I was postulating that if some pdfs were created using different software, or a different process, that might account for the difference.
For example, in Distiller, it is possible to create a non-searchable PDF Formatted Text and Graphics (PDF Normal) style PDF I seem to remember foggily.

The graphic only (and sometimes the both) will not index properly, since there is no text for the indexer to find.
The easiest way to test this is to open the pdf, select the text too
