I'm interested in something like this as well. I know when I was preparing
for the R/S, seeing the results of mock labs with the dumb mistakes I made
really helped me.
I prefer IPexpert products but would this be considered a viable option -
i will take your advice next time when it happen. Just hope that this doesn't
happen in the real lab. I spend 4 hrs troubleshooting this. Thanks.

both h.323 and SIP endpoints are intelligent, and can make call routing
decision on their own, where MGCP and SCCP are considered to be dummy
endpoints that can not route calls without CA (Call Agent).

You did all perfectly. Could be SUB PUB sync issue.
Do follow these steps:
On CUCM PUB - reset CUCM Group and see if the phones reset IMMEDIATELY.
If not on CUCM PUB utils ntp restart and see utils ntp status whether
showing exact time on PUB and SUB both.
Shutdown / Stop PUB and
