Have you tried restarting the AR Server? If not, doing that would be a start. I have seen this happen on AR System 7.0.1 whenever the remote Oracle DB is unreachable for a little while but later reconnects and it is not possible to make changes to an Server Object via the admin tool or import

Ask your DBA to relocate the archive tables in ARSYSTEM tablespace. You would need to provide him with all the Txx, Hxx (and potentially Bxx) tables. After the relocation (or in Oracle terms, a move), the views related to these tables will probably need to be recompiled, as the move would

If a record is being modified you do require a license. If you get this error at create time of a record it might mean that somehow the permissions on that field 13191 must be messed up. The user might not have the required permissions to write to it. Usually this is resolved by allowing any
