Not the program I was referring to  in my initial post, but that is certainly an excellent program with a ton of features, and if I still ran a dos machine, I'd certainly use that one.  The filename of the one I had I think was mm401.zip.  I can't however find that particular archive anywhere.

For what it's worth, the best dos menuing system I ever found was called Mark's Menu.  It was shareware, but it was fully functional.  Besides the disclaimer that shipped with the software being the funniest thing I'd ever read, it also had many functions, menus, submenus, I believe it even had
