For 9.0 we could use a branch named "9.0-vc3" (same as the tag in
incubator-netbeans). In fact we could update the jenkins release job
to push the javadoc to this new repo as well. And so on with the rest
of releases.

AFAIK Oracle has few resources doing IP clearance, so we can't really
set the timelines.

"antlr-runtime” (I think it’s “antlr”), so I’ll need to add some stuff to the
“external/binaries-list” and the proper antlr license as well (as in [1]).

I restored the xml test file to the Oracle headers but the tests keep

A license header has already been included in an xml test file at [1]
(ide cluster, editor module). If I run tests on this module (cd
editor; ant test) the tests fail.
