I recognized "tje" as "the", because it's something I frequently get when I type too fast. "Bords" I read as "boards", as in "message boards", aka discussion groups. Where I've seen them in eastern North Carolina (around the Pocosin Lakes NWR), they're not there for the benefit of environmentalists, but for motorists. They have the same purpose as "Deer Xing" signs - to warn drivers because hitting a deer (or a bear) can cause significant damage to your vehicle, and might cause injury to passengers. In the case of this particular photograph I interpret it as mean-spirited. That's not to say I might not have taken it myself, but having taken it I don't think I would have shown it. Obesity is a very complex issue, as is women's body image, and not simply a matter of individual choice and free will, and people should think long and hard before posting pictures of identifiable individuals in situations which are easily interpreted as reducing their dignity, or mocking or pitying them. It looks like that timer is per an individual IP address... (or just a random number under 20 minutes) So, when I looked at it this morning, - it started counting down from just below 20 minutes.
