Right now NY State is funding construction in areas that have service because
those service providers failed to supply any 477 data at all. They're also NOT
funding construction in places
turf.
You only have to say you can serve it within 10 days of being asked. That
gives time for roof top tripods, tree trimming etc.

we pick up alot of "covered" DSL addresses that get told 768k real
throughput is good
fed dollars simply should not be going to cover data access in rural areas
