rule 1: get a permit. Standard UCC filing. The contractor has to put
the lic info. That is unless you claim yourself as the contractor.
Rule 2: close out the contract.
No final payment to contractor unless final approval issued by the town.

Maureen, Section 11-L has it pretty wrapped up. I think you need to
file a claim in court. Most likely against the roofer and the City
which signed off on the job.

If was a "major" job, should not htere been an inspection. You also
have to hire someone with experience - not some guy (or gal) that stops
somewhere and leaves 10 guys at your house for the day ripping it off
