Philip: Pretty sure that is a hole in the cap, and also the bottom seems to be 
split open right at the edge, below the hole.

Craig: yes, planning to replace ALL THE CAPS (or my Pistons will MELT!)

Yes - most of the bad electrolytic caps I've seen blow their tops, except
the large 400 volt in my transmitter power supply back in the days when
they glowed in the dark. I fed it 450 volts, it lasted probably 20 hours,
then blew it's bottom out - very smoky and stinky. I replaced it with a 500
volt cap.

That is not a typical blown cap from dialectic failure - that is,
cheap capacitors.  The tell-tale on that failure is it swells.
Sometimes to the point of exploding.

No evidence of swelling, so the capacitor may actually be okay.
But clearly the smoke has been let out, and something is very
unhappy.  Conductive glue sounds like a very valid culprit.

Is that a hole in the side of the "bad" cap?  Or just smoke damage
to the outside?  What I'm seeing sure looks like smoke came out of
something next to the cap - not the cap itself.

Oh, yeah!

I thought the ATC fuses were caps, but now that you mention it, the
strange looking characters (if you read them top to bottom) are actually
"40" if you look from the side!  :-)

Top right, between the yellow capacitor and the inductor, a glass
fuse.

Or bottom left, blade (ATC) type fuses.

I do see your one picture and four comments.

I think the "splooge" to which Curt refers is not glue but melted
capacitor guts.

You should replace ***ALL*** of the electrolytic capacitors
  (EVERY SINGLE ONE!!!).

You can lift one end of the questionable resistor and measure its
resistance and replace it if it is out of tolerance, or just replace it.

Sure 'nough, blown cap, very obvious.  Reading about another CyberPower UPS
with similar "no charge" failure, apparently the factory used some type of
glue that degrades with time and becomes conductive, and that glue is used
in several places on the board, including at the base of this capacitor.
The glue has turned from yellow to dark brown (carbonized?).

Looks like I need to clean off that glue from all over the board, then
replace all the electrolytic caps, maybe other components that are bad, and
then button her up and let her rip.
