Somewhere I picked up a spray can of Cable Lubricant (?Motorcycle shop, maybe). I took off the binnacle and could reach down to spray onto the cable and gave enough to trickle down inside the sheath. Seemed to free them up quite a bit so have forgotten about changing out the cables for now.
