It should be also noted that when user clicks Restart later, she shouldn't 
have been bothered about this anymore.

New language settings take effect once you have logged out. looks good
to me.

I'd still prefer small print in the window instead of in an update-
notifier alert (it should be a general goal to use fewer alerts over
time), but it's up to you to decide whether you have time for that.
Since it applies to complex character support too, this small print
would be unindented immediately above the Cancel and OK buttons, rather
than indented under just the Default language menu. It would be easy
to see because it should start with a miniature info (i) icon.

Specific suggestions:
* In order to can almost always be shortened to to.
* Activate the changes could be more specific: use the new default language.
* Restart your session could be confused with restarting the computer, so 
it's probably better to refer just to logging out instead. But I assume the new 
language will apply even if someone *else* ends up logging in, so it's logging 
out that's the relevant action.
* Login and logout are nouns; the verbs are log in and log out. Re- 
doesn't work for compound words, therefore you would use log in again instead.
* At your earliest convenience is unnecessary: all that you need to 
communicate is when the language change will take effect. Whether it's urgent 
enough for the person to want to switch at their earliest convenience is 
something you can't know.

Combined suggestion:
The new default language will take effect once you have logged out.

Better suggestion: Don't put that sentence in an alert at all. (The only
reason I accepted the alert in the first place was that I assumed it
would contain a restart button.) Instead, put it in small print under
the Default language menu, whenever the selected value has not yet
been applied.

As this also applies to the Complex Character input checkbox, as well
as installing / removing input-method packages, it should be more
general. How about:

The new language settings will take effect once you have logged out.

Hmm... I just implemented it to use update-notifier to display the
message... I'm afraid the small print, which is only visible whenever
the selected value has not yet been applied, might be overlooked too easily.

Would this be acceptable, too?

I'm going to remove that dialog and use update-notifier instead. The
reboot is not really necessary to activate the changes, but restarting
the X session is. So, I'd like to show a note using update-notifier with
some wording to request the user to relogin.

Something like this:
In order to activate the changes you'll need to restart your session. Please 
logout and re-login at your earliest convenience.

Because English is not my native language, suggestions for rephrasing
this sentence are welcome.

I was not aware of the mentioned spec. Indeed the Restart Now and
Restart Later buttons should be there.

For me one question remains: should clicking the Restart Later button:
- exit the full application, or 
- just close the message window it is part of?

Report corrected, thanks.

I agree that normally an immediate restart will not be necessary, so
Restart Later should be the default. However, it's part of our Exit
Strategy spec https://wiki.ubuntu.com/DesktopTeam/Specs/ExitStrategy
that the normal Restart function will take a bit longer to access.
Therefore, any time Ubuntu needs restarting, the program that made the
restart necessary should provide easy access to restarting. (Like Update
Manager already does, for example.)

I agree that the message is too technical and should be changed. I also
think the example alternative for the message is a good one. Thanks.

I only get that message when I change the default language; not by
merely installing a new language. Is that the same with you? If so: you
can edit your original report if you like by clicking 'Update
description / tags'. If not so: what Ubuntu release are you using? I
tried Hardy and Intrepid.

I do not agree with the second point. The Close button closes the
current window as I would expect. As there is a main window behind it, I
would not expect it to close the full application. I will attach a
screenshot of the situation.

I also do not think there should be restart options offered by the
language selector. There is no immediate need for the user to restart,
because the system will keep working without problem when there is no
restart. In such circumstances my opinion is it is better that the user
restarts the system the 'normal' way, thus having the option to neatly
save documents and close running applications first.
