The easiest way I can think of off hand is to create companies of those
independent business units. If the organization you're talking about is
large enough it would probably be best to have multiple ITSM
installations on multiple servers, and use DSO to push between the
different companies
There is no way to do this without custom coding. However, it can be
done. We are currently doing this exact thing for a customer utilizing
dynamic groups.
We are doing it a level above where you are asking for it but there is
no reason it couldn't be done further down the tree.

don't see it 'readily' available is the fact that the Field Label can be
different per view...so while the DB name is consistent if a form has 10
views it can be named 10 different things depending on which view you look
at.
As we all know each field in a form has at least three names, one the user
sees (user-facing), the name we see in the admin tool and the name stored in
the database.
I have a manager who wants a csv file listing all the fields on a form
showing the user-facing name alongside the admin-tool name.
