staining, are the walls of blood vessels. They will show a bright red reaction

I can't answer the fluorescent question but for light microscopic IHC I would
stain for the NeuN using peroxidase-DAB followed by a PAS for lipofuscin

Definitely go with Oil Red O rather than Osmium.
Osmium tetroxide reacts with unsaturated lipids whereas ORO colours neutral
lipids.
You can do an ORO on formalin fixed tissue (frozen sections).
You could also look at the Sudan Black techniques.

Increase the fixation time. If they are small biopsies (otherwise why would you
be putting them in mesh cassettes), you could easily reduce the processing time
to 30 minutes (eg 4 alcohols, 2-3 xylenes, 2-3 waxes)

Increase the fixation time and make sure the air is out of the sponges (will
stop formalin from getting to the tissue- a quick dunk of the cassette (with
sponge and tissue) in alcohol and back into formalin will do the trick).

in 2% Acetic acid.

It might possible be water contamination in the xylene. Try increasing
alcohol dehydration times.
Also re-cyled alcohol is probably around 96% pure. It seems to be not
possible to obtain absolute ethanol by re-cycling, or so I am lead to
believe.
