I just tried that and that made matters worse. I can no longer use a browser 
for anything  when I do I get a network error message but email still works 
fine

I tried a freah install of ML 10.0.2 on a spare hard drive and everything 
works great with it but I would still like to get things back on track with 
10.1

OK - well, I don't know how you have your ADSL setup - I always do mine
manually - but somewhere in your ADSL setup/connection you should be
able to statically add at least one more DNS server - check into it.

Find a good root DNS server (something outside of your area) and use
that as one of your DNS servers (you can have three or four, ya know)
and add that to your /etc/resolv.conf and then do a:

/sbin/service network restart

Why not just add a few root DNS servers to your /etc/resolv.conf and
restart the networking; that way you're not always dependent on what DNS
servers are being used by your ISP, eh?

(Improved our performance here quite a bit, and I always do the same for
my clients as well - especially when they're having strange issues like
this)

Scroll down. Files are listed after directories.

BTW: Only root can edit that file. To get a root copy of konqueror hit Alt+F2 
and enter 'kdesu konqueror' in the box.

OK I have my  file:/etc directory open in konqueror. Under view I have show 
hidden files checked. all the directories are listed in alphabetical order
In the M,s I have mail, makedev.d, menu, menu-methods, midi and mplayer but no 
modprobe or  modules. 
I am more confused than ever

In your original post you did not say which version of Mandrake you were 
using.
I assumed 10.0 or later which uses the 2.6 kernel and uses /etc/modprobe.conf 
to configure the kernel modules.

If you are using a 2.4 kernel, then the file is /etc/modules.conf

If you're running 2.6.x kernel you gotta have that file
(/etc/modprobe.conf). If you're running 2.4.x it is called
/etc/modules.conf.

Are you by any chance using a Winmodem? And is that modem using the HSF or HCF 
driver from www.linuxant.com (included in Mandrake Powerpack or from 
MandrakeClub)?

The linuxant driver is speed limited to 14.4 kbps until you pay a fee of 
$14.95 to linuxant to unlock it.

It is actually cheaper to buy a real hardware exterial serial modem from ebay.
A serial hardware modem needs no driver.

I use a dial-up connection.  I experience the same slow performance with
Mandrake vs Windows.  Downloads speeds with Windows ranges from 50 to 200%
faster vs Mandrake.

This may be on the boarder line of off topic. For about the last week about 
half of the web sites that I go to work normally and the other half have 
about a half minute delay before a page starts to load. The slow ones are 
always slow and the fast ones are always fast. Up until a week ago EVERYTHING 
was really fast. I am on a high speed DSL connection.

Here is where it all gets strange. Everything is still fast when using 
windoze. And strainger yet it is not just me the same thing is happening to 
at least 10 other Mandrake users in my area. All of us are using ML 10.0, ML 
10.0.2 or ML 10.1 amd all of us still have normal fast service when using 
windoze. I don't know if other linux distros are affected.
Is anyone else here having similar problems with Century Tel?
Anyone here have any idea what may be going on or the cause of this problem?
A few of us have contacted the local ISP, Century Tel and they have no 
answers.
