I have been told (off list and by a reputable source) that, by design,
the value should be alterable during Submit Filters, and not alterable
after the value has been committed to the DB.
I was also told that at some point in time (maybe v5 ish) there was a

Yes indeed a Filter can "Set Field" on field 2 during submit, this may
just be setting it (if no default or field value is present) or "over

Another option is to spin off a new form that is a "Question/Answer"
form. Have workflow on the "Change" that creates a new record that is
"owned" by the target person to answer the question. ( That way field
'2' on the Change is not an issue, and you get a one Change to many
