[Blind-Computing] can't delete a folder

I’m sure this has come up before, but when I try to delete certain folders, it says I need administrator permission, and I’m on my personal pc. the internet says I can delete the folder if I’m in safe mode, but I believe about 2 weeks ago, someone wrote in that jaws won’t work in safe mode. is
