failure" when doing a fresh install of CS:S DS on a linux box and
downloading the cs_office.bsp file. Deleting and retrying the install
comes up with the same error message. What is the problem and when can

Unfortunately no. The only things you can do at the moment is 1) place
fps_max 999 at the top of your server.cfg file (ya don't need to run
clock.avi or any other directx app to kickstart your srcds server to run at
512fps at startup) and 2) setup some type of auto-restart of all of your
instances
Thats why I think warg0ds got the wrong end of the stick, the original
question was for a single 2800+ xp, nothing to do with duals, and no
one has said you can only run 3 or 4 servers on a dual cpu machine.

One of my boxes is a dual 1gh PIII, and with a TFC full at 20 cpu usage on
one processor is around 50%, FLF full at 16 that processor is around 50-60%.
That's running with increased FPS, if I let them run at the default cpu
usage is about 1/4 of that.

Kevin, assuming you are running in console mode, what is the "fps rate"
on your server when it is running?
If it reads around 65 then your simulation rate is low which is the
cause of the latency. make sure you use one of the methods mentioned
here to "unlock the fps". such as running clock.avi in

As the number of players go up on a server so does the number of packets to
each client.
Remember each client gets data on any other client.
So to host a 200 player server, the clients would need serious CPU and maybe
