a DA polisher followed by automotive degreaser.
You might also consider using a good primer after the prep steps.
Although my boot stripe was professionally painted, I like vinyl tape.

I second the Interlux Perfection option.
As part of my extensive Renovate the finish of the entire boat from the
keel to the decks project I am re-doing the boot stripe with Perfection in
