Reading through the developer FAQ (http://code.google.com/tv/web/
faq.html) as the very last point it states that an emulator will be
made available with the SDK.

TV, but we can never be sure until there's an official announcement.

first dibs on a new category of device (like Google TV). They have the
resources to invest in experimentation and will work with the Android

We barely can find devices to buy here and when we do they cost many
many times more than in the US.
Also we can´t even mae money to buy one because we can´t make a
merchant google checkout account
