Isn't it a market feature only?
For your application you can set it as secure and all non-market
installs will go to the regular app dir instead of app-private.
Not sure whether a way to find out the installed dir is available to
application by api.

I am not suggesting they go after Chinese web site
But I suggest they put good protection for paid apps.
I also suggest they officially tell developers it's our own problem so

But Google has absolutely no right to try to litigate on your behalf. They
can't file criminal charges, they would have to file civil charges, but to
file a civil charge, the defendant has to be wronged in some way. I
