If you adjust the priority of one favorites (and adjust back to it's original priority), it should reschedule everything. Also, every time you get new listings, it should reschedule everything. Check the logs, make sure it is enabled, you should NEVER have two things recorded at the same time with

I don't think priorities are used unless you used the "CONFLICT_RESOLUTION = True" property in your local_conf. Which should never schedule two programs at the same time but it will try and resolve the conflict by rescheduling either program. If neither can be rescheduled, it should record the low
