I think any other way won't work.

Yesterday at ApacheCon Kris from Nuage networks gave a great presentation about
alternatives for userdata from the VR: Config Drive
In short, a CD-ROM/ISO attached to the Instance containing the meta/userdata
instead of having the VR serve it.
The outstanding PR [0] uses it's own format

Hi all,
we would like to port "Config drive" on KVM feature to a previous version
of Cloudstack for one of our customers. We got most of it working but have
a problem in udev not putting the config drive ISO in /dev/disk/by-label
path because it considers it to be a removable drive.

Ilya, there is already a external service.
I think this is proposing a solution where that external service is not desired.
Several “NFV” - type solutions use config drive to configure themselves instead
using a http-based service.
CoreOS also uses config drive

With this feature we can do the following.

config drive is not the best design choice.
You are relying on external ISO to deliver content private to VM. The ISO is
stored in secondary or primary storage, if exposed - I get the private data
of all the VMs. There maybe issues with storage migration and general
vmotion if ISO is attached
