alternatives:
Sometimes, you may need to press insert plus f7 and click on the desired
linkfrom within the list of links to make it work.
Another solution you may try is to tab or shift tab away from the link,

Shift enter does not force a link to open. That is the bypass key for the
pop up blocker.

I was on my cities utility site just now, they recommended it be the

I have the latest version of JAWS and there are some links that are
very hard to activate. I end up routing the JAWS curser to PC curser and
left clicking on them. This works but not efficiently. It also does not work
well with IE 9.
