measure's width using the Measure Attributes or Edit Multimeasure Rests
dialog, rather than dragging the barline -- you'll change the width of the
particular measure, and the other measures in the line will shrink or

I use this all the time, and also you can specify things being 2/3 and 1/3
the width by using absurd numbers such as 2 and 1, as long as the
total is bigger than expected I think it basically defaults to
"proportional" based on the numbers you enter (hope that makes sense).

I believe if you select a number of measures (with the Measure Tool selected),
and type a large minimum width in the text box labeled as such, they will all
nicely settle into the same width once you've locked the system and updated the
layout.
