Where are you getting this throughput - LAN or SAN?
LAN-free storage agent transfer relatively small ammounts of metadata over
LAN and you cannot achive best possible peak rates there. For LAN data
transfer you should be able to achieve at least 7-8 MB/s so the problem
could be with TCP/IP setting
Hint 1: Are you using PASSWORDAccess Generate?
Hint 2: I had the same error trying to start onbar when logged as ordinary
user and switched to root using "su". The problem disappeared when "su -"

- Faster restore of primary pool volume on media failure
- Faster restore of a node from copy pool when primary pool volume is
(again) faulty
First scenario can happen more often (I think) but involves only the TSM
team and is not time cons
The benefit is the same as for primary pool reclamation - more effective
tape usage.
And if you look at the description copy pool reclamation works copying data

1. halt the server
2. make a tar of /usr/tivoli/tsm, /usr/bin/dsm* and /usr/lpp/adsm

4. force-install all 4.1.0.0 filesets
5. force-install 4.1.4.0 filesets - better all
devices,webadmin,server.com,server.rte

Wanda and Jeff are right - you have to look at all those things and
especially to %tm_act problem.
But I will bet also on what Paul pointed - single FE card is simply not
enough. If you are unable to put Gigabit Ethernet get at least one or three
more FE cards and make an EtherChannel or subdivide

Have you tried to use exclude.fs option in you inclexcl list:
exclude.fs /fsdbexp
And then "DELete FIlespace PACRS170 /fsdbexp".
This should allow you not to change domain from all-local preventing future
created filesystems missing from backup!
