Well, I just created a second storage group on a server, and it didn't
create any stores by default, so it looks like I don't actually need to
delete a public store. I assume that it automatically creates a mailbox and
public store only for the first storage group.

We used to have attachment problems with OWA ourselves. I found if you
upgrade to the latest and greatest IE Explorer all those problems seem
to disappear. Have you checked with your users to ensure they have the
latest and greatest IE?
