This sounds like a bug to me.
Could you please report it on bugs.gentoo.org.
This is a regression and should prevent stabilization of 5.17.
There is still one more bug fix release until we hit a stable candidate
5.17.5.

Use R-click to open the desktop context menu -> Configure Desktop
-> Mouse Actions -> Right Button : make it Application Launcher ;
that brings back the desktop menu of applications.
