[QUAD-L] Windows 8 - do you have it?
Son bought (with my income tax money) a laptop with a stand to attach to my wheelchair. He is setting it up for me but it has Windows 8. People have been complaining about it being hard. I'll be using either a mouse or the stylus I made out of a piece a plastic plumbing T. The stand is to get me out of the bed as much as possible. After being in the bed most of the last 3 months, I'll accept that he is trying to do a good thing. It will have text to speech already installed Tobii speech program so I can freely talk to anyone who will listen to my sexy British computer voice. LOL!!! Only problem he has run in to is that Blue Tooth isn't working so he had to send it back. So hopefully next week sometime I'll be able to email chat to my hearts content from my newly rebuilt wheelchair. They, the powers that be, have decided to make me wait another year to get a new wheelchair. Happy Wheeling!KK

[QUAD-L] Taxis for All
attachment: ShowLetter.jpg July 26, 2006 Re: ADA Anniversary Launch of Taxis For All – North America Dear Friend: United Spinal Association, one of the founding groups of the New York City Taxis For All Campaign coalition, is pleased to announce the launch of Taxis For All -North America. Via www.taxisforallna.org, we will inform you about the benefits of wheelchair-accessible taxi service and we will provide advocacy tools to you which can be used to begin such service in any community. As you know well, the lack of accessible transportation services continues to be a significant daily problem facing millions of individuals with disabilities. While the Americans with Disabilities Act transportation provisions have resulted in tremendous gains in the number of accessible buses and trains in operation, the fact remains that accessible public transportation doesn’t extend to all communities. Gaps in available accessible transportation service continue to keep persons with disabilities out of the labor force and isolated in their communities. But change is on the way. Since early 2006, United Spinal Association has been in contact with a company that is designing a new purpose-built, affordable sedan taxi which will meet ADA specifications. It incorporates a manually- deployed ramp that extends to the curb at the side-rear passenger door, and a wheelchair-seating location in the front passenger seating area. This vehicle can also transport four other seated passengers. A prototype of it will be unveiled at a transportation regulators conference in September and manufacturing of the vehicle is planned to start in late 2007. United Spinal Association believes that a widely-available affordable, accessible sedan taxi can open up this mode of transportation to wheelchair users in communities of all sizes, particularly in towns where little public transportation operates. If you would like to receive regular updates from Taxis For All - North America concerning various taxi advocacy strategies and the development of this vehicle, log on to www.taxisforallna.org for further information. Thank you for your interest in accessible taxis. Sincerely, Terence Moakley Director of Special Projects United Spinal Association

Matt Nagle's extraordinary abilities first grabbed the headlines in March 2005. Now details of the technology that lets him perform these and other tasks are published in Nature this week (vol 442, p 164). Electrodes implanted in Nagle's brain measure the neural signals generated when he concentrates on trying to move one of his paralysed limbs. Software trained to recognise different patterns of neural activity then translates the attempted gesture into the movement of an on-screen cursor or a robotic arm at Nagle's side. The fundamental findings are that you can record activity from the brain years after injury, that thinking about movement is sufficient to activate the brain, and that we can decode the signal, ...

Re: [QUAD-L] question
http://www.unitedspinal.org/publications/action/2006/07/01/accessible-taxis-everywhere-a-realistic-goal/Accessible Taxis Everywhere: A Realistic GoalWhat’s good news for people with disabilities who want to use taxis in New York City is good news for people with disabilities nationwide.By Terry MoakleyAt the end of May, partly as a result of advocacy by United Spinal and other local groups, the New York City Council passed a law that soon will raise the total of hybrid or clean-air taxis to 273 and wheelchair- accessible cabs to 231. In a joint press release issued by Mayor Michael R. Bloomberg’s office on the day of this vote, City Council Speaker Christine C. Quinn stated, “We have a responsibility to make sure that all New Yorkers, especially individuals with disabilities and senior citizens, can get around town easily. By adding 204 wheelchair accessible taxis this year, we are taking a step toward our ultimate goal of making every taxi in New York wheelchair accessible.”This objective is shared by the Taxis for All Campaign, a city-based coalition of disability groups that includes United Spinal. In fact, Taxis for All has submitted a proposed bill to the City Council that would gradually transform the yellow taxi system to a totally clean air and wheelchair-accessible service, as existing taxis are replaced. This concept of phasing in accessible cabs through a reasonable replacement cycle received a little boost on May 28, when The New York Times editorialized in favor of this approach. Not Just a New York ConcernWhile all of the above may appear to be “New York- centric,” United Spinal believes strongly that a plan to make all cabs accessible in our city could reverberate nationwide, for several reasons.New York City is the largest new taxi vehicle market in the land. Each year, about one-fourth of new taxi vehicles purchased in this country are placed into service in The Big Apple. Most of the other new taxi vehicles sold annually wind up in a small number of big American cities, including Chicago, Illinois; Washington, DC; and Los Angeles, California. These new taxi vehicles are then re-sold after about two years and recycled as taxis in smaller communities. This is how accessible New York cabs will become accessible Atlanta cabs, for example. The federal transportation law’s New Freedom Program, adopted last August, will provide funds in communities across America in the future for worthwhile transportation projects that go beyond the Americans with Disabilities Act (ADA) requirements. The ADA does not require that when new taxi vehicles are purchased, they must be wheelchair-accessible taxi vehicles, so the congressional authors of the New Freedom transportation law listed the purchase of accessible cabs in the House-Senate conference report as a potential eligible activity for this funding. The proposed Federal Transit Administration regulations keep the purchase of accessible taxis as an eligible activity, and we think that a lot of communities will choose taxi purchases as a means to improve mobility for citizens with disabilities.Because taxi service operates not just in large cities, but in many suburbs and even in rural towns, United Spinal is poised to launch a national “Taxis for All” education and advocacy effort. We believe that the future availability of wheelchair-accessible taxis in communities large and small could make a tremendous difference for wheelchair-using Americans who currently have no other transportation options. As of this writing, we have a commitment for funding a national Taxis for All project from an American company that has designed, and plans to manufacture, a wheelchair-accessible sedan taxi. Understandably, we are extremely excited to be moving forward on this project, and we will keep Action readers informed in future issues of our progress on it and on the first factory-built accessible taxi in our nation.Terry Moakley, associate executive director of Public Affair, chairs the Taxis for All Campaign.

[QUAD-L] All things Considered today
http://www.npr.org/templates/story/story.php?storyId=5498671All Things Considered, June 20, 2006 · Twelve years ago, Tennessee launched a bold experiment in health care that drew national attention. The state guaranteed health insurance to every poor resident. Now Tennessee is again drawing attention; this time for revoking that guarantee. Last August, some 200,000 people were cut from its "TennCare" program. And more than half a million more are living with new limits on their health care.Family Helping FamilyLinda Warner is one of those half a million. She lives in a double-wide trailer on top of a hill overlooking the Great Smoky Mountains in Cocke County, one of the state's poorest. The trailer is comfortable inside, if a bit cramped. The walls are covered with pictures of her children and grandchildren. Scattered on the shag carpet are dozens of toys that belong to her three-year-old great-grandson, Bryson.Warner looks after Bryson most weekdays. His father, Linda's grandson, drops him off each morning at 4:30 a.m., before driving 1 1/2 hours to his job. To be able to afford Bryson's health insurance, his mother works full-time as a hospital clerk. She's also studying to be a nurse. But even though Linda Warner is in a wheelchair, living on $600 a month in disability payments, she still makes time to help those in her community who have even less."I'm not totally useless yet," she says. "A lot of people see me sitting in a (wheel) chair and think I'm dead weight. Well, I'm not really dead weight. I'm involved in our church... I work many many hours and still volunteer."Warner says she's not letting her disabling health problems get in the way. She's had three failed joint-replacement surgeries and a case of pneumonia that has made it hard for her to breathe.Budget Cuts Threaten IndependenceLast year's TennCare cuts are threatening what little independence Warner has left.TennCare now limits adults to five prescriptions per month, and only two of them can be brand-name medications. That's one of the tightest limits anywhere in the country. It has forced Warner -- who was taking eight different medications -- to make some painful choices. She goes down the list of medications she's had to give up."I stopped taking the antidepressant," Warner says, "the medicine I took for my stomach because I had serious gallbladder surgery. The hormones to stop all the hot flashes, I don't get it anymore. It's over my limit."For most of the fall and winter after the cuts, things were bearable. Then in February, Warner got sick."I thought maybe it was sinus. I thought maybe it was the change of weather," Warner says. "I was taking some sinus pills, running the vaporizer, using Vicks, anything I thought would make the fever go away."But the fever didn't go away. And she had already reached her five-prescription limit for the month, so she resisted her family's urging to go see her doctor."My daughter said, 'Please mom, please! You're not getting better.' I said, 'I understand that, honey.' "In an attempt to put her daughter off, Warner said she couldn't get an appointment."That wasn't true. I can get an appointment anytime I call," she says. "But there's no sense in going to the doctor, if you can't get the medicine."But by early March, Warner wasn't much better. And when her fever reached 103, it was time to get help. "I went to see Dr. Williams, and it was on a Thursday," she recalls. "And he fussed at me, and asked why I waited so long before I came to see him."It turned out she had strep throat, as well as kidney and bladder infections. The doctor gave her a couple of injections, which don't count against her monthly drug limit. But he also gave her two prescriptions for antibiotics, which do.Choosing Among Ailments"So that means I have to decide for the month of March what I'm going to do without," she says.Warner's doctor James Williams says she's hardly the only one of his patients with these problems."I see it all the time," he says. "Patients who don't come in at all and you never know what happened to them. Then they show up critically ill in the emergency room with congestive heart failure or have had a heart attack, or terrible pneumonia; or their diabetes is out of control; their thyroid's out of control because they haven't taken their medicines."Meanwhile, Warner gathered up all her prescriptions and her portable wheelchair, climbed in her car, and went to the drugstore. She gave the pharmacist her prescriptions, but told him not to fill the bladder medicine. Normally, she takes it four times a day."It stops me from wearing a diaper, a disposable diaper," Warner sighs. "I really hate to do without the bladder medicine because I can't go anywhere without it."Along with the bladder medicine, she decided to skip her pain medication for the month. That way TennCare would cover the $28 worth of antibiotics she needed."You have to choose," Warner says. "And I have to have the inhaler ... because I have to breathe.

Glossing Over Mistreatment in the Magbie CaseBy Colbert I. KingSaturday, April 8, 2006; A23Jonathan Magbie was a 27-year-old man who was paralyzed from the neck down as a result of a childhood accident. Although he had never been convicted of a criminal offense and although he required private nursing care for as much as 20 hours a day, Magbie was given a 10-day sentence in the D.C. jail in September 2004 by D.C. Inspector General Charles J. Willoughby conducted last October. Willoughby's report and the lawsuit filed by the American Civil Liberties Union and two lawyers on behalf of Magbie's mother, Mary R. Scott, are more credible. They provide real insight into Magbie's neglectful treatment by the criminal justice system. Now to the Department of Corrections "investigation." The findings were dutifully and uncritically transmitted to the council by Reiskin, who, incidentally, complained to lawmakers that "the investigation was hindered by legal advice provided to [the contractor medical staff] by its counsel not to release any information to DOC regarding this issue due to pending litigation."That clampdown on salient information did not, however, stop Corrections from arriving on the scene after Willoughby completed his extensive investigation and producing an Internal Affairs document that exonerates or at least gives a virtuous appearance to many of the actions by staff and employees at the corrections facility where Magbie was confined. But even Corrections couldn't cover all the participants with whitewash. In some cases, Corrections' critical findings were accompanied by recommended disciplinary actions that have all the harshness of a beating with a wet noodle.Internal Affairs found:· There were instances in which Magbie's medical care was not documented. But the nurses culpable in the acts of omission couldn't be identified because the medical contractor, paid by the Corrections Department with D.C. tax dollars, wouldn't give access to the contractor's employees.· The associate medical director of the jail where Magbie was confined knew about Magbie's vulnerable medical condition and that he needed acute care immediately, but failed to notify higher-ups. The associate medical director, the report noted, resigned last October. Undeterred, Corrections bravely directed the medical contractor to "place a letter of reprimand in the doctor's Official Personnel File" and to determine "any other appropriate disciplinary action to be pursued against the doctor."· Correctional and medical staff provided written memos to the Corrections Department director stating that they never saw Magbie's cell door locked while he was in the unit. (It should have remained unlocked, because there was no way that Magbie, a quadriplegic, could reach the emergency button.) Corrections discovered information that contradicted the staff-written memos: Magbie's cell door had in fact been locked, in violation of doctor's orders. For their lying, Corrections fearlessly instructed the warden, disciplinary action was to be taken against the two officers and a disciplinary letter placed in the personnel file of each.· A physician in the Corrections facility housing Magbie told the inspector general that he was unaware of Magbie's return from Greater Southeast Community Hospital, where he had been taken as an emergency patient during his first night in jail. It turns out, the Corrections report noted, that the physician did see Magbie upon his return. That physician, thundered the Corrections report, "will no longer be permitted on DOC premises . . . this action is to take place posthaste."As for the Corrections Department's decision to keep the ventilator-dependent Magbie confined for four days to the Correctional Treatment Facility, where no ventilator or appropriate medical care was available? The "investigation," done by Corrections staff and passed along by Reiskin, gave the rest of the nurses, physicians and staff a pass.Judge Retchin? She was cleared by the Commission on Judicial Disabilities and Tenure.Say this much for ol' D.C., it takes care of its own.If justice is to be had
