside of the 
binding parameter) . Make sure that with this new, ultrasimple file, it still 
fails.

If it succeeds, exploit the differences between the large and small file to 
find the root cause.

However, if the small file fails, then export it to LaTeX, and exploit the 
differences between the exported LaTeX and a hand-made equivalent that works.

Please let us all know when you find the answer. Having ERT fail when the same 
thing succeeds in LaTeX is indeed puzzling.

is available for use, some of it is supposed to be white space above

tabular lines.  This because latex thinks you want a certain amount
of white space above and below - but perhaps you don't in this case.

One way of fixing this might be to use the \raisebox latex command.
It is normally used to move stuff up or down, but it may also
be used for lying to latex about the height of its contents.
So it can be used to tell latex that no, this picture has no
height at all so no need to extend this row.

Use two tex boxes, one in front of your image and one immediately after it.
In the first one, type:
\raisebox{0mm}[0mm]0mm[]{
In the second box, type:
}
The second tex box merely ends the raisebox command, that's why
it only contain an ending brace.  Put your image between these two
tex boxes.

minipages is 50% (or less) of column width, then they will fit on a 
single line
and you get two figures on the same line.

The recipe aligns one figure with the left margin and one with the right 
margin,
because there is a hfill between them. (hfills take up all excess space 
on a line).

If you don't want your figures right at the edges, try putting a hfill 
before the
first one and a hfill after the last one too. Note that this only 
shuffles the minipages
around. The figure inside a minipage may be smaller than the minipage, and
possibly badly aligned inside it.  Put the cursor inside the minipage, 
in the same paragraph as the figure. Then select layout->paragraph and 
use centered, right-justified
or left-justified. (The setting applies only to that one paragraph 
inside the minipage,
nothing happens to the minipage itself.) You can also use hfills inside 
the minipage
if you find that easier.

If this don't help, please ask a more detailed question. Tell what you 
try to do,
how it goes wrong, and provide a minimal example file.

No more Latex errors, but the figures are still bunched together. However, 
they are not after the bibliography like they were before, now they are 
before the bibliography, and there is one paragraph of text separating them 
from the bibliography.

two figures, number 19 and number 20, and the offending figure, the one that 
I put the \clearpage after was exactly figure 19. Coincidence? I think not.

So how does one get around the figure number limit in the article class? 
just put clearpages after each figure or something, or just add something to 
the preamble...? It would be kinda late to change class now...

Make sure there is enough text material between your floats.

Changing the class would not help.

You should never have more than a page worth of tables floating, so this is
3 or 2 tables or so. 19 is big enough. If TeX can't find a good page
break you have to help it a bit.  \clearpage is one option, there others,
\textfrac(sp?) or similar.

  I had the same problem last week when I had some deadline. I solve it 
putting a clear page before any section so that all figures where displayed 
in the respective section.

No more Latex errors, but the figures are still bunched together. However, 
they are not after the bibliography like they were before, now they are 
before the bibliography, and there is one paragraph of text separating them 
from the bibliography. 

 There is a fixed limit on such. 19 or so...

Also, even more interesting, all these problems started after I added the last 
two figures, number 19 and number 20, and the offending figure, the one that 
I put the \clearpage after was exactly figure 19. Coincidence? I think not.

So how does one get around the figure number limit in the article class? 
just put clearpages after each figure or something, or just add something to 
the preamble...? It would be kinda late to change class now...

IIRC this is a hard coded TeX limitation.

Maybe not after each, but 'earlier'.

Make sure there is enough text material between your floats.

Changing the class would not help.

You should never have more than a page worth of tables floating, so this is
3 or 2 tables or so. 19 is big enough. If TeX can't find a good page
break you have to help it a bit.  \clearpage is one option, there others,
\textfrac(sp?) or similar.

  I had the same problem last week when I had some deadline. I solve it 
putting a clear page before any section so that all figures where displayed 
in the respective section.

  Just my two euro cents. :-)

LyX does not format this at all, this is LaTeX.

And if you find them at the end, it's obviously not 'under the carpet'

Try putting \clearpage or similar in ERT just behind your first figure.
