I would like to add a quick update.
- HexChat also triggers the same issue as Anydesk, both wayland and x11.
- I upgraded to Mantic Minotaur and the issue persists
- I disabled legacy tray icons support from the extension Ubuntu Appindicators,
and after a reboot the issue cannot be reproduced.
I managed to file a bug with AnyDesk, and I linked this Launchpad bug report in
it.

This is with Xorg fractional scaling on Ubuntu Budgie ARM64. We don't
have Wayland on Budgie DE, but I can flash Ubuntu 22.04 ARM64 on a spare
