Yes - most of the bad electrolytic caps I've seen blow their tops, except the large 400 volt in my transmitter power supply back in the days when they glowed in the dark. I fed it 450 volts, it lasted probably 20 hours, then blew it's bottom out - very smoky and stinky. I replaced it with a 500 volt cap. You should replace ***ALL*** of the electrolytic capacitors (EVERY SINGLE ONE!!!). You can lift one end of the questionable resistor and measure its resistance and replace it if it is out of tolerance, or just replace it. Reading about another CyberPower UPS with similar "no charge" failure, apparently the factory used some type of glue that degrades with time and becomes conductive, and that glue is used in several places on the board, including at the base of this capacitor. The glue has turned from yellow to dark brown (carbonized?). Looks like I need to clean off that glue from all over the board, then replace all the electrolytic caps, maybe other components that are bad, and then button her up and let her rip.
