Well, part of it is familiarity I guess, but everything seems to take 3

I'm not sure if what you are wanting to send is actually valid. You are
saying getIncident has a namespace and then you are saying the fields
have a namespace of empty string.
Try getting the free tool soapUI http://www.soapui.org and see what
it tries to send when you give it the WSDL.
