monitoring of the list your hold and delete settings would be done using
decludes weighting system. I can tell you we do not delete or hold on any one

I think you need to skip attachments or at least make it an option in the
CFG file. I have already discounted the use of BASE64 test because if there
is a text attachment the test will be triggered.

I second that. I have messages with a bosy and a base 64 attachment that
reguraly fail the base64 test. I also have found that email from our china
customers are base64 encoded and they regurarly fail the base64 test. I have
it at a low weight.
