was doing this, I would load windows on 1 disk, disconnect that
disk, install ESXi on a second disk, not the same SATA channel. Then I
would connect up both disk and use the BIOS to pick the OS to boot.

Are you using phoneview to control all 3 sites?
Maybe you know more features than I do but I only use the phoneview to
control one site at a timemostly, whichever site the CME is on since
other remote-control software doesn't support CME very well.
