A friend of mine recently purchased a Catalyst 2924 XL switch - 24 port 10/100 Ethernet switch - 1U no expansion ports. We were looking at the IOS configuration and I noticed a line that said no ip routing. I went into the global config mode and sure enough I could enter the command ip routing.

Vic, One of your 4Mb Flash Modules might be bad, did you try using them alone? I had the same problem on a 2600, but with 2x8Mb Flash config. What I did was: using a third 8Mb Flash Module, replaced one module at a time, reload the IOS, reload the router until it worked. If you can't try that,
