email messages is the form that could give you the answer to your
question .
In this form you can see the html email template without email going out .

On your dev server, change the outbound mail port to something bogus -
like 255 - instead of SMTP standard 25. Mails can't get out, and you can
examine them all in AR System Email Messages.

You'll need an escalation to delete the old ones after you test and before you
change the port back to 25

We created an email allowed form. This contains the email addresses of
people allowed to receive email on our dev system. We have a few filters
that fire on submit the check the allowed form with the messages and if
none are found sets the status to no in the messages form

Try creating a Filter that fires on the Email Address form (on Submit/Modify
where TR.Send Message = Yes), clears all of the outgoing destinations and
replaces them with a test email address. You could even log the "correct"
destinations in a log file or something.
