Most of the building site is on a gravel surface parking lot now only occasionally used by the Zoo for overflow parking, not public green space. The site slopes downward steeply from Girard Avenue, and is not frequently used by anyone. The site is currently well-served by public transit, and will be even more so when the 52nd Street/City Branch Connector light rail line is built to serve the Centennial District, Parkway Institutions, Convention Center, and possibly the Delaware Riverfront. The School District will maintain portions of adjacent, actively-used parkland for use as the school's athletic fields. Public use of these School District-maintained fields will continue. As part of the campaign, police will begin making educational stops of both bicyclists illegally riding on the sidewalk, and motorists illegally driving over or crowding bike lanes. The educational stops will continue through February 1, 2003, when motorists and bicyclists will begin receiving citations for illegal behavior. A kick-off to this campaign will be held in conjunction with a press conference at 10 a.m. on Friday, December 6, at the corner of 36th and Walnut Streets (in case of inclement weather, the event will move to the lobby of the Penn Bookstore).
