shoudn't be in any state. Technically, Washington is a district -- the

It's not a state and doesn't get counted. Washington State gets counted, not
the District of Columbia. My understanding is that the creation of a United
States was freaky enough to the previously sovereign States that they
decided to avoid the problem altogether of which State would be the seat

the US about which city should become the capital, and it was moved eight
